QUESTION ANSWER

Who has the current contract for the fire detection system testing/ maintenance?

BFPE INTERNATIONAL

Will CADD Files be provided by the GOV of the current existing building Layout?

No.

Drawing E1.03A states in Phase 2 portion that the new system shall be taking over the notification appliances, does this mean that the new system will be required to maintain the existing NAC circuits and existing notification devices?

See in part drawing note CONSTRUCTION PHASES:

COMPLETE WORK IN ONE OR MORE PHASES EXCEPT

THAT PHASE 2 WORK SHALL NOT BE IMPLEMENTED.

THE GOVERNMENT SHALL MAINTAIN THE EXISTING

NEW SYSTEM HAS BEEN TESTED AND ACCEPTED BY

THE CONTRACTING OFFICER. EXISTING AND NEW

FIRE ALARM SYSTEMS SHALL OPERATE

PERIOD AND SHALL NOT BE INTERFACED.

Specs do not mention whether where above ceiling if full conduit is required or will J-hook support be acceptable?

See in part specification SECTION 28 31 76.2.23

WIRING

Provide wiring materials under this section shall be conduit as specified in Section 26 20 00 INTERIOR DISTRIBUTION SYSTEM Type MC cable and any other cables not in conduit are not permitted.

In the Spec 1.2B says that the existing system shall be up and fully operational until the new system has been tested. This conflicts with what the drawing notes say about phase 2 tying in the existing fire alarm equipment. Please explain?

If we are to implement phase 2 during new phase work how are we expected to remove existing circuits from the existing fire alarm panel and bring the existing circuits to the new fire alarm panel when we are installing new fire alarm devices?

This puts the existing fire alarm panel in trouble.

Please explain the existing fire alarm panel is a Siemens MXL panel. In order to remove circuits from the existing panel Siemens is the only contractor that can program the existing fire alarm panel to remove circuits both initiating and notification circuits. Is this what your asking?

Is there a specific manufacture that the GOV is looking for?

No.

Phase 1 we are being told to install new devices but phase 2 we are being instructed to tie in the existing field devices to the new fire alarm panel. How is this to be done? Is the existing panel to remain in trouble when existing circuits are being removed from the existing panel.

Does the GOV own or lease the USDA building?

The building is owned by USDA.

As part of the fire alarm bid we will need to work with various other subs/maintenance contractors that may already be working in this facility. Could you please provide the contact info for service contractors currently working on the following systems that will need to interface with the new fire alarm system?

a) Elevator maintenance contractor?

b) Fire sprinkler / pre-action system maintenance contractor?

c) Special fire suppression system (FM200) maintenance contractor?

d) Fire alarm system maintenance contractor?

A) To be identified after contract award.

B) To be identified after contract award.

C) To be identified after contract award.

D) BFPE INTERNATIONAL, 7512 Connelley Dr, Hanover, MD 21076, Office: (410) 768-2200, ext.

2236, Fax: (410) 590-7743, Contact - Tom Davis, E- Mail: TomD@BFPE.com

Is this project under Prince Georges County MD jurisdiction or will the USDA be the authority having jurisdiction?

USDA

Can existing wiring (travelling cable) to the elevator cabs for speakers and fire phones be re-used

No.

The phasing sequence (dwg ED1.01A) states that Phase 2 will not be implemented for this project and that during the construction period that there will not be any interconnection between the new and existing FA systems and the two systems will operate independently of each other.

This would seem to create a potential hazard for an occupant on an upper floor (still being served by the existing system) not receiving notification of an alarm should an alarm originate on a lower floor once the new system is in service.

It is the intent of the work to replace the entire fire alarm system in the building as specified. The entire new system will be installed, tested and accepted by the Contracting Officer and fully operational before any portion of the existing system is disabled, decommissioned, demolished or disposed. As noted on Drawing E0.01, General Note 11, “AS NEW

COMPONENTS ARE INSTALLED, CLEARLY MARK THEM

“NOT IN SERVICE” UNTIL THE NEW SYSTEM IS

ACCEPTANCE TESTED, APPROVED AND PLACED IN

OPERATION. ONCE THIS HAS BEEN COMPLETED,

REMOVE ALL SIGNS AND PLACE SYSTEM IN SERVICE.”

No part of the new system and the existing system shall be simultaneously operational at any time during the contract work.
