Division 1

Provide Generator for Chiller, Bldg 1

Byron, GA

1.1 CONSTRUCTION SECURITY REQUIREMENTS

1.1.1 Contractor Personnel

Each employee shall be furnished with a badge by the Government for access to construction site. This badge must be worn so as to be clearly visible at all times while on the work site and all badges must be returned to the Contracting Officer (CO) prior before final payment will be approved.

1.1.2 Security Procedures

a. Work hours for this project shall be from 8:00 am to 4:30 pm EST, Monday through Friday, excluding Federal Holidays.

b. Contractor’s employees shall not enter the project site without appropriate badges. They may also be subject to inspection of their personal effects when entering or leaving the project site.

c. For working outside the “regular hours” as defined in the contract, the Contractor shall give ten (10) day notice to the

Contracting Officer so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.

d. No photography of ARS premises is allowed without written permission of the CO.

e. ARS reserves the right to close down or shut down the project site and order the Contractor’s employees off the premises in the event of a national emergency or Government shutdown. The Contractor may return to the site only with the written approval of the

Contracting Officer.

f. Contractor shall schedule work, electrical outages, and building access with the Contracting Officer.

1.2 PRECONSTRUCTION CONFERENCE

After award of the contract but prior to commencement of any work at the site, meet with the CO to discuss and develop a mutual understanding relative to the administration of the safety program, preparation of the schedule of prices or earned value report, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations. Major subcontractors who will engage in the work shall also attend.

1.3 COMMUNICATION

a. All communication to be enforceable must be in writing and approved by the CO only.

b. All verbal communication is not binding.

1.4 QUALITY ASSURANCE

a. Contractor shall follow all Federal, State, and local laws, codes and ordinances related to the execution of this work.

b. Contractor shall obtain, submit and post any required federal, state and/or local permits for this work. Any permitting fees will be paid for by the Contractor.

1.5 NOTIFICATION OF NONCOMPLIANCE

The COR will notify the Contractor of any detected noncompliance with the foregoing requirements. Take immediate corrective action after receipt of such notice. Such notice, when delivered to the Contractor at the work site, will be deemed sufficient for the purpose of notification. If the Contractor fails or refuses to comply promptly, the CO may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders will be made the subject of claim for extension of time or for excess costs or damages by the Contractor.

1.6.2 Fire Extinguishers

Provide and maintain extinguishers in construction areas and temporary storage areas in accordance with 29 CFR 1926, NFPA 241 and

NFPA 10.

1.6.3 Smoking

Smoking is prohibited in and adjacent to construction areas inside existing buildings and additions under construction. In separate and detached buildings under construction, smoking is prohibited except in designated smoking rest areas.

1.7 OPERATIONS AND STORAGE AREAS

a. The Contractor shall confine all operations on Government premises to areas authorized or approved by the Contracting Officer. The

Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.

b. Working space and space available for storing materials shall be as determined by the Contracting Officer.

1.8 USE OF ROADWAYS

For hauling, use only established public roads and roads on ARS property and, when authorized by the CO, such temporary roads which are necessary in the performance of contract work.

1.9 AVAILABILITY AND USE OF UTILITY SERVICES

The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract. Should existing services be inadequate for the Contractor’s purposes without interfering with ARS operations, the Contractor shall provide and pay for their own services. The amount to be paid by the Contractor for chargeable electrical services shall be the prevailing rates charged to the

Government. The Contractor shall carefully conserve any utilities furnished without charge.

1.10 CONSTRUCTION WASTE

Contractor will be responsible for all removal and legal disposal of all materials construction debris, and trash related to work from government property.

1.10.1 Procedures

Of the inevitable waste that is generated, as many of the waste materials as economically feasible shall be reused, salvaged or recycled. Waste disposal in landfills shall be minimized to the greatest extent possible.

1.10.1.1 The following waste categories, at a minimum, shall be diverted from landfill

a. Green waste (biodegradable landscaping materials)

b. Soil.

c. Inert material (concrete, asphalt, masonry).

d. Clean dimensional wood, palette wood.

e. Engineered wood products: plywood, particle board, I-joists, etc.

f. Cardboard, paper, packaging.

g. Asphalt roofing materials.

h. Insulation.

i. Gypsum board.

j. Carpet and pad.

k. Paint.

l. Plastics: ABS, PVC.

m. Beverage containers.

1.11 OUTAGES

1.11.1 Utility Outage Requests and Utility Connection Requests

a. Work shall be scheduled to hold outages to a minimum. Utility outages and connections required during the prosecution of work that affect existing systems shall be arranged for at the convenience of the Government and shall be scheduled outside the regular working hours or on weekends.

b. Contracting Officer may permit utility outages at his discretion.

c. Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours.

d. Requests for utility outages and connections shall be made in writing to the Contracting Officer at least 21 calendar days in advance of the time required. Each request shall state the system involved, area involved, approximate duration of outage, and the nature of work involved.
