Asbestos Management Plan Update
1.0 PROJECT INTRODUCTION
The United States Department of Agriculture (USDA) tasked LSY & Applied Environmental Inc. to verify the quantity and location of ACM as identified in the October 2012 Asbestos Management Plan for the National Agricultural Library (NAL) facility in Beltsville, Maryland.
The NAL facility is an office and storage facility consisting of approximately 300,000 square feet of space. The facility consists of a basement, fifteen floors above ground, and a penthouse mechanical area.
An Asbestos Hazard Emergency Response Act (AHERA) survey for the site had been performed in 1995, and an Asbestos Operations and Maintenance (O&M) Program was developed and most recently updated in October 2012. Our scope of work included verifying the quantity and location of ACM as identified in the October 2012 update, as well as inspecting suspect ACM that was not previously identified and subsequently updating the 2012 Asbestos Management Plan (AMP) and Asbestos Operations and Maintenance (O&M) Plan for NAL.
This survey was performed by a team of Environmental Protection Agency (EPA) accredited and State of Maryland licensed asbestos inspectors on select dates from November 28 through December 1, 2016. The ACM survey report is located in Section 2.0. Vacuum wipe dust sampling was also conducted at representative areas throughout the building on December 19 and 20, 2016. The vacuum wipe dust sampling report is located in Section 3.0.
The current survey data is used to supplement, but not replace, the results of previous sampling and survey efforts, and to create an updated 2016 Summary of Previously and Newly Identified Asbestos-Containing Materials table. The intent of this survey is to identify any differences between previous survey results, as represented on the 1995 and 2012 drawings, and the current survey results, as represented on the attached 2016 Summary of Previously and Newly Identified Asbestos-Containing Materials table and Verification Asbestos-Containing Materials Survey Drawings in Section 2.0 and Section 5.0.

RE: Verification Asbestos-Containing Materials Survey Report – U.S. Department of Agriculture, National Agricultural Library, 10301 Baltimore Avenue, Beltsville, Maryland
Dear Ms. Johnson:
Applied Environmental, Inc. conducted a verification Asbestos-Containing Materials (ACM) survey of the U.S.
Department of Agriculture (USDA) National Agricultural Library (NAL), located at 10301 Baltimore Avenue, Beltsville, Maryland. The verification survey was performed to review the current asbestos-containing materials present, as well as update the 2012 Asbestos Management Plan (AMP) and Asbestos Operations and Maintenance (O&M) Plan for NAL. This survey was performed by a team of Environmental Protection Agency (EPA) accredited and State of Maryland licensed asbestos inspectors on select dates from November 28 through December 1, 2016. Vacuum wipe dust sampling was also conducted at representative areas throughout the building on December 19 and 20, 2016. The results of the vacuum wipe dust sampling is provided as a separate report.
The NAL building is an office and storage facility consisting of approximately 300,000 square feet of space.
The facility consists of a basement, fifteen floors above ground, and a penthouse mechanical area. The main mechanical room is located in the basement where three boilers supply steam to the building's heating system. Additionally, there are air handlers located in the basement and penthouse mechanical areas that supply forced air to the building's cooling system.
An Asbestos Hazard Emergency Response Act (AHERA) survey for the site had been performed in 1995, and an Asbestos Operations and Maintenance (O&M) Program was developed and most recently updated in October 2012. Our scope of work included verifying the quantity and location of ACM as identified in the October 2012 update, as well as noting suspect ACM that was not previously identified.
Applied Environmental reviewed and supplemented previous surveys with onsite sampling activities. The current survey data is used to supplement, but not replace, the results of previous sampling and survey efforts, and to create an updated, 2016 Summary of Previously and Newly Identified Asbestos-Containing Materials table. The intent of this survey is to identify any differences between previous survey results, as represented on the 1995 and 2012 drawings, and the current survey results, as represented on the attached summary table.

As a result of the asbestos verification survey, it was confirmed that numerous previously identified ACM remain within the building. In addition, additional suspect ACMs were observed and sampled that had not previously been characterized.
A total of fourteen (14) samples were collected from suspect materials not previously identified. All collected bulk samples were submitted to Aerobiology Laboratory Associates, Inc. of Dulles, Virginia for analysis by Polarized Light Microscopy (PLM) in accordance with EPA testing methods. Samples were analyzed by EPA Method for the Determination of Asbestos in Bulk Insulation Samples (EPA 600M4-82-020). Aerobiology is accredited by the U.S. Department of Commerce, National Institute of Standards and Technology, National Voluntary Laboratory Accreditation Program for bulk asbestos identification by PLM
The following table summarizes newly identified suspect ACMs, their material description, location, sample numbers, sample results, and quantity:

The red seam mastic on metal ducting system samples were reported by the laboratory as containing greater than one percent asbestos.
In addition, two samples (# 09, 11) of the yellow mastic associated with 12” x 12” tan with dark and light mottles floor tile collected from the ground floor conveyor room and storage room G-06, were reported by laboratory PLM analysis as containing trace amount (less than 1% or at 1%) of chrysotile asbestos. Under the Asbestos National Emissions Standard for Hazardous Air Pollutants (NESHAP), this material is considered to be asbestos-containing unless by subsequent re-analysis, the samples are deemed to contain less than one percent asbestos. As this is classified as an organically bound material, re-analysis requires gravimetric reduction/Transmission Electron Microscopy (TEM) analysis. These samples were further reanalyzed by the TEM method, and the laboratory reported “No Asbestos Detected.” The yellow mastic is considered to be non-asbestos-containing material in accordance with the EPA NESHAP regulation.
The laboratory results are presented in Appendix B, “Bulk Sample Analysis Reports” which provides results of all samples collected, and the percentage quantities of the entire sample composition (i.e., asbestos-containing and non-asbestos-containing).
Analytical results for this sampling effort were combined with previous data to create the latest summary of previous and newly identified asbestos-containing materials. Summaries of any changes are presented below by floor, and further detailed in the attached table.
Basement
The majority of asbestos pipe elbow insulation appears to have been removed and replaced. Asbestos-containing mudded joints and duct adhesive remain in the south wing storage room areas. Tank insulation in the pump room was inaccessible for sampling, and is still assumed to be asbestos-containing. Previously identified asbestos-containing pipe hanger support blocks were not observed during the survey. Metal fire doors still remain throughout the basement and are assumed to be ACM.
Ground Floor
Previously identified asbestos-containing pipe elbow insulation and black duct adhesive remain throughout the floor except in the restrooms and associated corridor where they have been removed. New suspect asbestos-containing 12” x 12” tan with dark and light mottles floor tile was observed throughout the corridors, outside the conveyor room, and Room G-06. The floor tile and associated mastic were sampled, and reported by the laboratory as non-ACMs. The fire doors still remain throughout the floor and are assumed to be ACM.
First Floor
Previously identified asbestos-containing black duct adhesive was removed above suspended ceiling tiles in the south east renovated section of the first floor, and was replaced with new suspect white duct adhesive.
The new white duct adhesive was sampled, and reported by the laboratory as non-ACM. In addition, new 2’ x 2’ ceiling tiles were also observed throughout the south east renovated section of the first floor. The new ceiling tile was also sampled and reported by the laboratory as non-ACMs. The previously identified

The vacuum wipe dust sampling was performed on December 19 and 20, 2016 and included collection and laboratory analysis of vacuum wipe dust samples from representative areas throughout the building. The Industrial Hygienists performing the vacuum wipe sampling were EPA accredited asbestos inspectors. The survey team also included a Board Certified Industrial Hygienist (CIH) and EPA accredited asbestos project designer.
The vacuum wipe dust sampling was requested as part of a larger project consisting of updating the facility’s existing asbestos operations and maintenance (O&M) plan and preparing recommendations for air duct cleaning throughout the structure. The purpose of the vacuum wipe dust sampling was to assess for the presence of asbestos fibers in settled dust in ductwork, air handling units (AHUs), and/or in settled dust in the facility, and attempt to establish the extent of contamination, if any asbestos fibers were identified.
The NAL was constructed in the late 1960’s, and totals approximately 300,000 square feet. The facility consists of two main sections, a 17-story tower on the northern side of the building which houses office areas on the lower 4 floors, collections on the upper floors, and a mechanical penthouse; and the 2-story wing area on the southern side of the building which houses offices, special use and support areas. The wing area also includes a basement level utilized for storage and mechanical space.
It was reported that asbestos fibers have been identified in settled dust in the facility. The source of asbestos fibers in the settled dust was not clearly identifiable. Therefore, it was suspected that asbestos fibers may be present in the supply air distribution system serving the building. The purpose of the vacuum wipe dust sampling was to assess for the presence of asbestos fibers in ductwork, AHUs, and/or in settled dust in the facility and attempt to establish the extent of contamination, if present.
Applied Environmental collected 12 vacuum wipe dust samples at representative locations throughout the structure. The sampling locations were determined in the field by the inspectors based on a combination of factors including, but not necessarily limited to, visual survey results, field observations, the location of return grilles, the heating, ventilation, and air-conditioning (HVAC) zones serving the survey areas, and/or the apparent direction of return air flow through survey areas. Generally speaking, the number of vacuum dust wipe samples representing each AHU were roughly proportionate to the total floor area served by each AHU.
At least one sample was collected from an area served by each AHU.
The samples were submitted to AMA Analytical Services, Inc. (AMA) for qualitative analysis by transmission electron microscopy (TEM). The samples were collected in general accordance with ASTM D5755, but were analyzed qualitatively for the presence or absence of asbestos fibers as there are no regulations that provide a regulatory threshold against which to compare a quantitative analysis. The presence of asbestos fibers in a vacuum wipe dust sample is considered to be indicative of an asbestos contamination/exposure potential in the general area represented by the sample. Table 1 includes a summary of the vacuum wipe dust sample locations and laboratory results.

RE: Facility Condition Update – 2012 Updated Asbestos Abatement Drawings
Dear Mr. Rahe:
In order to fully identify differences in presence, location, and quantity of asbestos-containing materials (ACM) as represented on original, 1995, Asbestos Abatement Drawings, and what ACM is currently present at the National Agricultural Library (NAL), EA Engineering, Science, and Technology, Inc. (EA) supplemented previous inspections with onsite sampling activities conducted on 28 September through 5 October 2012. Inspections and sampling was conducted by accredited Asbestos Hazard Emergency Response Act (AHERA) inspectors in accordance with AHERA inspection and sampling requirements. Current inspection data was used to supplement, but not replace, the results of previous sampling and survey efforts, and to create updated, 2012 Asbestos Abatement Drawings. The intent of this letter is to identify any differences between previous inspection results, as represented on the 1995 drawings, and the results of 28th September through 5th October, 2012 inspection and sampling event, as represented on the 2012 drawings.
A total of forty-four (44) samples were collected during the 28 September through 5 October 2012 inspection and sampling event. Analytical results for this sampling effort were combined with previous data to create the latest 2012 Asbestos Abatement Drawings. Summaries of any changes are presented as follows, broken down by floor, and are further detailed in the attached summary table.
Elevator Room
The wooden fire doors are now confirmed to be ACM. Metal fire doors are still assumed to be ACM, as it is not practical or advisable to breech them for sampling. Additionally, the majority of asbestos pipe elbow insulation appears to have been removed and replaced. One (1) asbestos-containing pipe remains in the eastern Elevator Mechanical Room and is noted on the 2012 Asbestos Abatement Drawings. Previously identified asbestos-containing pipe hanger support blocks were not observed during the inspection and were removed from the 2012 Asbestos Abatement Drawings.
