Questions Received from Industry
The following questions and answers are provided for clarification.
1. Reference: Specification Section 22 00 00 page 16 Para 2.1.6
Question: Provide acid-resistant DWV pipe, fittings, and couplings of the mechanical, bell & spigot, or fusion type joints. Material for buried piping and aboveground piping shall be ASTM A 518M, silicon-iron composition. (Can below grade and above grade acid resistant piping be plastic fusion weld – such as by Enfield, Orion, or George Fisher?)
Response: Provide as specified.
2. Reference: Specification Section 22 00 00 page 16 Para 2.1.6
Question: ASTM C 1053, borosilicate glass pipe and fitting to be provided for aboveground piping, except vent piping through and above roofs shall be silicon-iron composition. (Is above ground piping to be borosilicate glass or silicon-iron as stated in sentence before or can it be plastic fusion type?) Provide cleanouts and drains as specified for DWV piping, except material shall be silicon-iron composition. This section is not clear as to what is to be priced and provided.
Response: All above ground piping is to be borosilicate glass, except last four foot section of vent through the roof piping which shall be silicon-iron composition piping.
Cleanouts and drains are to be provided and installed per Part 2 (DWV Piping) of Section
22 00 00, except piping material shall be silicon-iron composition.
3. Reference: Mechanical dwgs
Question: I see boilers B-3 and B-4. Are there a total of two boilers on the upgrade? (gas and No. 2 oil, 150#, 5 sq. ft. , 30-PPM).
Response: One boiler shall be installed in this contract, B-4.
4. Reference: Drawing Sheet M05.01
Question: I am trying to verify the gas pressure to the main fuel train and pilot. I see a gas train schematic on drawing M05.01, but I may be missing the gas pressure.
Response: Gas pressure within Power Plant feeding existing boilers is 10.5 psi.
5. Reference: Mechanical dwgs
Question: What is the steam operating pressure?
Response: Steam operating pressure is 862 kPa, per Phase 9A and 9B - M04.02.
6. Reference: Specifications
Question: In the boiler spec is a reference to pumps and DA (paragraph 2.4). The drawings indicate they will reuse the existing DA. Which one is correct?
Response: Deaerator and associated pumps have been installed in a prior contract and will be reused. Refer to Attachment "B".
7. Reference: Boiler Specifications
Question: I do not know if you are in communication with the consulting engineer, but they have referenced 3 Mil specs that have been obsolete for years (MIL-B-18897, MIL-B-17452, Mil-B-18796). I would normally say take exception to these Mil specs.
Response: Delete reference to "MIL-B-18897F" and replaced with "Federal Specification F-B-
2910". Delete reference to "MIL-B-17452" and replaced with "Federal Specification F- B-2903". Delete reference to "Mil-B-18796" and replaced with "Federal Specification F- B-2910".
8. Reference: Boiler Specifications
Question: Your service group should review Part 3 (Execution) of the boiler spec. There are tests that someone will have to run after the start-up is completed. I see an ASME PTC.4 short form efficiency test. I do not know your group is capable of conducting this testing, or whether the contractor will handle that part.
Response: All tests within Part 3 are to be provided by the contractor.
9. Reference: General
Question: Is it acceptable to submit a “Teaming Agreement” in lieu of a Joint Venture Agreement for two firms submitting the proposal together?
Response: A teaming agreement is acceptable.
10. Reference: General
Question: Would the team members have to register as one entity in the central contractor registry (www.ccr.gov) even if not forming a Joint Venture for the submission?
Response: No. Only one company needs to be CCR. Please provide copy of the signed agreement with your proposal. As a note the contract will be awarded to one company.
11. Reference: General
Question: According to the instructions on page 64 of the Solicitation, we are to submit Three (3) originally signed copies of the signed offer (Sections A through K). This instruction is not clear. Some of the items/documents in Sections A through K do not require signatures or action. Do each of the following documents need to be submitted separately from the Technical and Cost/Business Proposals? Do we need to submit three (3) original bid bonds?
Response: No. Only one company needs to be CCR. Please provide copy of the signed agreement with your proposal. As a note the contract will be awarded to one company.
12. Reference: General
Question: Do we need to submit SF-1442.
Response: Yes, three original signatures.
13. Reference: General
Question: Do we need to submit Section B – Supplies or Services and Price/Cost.
Response: No.
14. Reference: General
Question: Do we need to submit Section K – Representations, Certifications, and other statements of offerors.
15. Reference: General
Question: Do we need to submit Key Personnel, Section H.25.
16. Reference: General

18. Reference: General
Question: Do the five (5) projects submitted have to be complete to receive a positive evaluation?
19. Reference: General

Response: No. It is preferred but not mandatory.
20. Reference: General
Question: Do these forms have to be submitted in sealed envelopes?
21. Reference: General

Response: We are looking for each company to propose targets/goals that are achievable.
22. Reference: General
Question: What counts as one page in the 50 page limit – a single side of a page or both sides?
Response: A single side of 8 ½ x 11 of a piece of paper counts as one page.
23. Reference: Bid Form
Question: Clarify that Option #1, as indicated on Drawing A00.06 and A01.06, is actually Item #3 on the Bid Form (Section B, Page 3).
Response: Option #1, as indicated on Drawing A00.06 and A01.06, is Item #3 on the Bid Form (Section B, Page 3).
24. Reference: Re-Roofing
Question: Clarify the extent of re-roofing required under this option. From keyed Demolition Notes #9 and 18 on Drawing A00.06, it does not appear that the entire roof area between Column Lines 1 and 11 is to be re-roofed. This is contrary to the total re-roof indicated on Dwg. A01.06. Likewise, we do not locate Keyed Note #18 on Drawing A01.06.
Response: Option #1: Re-roofing extends between Col. Line#1 thru Col. Line#11. In demolition dwg. A00.06, note #9 & #18 defines the existing roofing to be removed and in dwg.
A1.06, note #18 explains new roofing materials shall be laid where the existing roofing have been removed.

Question: Clarify the intent of Option 1 – General Note “C” on Drawing A00.06 and A01.06. Is it intended that the entire façade between Column Lines 1 and 11 be re-pointed? There are no elevations to indicate this.
Response: Refer to Dwg. A04.01, keyed Note #17 and see Attic elevation portion on both North and
South Elevation showing symbol with 17.
26. Reference: Re-Pointing
Question: Clarify that ALL work designated within the dashed line indicated as Option 1 on Drawing A01.06 is to be priced in the Roofing Option, and not in the Base Bid.
Response: Correct
