IV. REVISIONS TO DRAWING SHEETS 2 and 3

Construction drawing sheets number 2 of 7 and number 3 of 7 have been revised (Attachments 1 and 2) to show the clearing limits around the gully. It should be noted that clearing and grubbing is required wherever needed to perform construction operations as shown on the drawings and described in the construction specifications. This includes isolated trees and sparsely wooded areas that might not be shown as wooded on the drawings.

V. QUESTIONS AND ANSWERS

Q.1 Will there be compaction tests for the new dam going across the gully?

A.1 Compaction tests will not be performed. However, the method of placement for earth fill will be monitored for compliance with the specifications. See Construction Specification 23-Earthfill, Sections 6 and 10.

http://www.ccr.gov/

Q.2 Will the bridge (dam extension across gully) going to the other side have a drainage system?

A.2 No.

Q.3 If the unit quantities are estimates, how will actual quantities be measured?

A.3 Methods of measurement are defined in the specifications for all “Unit Priced” bid items. Where surveys are required to measure final quantities, NRCS will perform the surveys.

Q.4 What if there isn’t enough top soil?

A.4 There is sufficient top soil on site. Offsite sources are not required.

Q.5 Is the contractor required to provide an individual for Quality Control?

A.5 Yes, refer to Construction Specification 94- Contractor Quality Control. The contractor must identify the quality control personnel and their duties and authorities to the Contractor Officer within 15 days after notice of award. The individual must be separate and apart from line supervision and report directly to management. Refer to Construction Specification 94 for additional requirements.

Q.6 What if the pipe is eroded and will not hold?

A.6 Except for the ends of the pipe, the pipe should be sufficiently open to allow grouting.

The required cleaning and grouting operations should not damage the pipe such that the required grouting operations cannot be performed.

Q.7 Specify pressure grout or pump-in?

A.7 The grout will be pumped into the pipe. No pressure, beyond that required to fill the pipe, will be required. Refer to Construction Specification 452, Section 5.

Q.8 Do you know the length of the existing pipe?

A.8 The exact length is not known.

Q.9 Define “forced air”.

A.9 Forced air refers to forcing air by mechanical means (fans) into the burn pile to speed up the burning process and ensure that all materials are consumed by the fire.

Q.10 Do you have to get permits to burn from the Forest Service?

A.10 The Contractor is responsible for acquiring all permits needed for construction and should be familiar with the local and state regulations.

Q.11 Once the pond is drained and it rains does the Contractor have to start over draining the pond again?

A.11 The pond must be dewatered until all construction operations within the pond are completed and the existing pipe is plugged. See Construction Specification 5, Sequence of Construction.

Q.12 Is a bid guarantee required?

A.12 Yes, a bid guarantee is required with each bid package. See page 43 of the solicitation.

Q.13 Will award be to the low bidder?

A.13 The Government will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering price and the price-related factors specified elsewhere in the solicitation. Additional information can be found at FAR 52.214-19- Contract Award on page 41 of the solicitation.
