Questions Received from Industry

The following questions and answers are provided for clarification.

27. Reference: Technical Proposal

Question: In section L(b)(1)B - Past Performance, the solicitation requires a Past/Performance Evaluation Form in Section J to be filled out. Is it acceptable to use Past/Performance Evaluation Forms previously submitted by these clients which are in an alternate format, but contain the same information?

Response: Please use the Past/Performance Evaluation forms that are attached to solicitation AG-

3K15-S-10-0004, ERRC project.

28. Reference: Specification

Question: After reviewing portions of the specifications, it appears that the job is open in regard to controls vendors. I also noticed that the specs call for tie into the remaining Seimen’s Apogee System. I was wondering at what level of intricacy are you looking to communicate to the remaining system? Are you looking to add a new system that controls and monitors the existing or one that can be added without disrupting the current set-up? If minimal interaction to the existing is required, I was planning on proposing a web-based system that can be accessed on any computer with a current Microsoft OS and internet access. If a more complex integration is required, I still can provide the web-based system but I will also provide ample engineering time to communicate with the remaining Seimen’s system. I would just like to be extra sure to make sure what I propose is exactly what you are looking anticipating. If you could shed some light I would greatly appreciate it.

Response: The new control system shall be capable of resetting control device setpoints of the existing control devices, and shall monitor all existing analog input sensors. Provide gateway controls, new control devices to replace existing, and programming as required to monitor and control new equipment and existing points. The DDC system specification 23 09 54.00 20 has been revised. Refer to Attachment B.

Question: Section 23 08 00.00 10 Spec states boiler 3 is being replaced with a new steam boiler under the phase 8 contract. However, under contract phase 8 calls for adding 4th steam boiler B-4. No demo planned on B-3 larger boiler and all tie-ins to existing systems is being based on B-3 remaining in place. Please advise if your plan is to take B-3 out of service and leave in place or remove at later date?

Response: Existing boiler B-3 will remain in service. The boiler specification has been revised.

Refer to Attachment B.

30. Reference: Specification Section 23 08 26 page 5

Question: A system whose pressure is greater than 103 kPa (gage) and shall conform to ASME B31.1. Definition is to be high pressure piping system. The boiler design pressure is 862 kPa = 125 PSIG. This is high pressure for steam, but not for systems. Should the valves, fittings and other components be 150# or 300#?

Response: Specification 23 22 26 refers to the requirements for fittings in steam piping. Furnish angle type nonreturn stop and boiler check valves designed for 250 psig (1725 kPa) steam working pressure. Specification 23 52 49.00 20 has been revised. Refer to Attachment B.
