Pre-Proposal Conference Notes Solicitation AG-435H-S-08-0007 IDIQ Contract for OHV Trail Maintenance

A pre-proposal conference was held January 10, 2008. The following firms attended:

Questions and Answers from the conference

Q: Has the Whissenhunt Trail maintenance been contracted before? What was the price?

A: There was an award in 2004. Price for the blading and reshaping dips was $17,525.00.

Q: What was the price range of other previous OHV Trail work?

A: Oakey Mountain/Moates Knob OHV Trail was awarded recently. It is a 9.2 mile trail. The contract included both maintenance and construction of new reroute segments. The most reasonable prices for the maintenance work were in the range of $11,000 to $13,500, separate from the construction work.

Q: How can we see Whissenhunt Trail?

A: Can be seen between Tuesday and Wednesday of next week, 01/15/2008 and 01/16/2008.

Will open at 9:00 a.m. at the Trailhead.

Q: Is the trail open to foot traffic?

A: Yes, the trail is open to foot traffic without special arrangement.

A: Yes, your price proposal is for maintenance only. Any other special work required will be priced later.

Q: Any hazard tree work?

A: These will be separately priced at the time a task order is issued.

There are three trail widths within Whissenhunt. Trails 192D, 192N and segments of 192 and 192G are old road beds with trail widths between 96-120 inches. Trails 192L and 192M are single-track trails with widths of 24 inches. All other trails would be best maintained with 48-inch equipment.

Q: What is the start work date?

A: The expected start work date for Whissenhunt trail is approximately March 1, 2008.

Q: How many contractors will be selected?

A: Probably three to five contractors will be selected for award; depends on the range of contractors with best combination of past performance, experience and price.

Q: How much turn around time before work is to begin?

A: After a task order request is issued, work will usually be expected to begin within a week after the order is awarded.

Q: If the work is on another District, can the job site be seen?

A: Yes, when a future task order request is issued there will be information on how to view the specific trail.

Q: Are there time limits on the task orders?

A: Yes, the required period of performance will be stated in the task order request.

Q: How much money is set aside for this year?

A: We plan to award at least $50,000 in FY2008 (up through September 30, 2008)
