OTHER THAN FULL AND OPEN COMPETITION JUSTIFICATION

(Pursuant to FAR 6.303-2, the justification must contain sufficient facts and rationale to fluff& the use of this authority)

1. Contracting Office:

OPPM, in conjunction with Office of Operations, FMD O&M Branch.

2. Nature of the Action:

This requirement is to meet full security enhancements of gate automation and technology enhancements, subjectively outlined in the attached statement of work (SOW).

3. Description of the Supplies or Services:

The existing vehicle security swing gates need to become automated. A control for this gate will be installed at both the nearest guard booth as well as the central control station inside the facility.

The gate automation will include safety edges, 2 sets of safety photo eyes, a strobe that will work in correlation with the everyday function of the gate and a siren that will alarm in the event the emergency shut down or release button is pressed.

When a vehicle approaches the entrance, a new vehicle detection loop will trigger an audible and visible alarm on a console in the security control room. A high megapixel pan, tilt, and zoom (PTZ) camera will be focused on the face and access card of the driver and/or occupant of the vehicle. The camera will be capable of seeing the expiration date on the access card presented from a distance of 20 to 30 feet. Upon credential approval, the guard monitoring the camera in the control station will open the entrance gate and bollard system at the top of the ramp. The guard will also have the capability to speak through an Aiphone voice-only horn speaker. Once the vehicle enters the ramp area it will become visible by the existing CCTV camera located at the bottom of the ramp above the rollup door.

An emergency switch will be installed inside the parking court at the bottom of the ramp and trigger both the gate and bollard system to open for emergency egress in the event of a fire or emergency. Again, an alarm will sound if this emergency button is pressed.

A designated panic button will be configured in the central control station that will trigger all gates to open or close all at once. This may need to be accomplished by more than one button depending on existing wiring and conduits in place that are usable. When this trigger to close is used it will sound the alarm in the tunnel.

Vehicles exiting the court will drive up to an Aiphone audio/visual two-way intercom and be able contact the security control room. An option will be to allow the vehicle driver or occupant egress by using his access control badge on a card reader mounted on the driver's side of the ramp (exiting) next to the Aiphone.

AN EQUAL OPPORTUNITY EMPLOYER

A silencer switch will be installed to allow audible alarms to be silenced. The visual alarm will continue to function to alert the guard to a visitor. Control of the gates and will be by an individual guard at the street level booth or from the security control room.

4. Estimated Cost and Period of Performance:

Estimated cost is represented with attached IGCE (see attached) developed by 00 FMD Operations and Maintenance Branch.

$252,295.00

Period of Performance: It is estimated for full turnkey operation to be 6-9 weeks upon award.

Most recently in January 2015 the identified contractor engineered, designed, and hosted the original gate automation project, which was implemented within Court 2. The subject contractor provided a quote for the direct replacement of outdated and non-operational gate actuators, controllers, and mechanical operators that were no longer operational for the Courtyard Gates 2, at the South Building.

The identified contractor can provide an identical replacement for the remaining gate systems that will fit into the existing footprint, use the existing power requirements, while staying aligned with original engineering perspectives. Using an alternate system would require a complete redesign of the system, cutting/removing/replacing historical characteristics of facility and concrete, installing new anchorage systems, and costs of re-commissioning services. A direct and uniform replacement is necessary to minimize the amount of time required to provide a secure and reliable entry gate system, while optimizing and utilizing, design and engineering from original gate automation project.

6. Competition Effort: (The Contracting Officer (CO) will describe efforts made to solicit offers from potential sources as practicable to ensure no other sources are available, including whether a Notice was or will be publicized in the Federal Business Opportunities (FAR 5.2) and, if not, which FAR 5.202 exception applies)

This requirement is being advertised in the Federal Business Opportunities. Any firm that can meet this requirement must provide written information proving they can meet the requirement. In addition a site visit in Washington DC is required by the firm.

7. Fair & Reasonable Cost: (The CO will explain how cost/price will be determined to be fair and reasonable FAR 15.4)

The cost is being compared against the Independent Government Estimate. The Contracting officer will analyze contractor's proposal which is a detailed cost proposal that includes parts, labor hours and labor rates.

8. Market Research:

In early January 2015 extensive market research was conducted regarding Courtyard Gate Automation of USDA South Building Gate 2, with minimal responses from interested contractors identifying that they could fully and competently perform these upgrades, as well in meeting specifications. Multiple contractors were contacted, however only two vendors Concentric Security, Sykesville, MD and Gate Logic Gates and Security, Annandale, VA expressed interest and provided cost proposals outlining costs and proposed detail on how they would meet project expectations. Gate Logic provided the best solution regarding single source (absent multiple contractors) contracting to meet all requirements. Due to the major point of concern of maintaining facility security during installation, it was also strongly encouraged that the optimal contractor would be able to provide greater than 90% of all services in-house, without relying upon and or utilizing multiple tiers of contractors, and or installation sources. Concentric Security could not meet the 90% of all services in-house portion of the requirement.

Further, market research concluded that Gate Logic was the only contractor that could perform the work, based on their proposed design, cost proposal, and efforts regarding minimizing multiple contractor resources (90% of all services in-house) while assuring Security provisions could be achieved, to include costs were aligned with budgeted funding.

The identified contractor can provide an identical replacement for the remaining gate systems that will fit into the existing footprint, use the existing power requirements, while staying aligned with original engineering perspectives. This follow-on requirement would continue to enhance/support upgrades to the existing Courtyard Gate systems. The current equipment was procured through Gate Logic, who has factory trained professional's for specified gate controllers and proprietary knowledge regarding critical components/technology necessary to continue the operation of currently installed system, that is operational in Court 2 at USDA

Using an alternate system would require a complete redesign of the system, cutting/removing/replacing historical characteristics of facility and concrete, installing new anchorage systems, and costs of re-commissioning services which would be cost prohibited.

A direct and uniform replacement is necessary to minimize the amount of time required to provide a secure and reliable entry gate system, while optimizing and utilizing, design and engineering from original gate automation project.

The USDA Maintenance and Operations Branch will continue to keep abreast of the different types of systems that may better fit the needs of the mission for future applications regarding gate automation, however at this point re-engineering and redesign would prove extremely costly.
