Questions & Answer AG4419-S-10-0313 Dukes Lower Peninsula Udell Experimental Forest Road Project The Following are the current Questions and Answers for the above mentioned solicitation:
Questions: Are we to assume that all the work is being performed inside the cross-hatched areas?
Answer: Yes, all work is within the cross hatched areas as indicated on the maps.
Questions: Is there a color coded key for the maps so we can tell which roads are proposed for work and what type of work will happen at each location?
Answer: The specific project locations have not been identified at this time. Public scoping and NEPA needs to be performed for the specific project sites before the information can be made public. The unit prices are set up so allow for "Actual Quantity" so a specific project bid is not necessary.
Questions: Are the sites accessible, meaning are any of them gated where only FS personnel can allow us access?
Answer: All project sites are currently accessable, although some are "user created" roadways which experience unauthorized traffic. Specific project locations are not being identified at this time, however.
Question: Wage decision:
For the Operators and Laborers is this considered an Open Cut or Airport, Bridge and Highway Construction project?
Answer: This is considered an Airport, Bridge, and Highway construction project for wage rate purposes
Question: Is there an average size width of the roadways that are going to be taken out?
Answer: The average width of the roadway is 10'. There will be approximately 3' on either side of the roadway that will be disturbed to pull in banks and vegetation, so the total obliteration width is approximately 16'.
Question: In section FAR 52.228-1 (b) it state that the bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and suffient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds- Could you please explain this, I am very confused on if we need to have a bid bond?
Answer: No bid bond is required.
Question: Also was wondering if we could email the bid to you and then mail you the 2 hard copies or if it has to be mailed.
Answer: All proposals must be received as stated in the solicitation via mail.
