SECTION 01010 - SCOPE OF WORK
PART 1 GENERAL
1.01 SUMMARY
A. Description of Work:
1. Work Covered by Contract Documents:
a. Provide for and furnish all labor, superintendence, materials, tools, equipment, transportation, permits (if needed), certificates, insurance, temporary protection, and other items designated under provisions of this contract necessary to perform maintenance on the Huron-Manistee National Forests’ dams and associated structures located in the State of Michigan, as outlined in the contract specifications and indicated on the Schedule of Items.
Maintenance items are described in general as follows, with specific detail further listed in the specifications for each dam.
b. Mowing – mow the existing dam profile including 15’ past the toe of the dam on the downstream side and to the existing water line on the upstream side to a height of no more than 3”. Any woody material over 1” diameter x 24” long deposited on dams (from high water events, trees blown over, etc.) shall be removed and/or chipped in order to allow for normal mowing operations.
c. Brushing and tree removal – remove brush and trees on the original dam profile including 15’ past the toe of the dam on the downstream side and to the existing water line on the upstream side. Trees larger than 3” DBH shall have their stumps removed and the resulting void filled and compacted with suitable soil, topsoiled, seeded and mulched. All woody material to be removed shall be chipped on site with chips dispersed on site (as directed by the COR) but no chips will be allowed to be dispersed on the dam profile, in water, within 30’ of the water or on the access roads unless directed by the
COR.
d. Remove access road obstacles – as required, remove fallen trees, stumps, etc. that have fallen into the access road to the dams. These materials can be deposited no closer than 5’ from the edge of the cleared road edge or the outside existing ditch line (if present), whichever is greater. Minor shaping of the road profile may occur to remove major ruts, soil erosion , etc. and to make the Contractor’s access to the dam possible. Any access road damage caused by the Contractor shall be repaired to CORs satisfaction.
e. Leveling and reshaping – using heavy equipment such as a bulldozer/skid steer to relevel the top of the earthen dam or to spread new soil material along the dam profile to re-establish the dam’s original shape on an as-needed basis.
f. Turf establishment – placement of topsoil, fertilizer, seed and mulch to re-establish vegetation on the dam profile as needed.
g. Rip-rap – placement of crushed rock (not concrete) measuring in size from 6” – 18” in size unless otherwise specified to reduce erosion in the dam profile, spillway, embankment, etc.
h. Spillway repairs – replacement of wood stop logs, culvert protection devices, minor concrete repair and other miscellaneous minor repairs to spillways, culverts, whistle tubes, walkways and as maintenance needs arise.
END OF SECTION 01010
01019 – GENERAL NOTES
PART 1 - GENERAL
A. Contractor shall notify the COR immediately of slumps, erosion, water leaking out of the face of the dam, or other defects found on the dam or adjoining area.
B. Fuel storage in bulk stationary containers will not be allowed. Fuel deliveries in Contractor owned equipment will be allowed in slip-on truck mounted tanks with less than 250 gallon capacity. Delivery by State of Michigan licenesed fuel transportation companies will be allowed in excess of 250 gallons. The Contractor will keep 20+ fuel absorption pads, 100 pounds of fuel absorption material such as Oil Dry and a 55 gallon metal sealable barrel to use as a spill containment system on site during operations. In no circumstance will refueling take place within 50’ of any surface water.
C. Trails that cross the tops of dams will remain open during mowing or other maintenance activities. Contractor to provide all necessary temporary signage to safely control traffic.
D. Any damage to USFS facilities, vegetation, or property caused by the Contractor that is outside the work area or is considered non-necessary for the prosecution of work at hand will be repaired at no cost to the Government.
This includes damage to trees adjacent to dams, spillways, access roads, or drainages not marked for removal. If trees are damaged they will be painted with tree wound dressing as required by the COR. The Contractor will be charged up to $500.00 for each damaged tree.
E. In times of extreme fire danger where activities will increase the likelihood of ignition, a stop work order may be issued. If the suspension is over seven calendar days, remobilization may be paid if the equipment is removed from the site to a location off Forest in order to complete non-federal work elsewhere.
F. Contractors shall not go around gates or other closure devices. Gates shall be opened up to gain access to each dam by the COR. If another type of closure device, such as barrier posts, rocks, etc. are moved to gain access they shall be replaced when work is completed and shall be considered incidental to the work.
G. Costs for mobilization and moves between job locations will be considered incidental to the ordered work, therefore the contractor must consider this in the pricing.
H. All equipment shall be washed and be free of mud, seeds and weeds prior to leaving each project site. If machinery is taken off FS land for other use it shall be washed and inspected again prior to arriving on the next FS dam site.
Parts 2 and 3 - Not Applicable.
