Questions and Answers

1. Statement of work 5.2.6.9, second paragraph states the unit should be in a nema 1 enclosure however the pictures shows the transfer switch is going outside. If it is going outside a nema 3r enclosure is needed.

a. Yes a 3R enclosure will be required.

2. How are we intercepting the chiller circuit? I assume there is a load center in the electrical room that has the chiller breaker. I need pictures of this entire area to understand what materials are needed to properly run conduit and wiring.

a. Pictures are unavailable of the area, power is supplied from the transformer to the chiller, disconnect located on the roof next to the new chiller. Currently there is an existing generator installed that is providing power to the whole building except the chiller. The new generator will provide power to the chiller only.

3. Since only a chiller is being powered, why is the transfer switch being located outside versus in the electrical room?

a. Installation of the new generator and transfer switch is mounted outside due to issues with installing underground power supply into the existing mechanical room.

Location of the power supply line from the transformer to the chiller do not go through the interior electrical room. This is an existing building with upgraded HVAC system still under contract.

4. Statement of work 5.2.6.10.a - Why is the smart meter being removed?

a. Smart meter is not being removed, meter is staying in place. Currently the smart meter is only reading 50% of the whole building powered usage. To bring the smart meter usage reading back into federal compliance the smart meter needs to capture data from the transformers where power is supplying the whole building to include the new chiller located outside.

5. Statement of work 5.2.6.10.a – Why are we running wire back to the transformer via the abandon 4” conduit from the electrical room?

a. See answer to #4.

6. Can pictures of the generator and transfer switch mounting area be provided? We need to understand the land topography and what will be needed to pour a pad based on the grade.

Pictures of the conduit run for outside will be needed so I know what we have to dig through to burry conduit.

a. Drawings and pictures are attached of general area. Plans and specifications for the current HVAC project are also attached for reference in case of additional questions.

7. We need an actual drawing of what we are being asked to do. This drawing would show were the cable / conduit would run and connect to each point (generator to ATS run, utility to ATS run, load to AST run. It should then tell us what the lengths are, what obstacles will be in the way and any other special requirements.

8. Can the RFQ Due date be extended?

a. No the RFQ Due date WILL NOT be extended

9. Who is the point of contact for a site visit?

a. As stated in the documents, we are not having or scheduling site visits for this requirement any questions related to elements of this procurement being unclear were due by 3:00 p.m. Eastern Sept. 20. Answers to questions received before this time are hereby answered by way of this amendment to the RFQ to all perspective contractors.

10. The documents will not open.

a. We have independently confirmed that the documents can be opened in multiple browsers on various computers and devices. Our recommendation would be to try another browser and/or device.

11. Are bonds required for this project?

a. As with construction projects in this magnitude range, Performance and Payment Bonds are required for this project after award.
