SECTION M--EVALUATION FACTORS FOR AWARD

AWARD DETERMINATION

Proposals will be evaluated on Contractor’s Technical Proposal and Price offered for the project described herein.

The Government intends to make award without discussions; however, if discussions are determined to be necessary, they will be conducted in accordance with FAR Part 15, Contracting by Negotiation.

Evaluation factors other than price, when combined, are approximately equal to price in the award decision.

Among technical evaluation factors, the Management Plan is more important than the other factors. The

Government reserves the right to make cost/technical trade-offs that are in the best interest of and advantageous to the Government. In addition to other factors, offerors will be evaluated on the basis of advantages and disadvantages to the Government that might result from awarding to multiple contractors. The critical factor in making any cost/technical trade-off is not the spread between the technical scores, but, rather, the significance of that difference.

The significance of the spread of scores will be determined on the basis of what the difference might mean in terms of performance and what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work.

(1) TECHNICAL PROPOSAL (SEE PREVIOUS PAGE IN AMENDMENT FOR MORE

INFORMATION):

The Government will evaluate:

a) Management Plan: Both subfactors will be evaluated for completeness and applicability to project requirements.

i. Construction Plan: Should address all aspects of the work being contemplated and demonstrate that the offeror clearly understands the needs of the project. Should include anticipation of potential additional issues, and should clearly articulate how the offeror will successfully address the issues as they occur during construction, including overall company policies and a plan specific to the environment that may be encountered during the performance of this contract).

ii. Comprehensive Safety Plan: including overall company policies and a plan specific to the work required to complete the Virginia Creeper Trail project.

b) Employee Experience and Technical Expertise Will be evaluated on the basis of its breadth, depth, and relevance to the work required under the prospective contract. Thoughtful completion of the

Technical Skills and Project Experience Questionnaire attached to this document should provide all required information; HOWEVER additional information may be submitted to supplement this form if necessary.

c) Contracting Firm’s Relevant Project Experience. For this solicitation, the most relevant experience would be trail bridge construction in isolated locations in southwest Virginia or surrounding areas

(little to no cell service, no close sources of supply), under formal contract or purchase order with federal or state agencies using their plans and specifications.

d) Contracting Firm’s References and Past Performance. Past performance is a measure of the degree to which an offeror satisfied its customers in the past and complied with federal, state, and local laws and regulations. The Contractor Performance Survey (attached to this document), is to be completed and returned to the Contracting Officer by three customer references, and will provide the required information regarding Quality of Service, Customer Satisfaction, and Timeliness. Using those categories (approximately equal in value to each other), the Government will evaluate the contractor’s past performance to determine: (1) that the offeror was capable, efficient, and effective, including management of subcontractors; (2) the offeror's performance conformed to the terms and conditions of its contract; (3) the offeror finished within the contract time; (4) the offeror was reasonable and cooperative during performance; and (5) the offeror was committed to customer satisfaction. The Government may evaluate the organizational past performance of the offeror's proposed key subcontractors. The Government may consider past performance from any available source. A contractor with no relevant past performance history will receive a neutral rating for past performance.

(2) PRICE PROPOSAL. The Government will evaluate the Contractor’s understanding of the work by examining pricing provided. A Schedule of Items (Section B of this solicitation) is provided for pricing.
