ROAD MAINTENANCE ACTIVITIES
Activity Code 130(01)
Activity: Blading Roads. Blading operations shall be conducted as required to remove by cutting out ruts, potholes, corrugations, and berms. Total roadbed width, including turnouts, turnarounds, road intersections, and parking lots shall be bladed as existing unless otherwise directed. A minimum of four passes with a motor grader blade shall be required on every road. All suitable material which has been worked onto road shoulder by traffic or maintenance activities shall be reclaimed onto the traveled way.
A definite continuous and smooth line between traveled way and road shoulder shall be obtained. Usual amounts of grass, leaf litter or pine straw shall be smoothly spread within the riding surface after movement sufficient to sift out surface aggregate. Where grass, leaf liter or pine straw is excessive, as determined by the Contracting Officer's Representative, this material will be piled in spots or small broken windrows along the road shoulder and left to decay. Care shall be taken that this material does not interfere with surface drainage or safe use of the road. Any such material shall be reclaimed in subsequent bladings and smoothly spread within the riding surface. Loose rocks protruding three (3) inches or more above the graded surface shall be removed from the traveled way. It is permissible to waste oversize rocks over the road shoulder edge away from drainage ditches. Down trees, logs, stumps, etc. in ditches or roadway shall be removed as a part of the blading operation. Contractors will not be required to remove slash and other debris left by logging operations. Blading operations shall be conducted as required to remove surface material and accumulated debris from bridge decks. Transitions between the road surface and structures shall be smooth and uniform. Any handwork required to meet these requirements is considered a part of this activity. Traveled way widths shall be perpetuated as existing. Dips and swales within the traveled way designed to control surface drainage shall be maintained. All suitable road material shall be smoothly redistributed over the entire traveled way to produce proper cross slope or crown (1/4" to 1/2" per foot).
Method of Measurement: Measurement shall be made to the nearest tenth (0.1) of a mile using an odometer calibrated over a measured mile. Payment shall be made for all work in this activity after inspection and acceptance under each pay unit.
Activity Code 131(01)
Activity: Blading and Ditching Roads. Road Drainage Ditches - All suitable material (having the same character as the road surface) excavated through this activity shall be reclaimed and used within the traveled way. Unsuitable material shall be spread along road shoulder, or fill slopes to assure road surface drainage and preventing unsuitable material being pulled or washed onto road surfaces. Following this work the traveled way shall be bladed in accordance with the road blading requirements, as listed under Activity Code 130. Ditches shall be maintained in their original location to the shape and grade required to insure drainage of the roadway. Drainage structures, ditch checks, and road appurtenances shall not be damaged during this operation.
Handwork required to properly connect ditch flow lines to drainage structure inlets is considered a part of this activity. Only spot ditching shall be done, unless otherwise directed. Sections of road ditches which are free from brush, drain properly and meet the original design depth
(usually 1 foot deep) shall not be graded. Wing and lead off ditches shall be kept open to provide drainage away from the road as directed by the Contracting Officer’s Representative.
Method of Measurement: Measurement shall be made to the nearest tenth (0.1) of a mile using an

Activity: Road Compacting and Finishing.
During the blading operation, operate steel roller or pneumatic tires compaction equipment over the entire travel width and shoulders as appropriate. Compact each layer full width. Roll from the sides to the center, parallel to the centerline of the road. Supply water at the necessary amount for moisture control of aggregates and road bed. Moisten or dry the aggregate to uniform moisture content between 5 and 7 percent based on total dry weight of the mixture. The maximum compacted thickness of any layer of aggregate base or shoulder is 6 inches. The maximum compacted thickness of any layer may be increased to 8 inches when using vibrating compaction equipment or other compaction equipment if approved by the COR. Provide equipment weighing greater than 10 tons, when ballasted. Compact the road surface with three passes of compaction equipment, until visual deflection ceases, or to a minimum uniform density of 95% of the standard density. Compact the aggregate shoulders until no further consolidation is gained by additional blading and rolling. Do not over compact to cause separation of top layer of material.
The COR will visually verify compaction of the roadway. When necessary, lightly rip area before rolling to obtain compaction. Blade the surface of each layer during the compaction operations to remove irregularities and produce a smooth, even surface. Compacting and finishing operation will occur together with Activity Code 130 or 131.

Activity: Roadway Reconditioning. Remove all slide material, sediment, vegetation, and other debris from the existing ditches and culvert inlets and outlets. Clean culverts and reshape ditches and culvert inlets and outlets to achieve positive drainage and a uniform ditch width, depth, and grade. Repair soft and unstable areas. Remove all slide material, vegetation, and other debris from existing shoulders including shoulders of parking areas, turnouts, and other widened areas. Remove all organic, deleterious material larger than 6 inches from the top 6 inches of sub-grade. Scarify and shape the traveled way and shoulders at locations where needed and to a depth of 6 inches for the full width of the road including shoulders. Remove surface irregularities and shape to provide a uniform surface. Dispose of rock larger than 4 inches brought to the surface during scarification outside of road prism. For portions of roads not requiring scarification, the roadbed may contain rocks larger than 4 inches provided they do not extend above the finished roadbed surface. Reduce in place or remove rock extending above the finished roadbed surface. Compact by operating equipment over the full width. Repair soft and unstable areas to the full depth of the aggregate surface. Scarify to the depth of the aggregate surface or to a depth of 8 inches, whichever is less, and remove surface irregularities. Reshape, finish, and compact the entire aggregate surface. Maintain, or re-establish the existing cross slope or crown unless otherwise shown on the plans. Establish a blading pattern that will retain the surfacing on the roadbed and provide a thorough mixing of the materials within the completed surface width.
Blade and shape the subgrade for both surfaced and unsurfaced roads when moisture content is suitable for compaction. Dispose of unsuitable material as directed by CO.
Method of Measurement: Measurement shall be made to the nearest tenth (0.1) of a mile using an odometer calibrated over a measured roadway mile. Payment shall be made after inspection and acceptance under roadway mile (both sides) pay unit. The minimum quantity for which a task order will be issued for this pay item is 0.5 miles in any one location.
