SECTION M--EVALUATION FACTORS FOR AWARD
AWARD DETERMINATION: This solicitation will result in a firm, fixed price contract. The
Government will offer a contract to the Offeror whose proposal results in the best value as determined by the Forest Service.
EVALUATION FACTORS:
(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other
Factors considered.
Cost to the Government is not expected to be the controlling factor in the selection of a contractor for this solicitation. The degree of importance of price as a factor could become greater depending upon the quality of the offers for the other factors evaluated. The following factors, listed in descending order of importance, will be used for evaluation of the proposal:
Technical Merits Experience of Key Personnel
Past Performance Cost
Factor 1--Technical Merits.
The evaluation is based on the bidder’s ability to procure, store, transport, and apply the necessary materials and provide the services required for the completion of this project.
Factor 2--Experience of Key Personnel.
The evaluation is based on the experience, skills, and abilities to perform the required work, including adequate experience in the applicable fields that pertain specifically to this project.
Factor 3--Past Performance.
The evaluation is based on the quality of past qualifying experience. Qualifying experience includes contracts, or similar work, with respect to timeliness, cost control, customer satisfaction, and successful project completion. A list of references who can confirm the quality of past experience would be very helpful in evaluating past performance.
The evaluation will consider how well the bidder has demonstrated the ability to effectively perform similar type of work in a field setting. Likewise, experience operating in remote locations is desirable but not required.
Factor 4--Cost Cost will be evaluated on those items specificed in Section B. If optional items will be awarded, the evaluation will be on the aggregate bid amount.
THE AWARD IS BEING CONSIDERED USING A BEST VALUE APPROACH. Failure to provide all required information may result in your offer not being considered for award
