SECTION B – SUPPLIES OR SERVICES PRICES/COSTS

B.1 This acquisition is a set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) in accordance with the public law 109-461. Estimated start date for this contract is August 2016. The period of performance for all contracts resulting from this solicitation shall consist of a base year and two (2) option years. The guaranteed minimum amount for each resultant award is $2,000 for the life of the contract. The minimum ordering limit per task order is $2,000 and the maximum ordering limit per task order is $4,000,000.

The acquisition includes two “SEED projects”; one a “hypothetical office renovation project” and another “actual design build project” will be included as part of this solicitation. Detailed information regarding the SEED projects can be found as attachments to this solicitation. A pre-proposal conference/site visit will be scheduled, after Part 1 of the RFP is completed. Vendors contacted to submit pricing information under Part 2 of the RFP are strongly encouraged to attend the site visit. The date and time of the site visit will be provided to vendors who are selected to submit pricing for Part 2 of the RFP.

The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. Contractors are not guaranteed work in excess of the minimum guarantee. Firms that design or prepare specifications for a construction contract or task order issued under the resulting contract are prohibited from providing the subsequent construction. This limitation also applies to subsidiaries or affiliates of the firm. This prohibition does not apply to those projects where the contractor’s design work is limited to that required to respond to RFP on a task order or the design is the result of a design-build effort awarded via task order under this contract.

B.2 AGAR 452.216-73 MINIMUM AND MAXIMUM CONTRACT AMOUNTS (FEB 1988)

During the period specified in FAR clause 52.216- 19 Order Limitations, the Government shall place orders totaling a minimum of $2,000.00, but not in excess of $8,000,000.00 annually.

B.3 CONTRACT LINE ITEMS

a. Offeror shall enter unit prices for contract line items and sub-line items in the schedules that follow.

b. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended bid price and the total recomputed accordingly. If the Offeror provides a total amount for a contract item but fails to enter the unit price, the amount divided by the specified quantity will be held to be the intended unit price.

c. The Offeror is to propose the prices for the thirty (36) months in the attached Section B Tables for Washington DC and Beltsville MD. If the prices will remain the same for 36 months state that the prices remain the same for the 36 month period and only fill in the 12 month column.. If the offeror wishes to change prices for the beginning of the 24 and 36 month periods fill in the prices under the lableled spreadsheets accordingly in the attached tables.
