Automated Vehicular Gate Entry System
1.0 General Description: Installation of automatic gate operators and exterior push button stations on five existing manual gates at the USDA facility in Washington DC.
2.0 Program Objective: Enhance perimeter security to include automation of existing vehicle security swing gates and make needed installations and upgrades to allow both confirmation and control of vehicle ingress and egress from central control station with emergency lock down and release capabilities. The existing vehicle security swing gates will be automated. A control for this gate will be installed at both the nearest guard booth as well as the central control station inside the facility. The gate automation will include safety edges, 2 sets of safety photo eyes, a strobe that will work in correlation with the everyday function of the gate and a siren that will alarm in the event the emergency shut down or release button is pressed.
3.0 General Requirements:
3.1 Site Visit: Contractors will be provided a site visit, which will be arranged in advance. This site visit will be one day only. No additional work site visits will be provided. Government will not reimburse for Contractor participation for site visit.
3.2 Period of Performance: The period of performance shall begin approximately 30 days or less from the contract award.
4.0 Place of Performance: The work to be performed under this contract will be at the USDA facility located at 1400 Independence Avenue, Washington, DC.
4.1 Hours of Operation. All work will be completed during normal working hours where applicable between the hours of 7 AM and 8 PM, Saturday and/or Sundays will be utilized to conduct traffic restrictive work, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Work must be completed within 6-9 weeks based upon NTP, and basis of award. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW. At no time will a gate be left inoperable during normal weekday business hours.
4.2 Safety: The Contractor is solely liable for ensuring safe work and otherwise safe actions, behavior, and conduct while at USDA. The Contractor will ensure adequate safety measures are in place to prevent risks to visitors or USDA personnel. It is understood that the Contractor is solely responsible for following all applicable Federal, District of Columbia, and OSHA safety mandates and guidelines.
5.0 Contractor-Furnished Property, Equipment, and Services: The Contractor shall furnish all supplies, equipment, supervision, materials, and services necessary to perform the requirements of this contract as an in-service requirement for purposes of security. The contractor should have on-staff all facets of trades to adequately meet SOW requirements.
5.1 Permits, Taxes, License, Ordinance, and Regulations: The Contractor shall, at his own expense, obtain all necessary permits, give all notices, pay all license fees and applicable taxes, comply with municipal, State, and Federal laws, ordinances, rules and regulations applicable to the business carried on under this contract. Contractors must be licensed to do business and perform contracting services within the District of Columbia. Contractors must be able to provide a turnkey installation and must, at a minimum, have the following qualified employees on staff:
• District of Columbia Master Electrician
• Professional Engineer
• Certified Automatic Gate Systems Designer
• Certified Automatic Gate Operator/Installer
• Certified Welder
• One or more employees with a minimum of 2 years of experience with the Contractor using the specific equipment specified. This may be documented by the submission of four (4) reference projects, with contact information, where these specific gate operators have been installed.
For purposes of safety and optimum security, all submitting contractors must have these certifications/licenses held by their own staff. Subcontractors are not permitted to participate in this SOW either by physical labor, or by appointment of accreditation for purposes of security.
Documentation of these certifications/licenses may be required as submittals upon contract appointment. Preference will be given to small, small disadvantaged and minority- or women-owned businesses.
6.0 Scope of Work: The installation is to include identical equipment (make, model, and manufacturer) to the installation currently in place at Court 2 USDA South Building Facility.
This will allow ease of service and interchangeability of equipment in the event of a failure.
The installation of five (5) sets of Viking G5 gate linear operators at five (5) existing manual gates. Installation of one (1) pushbutton station at each gate, and one (1) set of safety photoeyes at each gate, to include safety activated push button remote station for purposes of "fire alarm activation" integrated with gate and bollard activation for purposes of egress.
Operators will interface with existing retractable bollard and barrier gate pushbutton station at each gate, located on the guard station side at a specific location to be identified by USDA.
Installation is to include all necessary wiring, conduits, controls, safety devices, brackets/mounting devices, etc. to provide complete installation that meets manufacturer's specification for all equipment. Conduits will be provided by USDA, but layout schematics are required to be provided for each site. Onsite consult must be provided during conduit installation. All equipment and installation must be compliant with UL325 safety requirements. Equipment substitutions are not allowed under this contract.
Intended Sequence of Operations:
This system is intended to provide access to the Courtyard areas, during periods when the court entrances are unmanned. When a vehicle approaches the entrance, a new vehicle detection loop will trigger an audible and visible alarm on a console in the security control room. A high megapixel pan, tilt, and zoom (PTZ) camera will be focused on the face and access card of the driver and/or occupant of the vehicle. The camera will be capable of seeing the expiration date on the access card presented from a distance of 20 to 30 feet. Upon credential approval, the guard monitoring the camera in the control station will open the entrance gate and bollard system at the top of the ramp. The guard will also have the capability to speak through an Aiphone voice-only horn speaker. Once the vehicle enters the ramp area it will become visible by the existing CCTV camera located at the bottom of the ramp through Control Center Officer.
An emergency switch will be installed inside the parking court at the bottom of the ramp and trigger both the gate and bollard system to open for emergency egress in the event of a fire or emergency. This will have an integrated alarm that will sound if this emergency button is pressed, at Control Center.
A designated panic button will be configured in the central control station that will trigger all gates to open or close all at once, for purposes of emergency operations and or lockdown. This may need to be accomplished by more than one button depending on existing wiring and conduits in place that are usable, with contractor field verifying. When this trigger to close is used it will sound the alarm in the tunnel as a means of alerting occupants and or drivers that gates are closing.
Vehicles exiting the court will drive up to an Aiphone audio/visual two-way intercom and be able to contact the security control room. An option will be to allow the vehicle driver or occupant egress by using his access control badge on a card reader mounted on the driver's side of the ramp (exiting) next to the Aiphone, with card reader provided by USDA and integration thereof by installing contractor.
A silencer switch will be installed to allow audible alarms to be silenced. The visual alarm will continue to function to alert the guard to a visitor. Control of the gates and will be by an individual guard at the street level booth or from the security control room.
Recommended/Preferred Equipment:
Gate Control Activators
(5) sets (2 each) of Viking G5 gate linear operators at five (5) existing manual gates, to match existing actuators in Court 2. Installation of one (1) pushbutton station at each gate, and one (1) set of safety photo-eyes at each gate, to include safety activated push button remote station for purposes of "fire alarm activation" integrated with gate and bollard activation for purposes of egress.
Video and audio recognition system:
(6) PTZ minimum two (2) megapixel (MP) intemet protocol (IP) cameras with a minimum 20X zoom. Mounting brackets, power supplies, and cabling are included. In the security control room there will be a minimum 36" liquid crystal display (LCD) high definition (HD) monitor, a minimum 8-port power over Ethernet (POE) switch, and a network video recorder (NVR) with a minimum four (4) terabyte (TB) hard drive with mouse-driven control.
Cameras will be day/night capable and will be using existing ambient lighting.
6.1 Site Maintenance. Work area must be kept clean and free from accumulations of waste materials and rubbish at all times. Remove all debris, scrap, and rubbish from the work area daily. Surplus materials and all equipment shall be promptly removed from the site upon completion of the work. Job site must be left in broom-clean condition at the end of each working day.
6.2 Testing and Acceptance. Prior to USDA accepting the final product, the Contractor must provide a Post Construction Certification of the completed and tested system that contains an affidavit that the construction meets all current requirements and is fully operation per the manufacturer's recommendations/specifications.
6.3 Final Inspection. The Contracting Officer or COR will conduct the final inspection of the project; with the Contractor in attendance. Listed deficiencies in the punch list will be corrected at this point. However, deficiencies that cannot be corrected due to operation or seasonal weather can be rectified in dates approved by the Contracting Officer. All debris management shall be complete.
6.4 Training. Upon completion of the installation, testing, and acceptance by the Contracting Officer, the Contractor shall provide a complete printout of the system technical specifications and operating instructions. The Contractor shall provide operation/maintenance manuals for each piece of equipment installed, as appropriate.
6.5 Maintenance and Integration. Contractor must have comprehensive and thorough knowledge of control wiring and systems integration between specified equipment for installation and the existing perimeter security controls and components including the barrier gate(s) and hydraulic bollard system(s).
Note: For purposes of budgetary pricing it is requested that proposals be submitted reflecting each Courts costs, costed out in summary by individual Court costs. The purpose and intent is USDA reserves the option to implement some, or all services proposed by Contractor, by individual Courts.
