Statement of Work

Design Build Services

July 12, 2012

1.0 CONTRACT PROJECT:

1.1 Title: USDA, PPQ, NPGQC, Permanent Covered Walkway

1.2 Location: National Plant Germplasm Quarantine Center (NPGQC) BARC-East Bldg 580 Beltsville, Maryland 20705

1.3 Project Background: USDA had a modular office building constructed in 2011 that is adjacent to the Virology

Diagnostic Laboratory (VDL). The office areas of these two buildings are not attached and employees moving from building to building are exposed to a variety of potentially hazardous weather conditions. Employees working in the modular building have already experienced slip and trip hazards during the icy weather. There is a concern that leaving the wooden ramp and concrete walkway uncovered may be a life safety issue for employees.

1.4 Project Description: The Government plans to award a design/build contract for a complete and permanent covered walkway structure to be installed between the modular building and the VDL. The covered walkway shall be constructed over the existing entrance deck, ramp and concrete walkway that connect the modular building and the main VDL entrance.

The design shall comply with all federal, state and local building codes. The Contracting Officer (CO) will issue two notices to proceed. The first will be the Notice to Proceed for Design Services. The Contractor shall develop a design package that includes signed and sealed drawings, specifications along with a construction cost estimate for review and approval.
