II- Site showing notes:
John Whitney briefly reviewed the Emergency Watershed Protection Program and background of this site
Mike Shinnick discussed contracting procedures
This will be a federal contract; Federal rules apply
All applicable OSHA rules must be followed & a safety plan is required prior to issuance of notice to proceed; at least one person on-site must be certified in first aid
Davis-Bacon wage rates apply as do State and Local sales taxes
Since this project is expected to have a performance period longer than 30 days, there is potential for partial payment with certified payroll
Any amendments will be posted on FedBizOps (and an amendment is anticipated)
Both bid and payment bonds are needed. See FedBizOps posting
Bid opening is on October 7th, 2010
The job is posted with an anticipated bid over $250K but less than $500K
No Sunday work is expected; 48 days performance time; Sunday counts in the performance time, but advance approval required from Lauri Eipp, NRCS-NY Contracting Officer
All modifications must be approved through Lauri Eipp no matter what is said in the field
Be sure to sign the bid form in proper place(s), especially the section related to amendments
A contractor asked a question regarding lead time for the notice to proceed
1. Award is usually within 2 days of bid opening
2. Contractor has 7 days to get all required paperwork, bonds, etc. in
3. Notice to Proceed is usually issued 3 days
4. So the whole lead time is typically 10 days or less although under rare circumstances it could be longer
Mike Shinnick/Mel Miller
1. Mike described the beginning access near South Buffalo Street dropping down into the Spring
Brook valley.
2. The job will consist of a serious of chevron-shaped flow concentrators (a.k.a. “rock sills”) with a rock chute and plunge pool tying in with the existing rock below the outlet of the new drop structure at South Buffalo Street.
3. The first four (downstream below the treatment plant) are slightly different than balance between the Sewer Plant project and South Buffalo Street.
4. Two slope drainage pipes are included in the project. Instead of putting both on the creek side of the access road, we now plan to have 1 drain above the road, one below; quantities for drainage won’t change. Fill quantities may drop a little because what is already here. The drains will be bedded in crushed stone – Watch for an amendment regarding location and configuration of the drainage system.
5. Access is a bid item. The access way will be seeded by the contractor prior to demobilization.
6. Debris will be disposed off site at a preapproved location.
7. We will stake the access route and whatever else is requested (with adequate notice)
8. Mel reviewed estimated quantities and gradations.
9. Rock is paid by linear footage as placed. Only the fill is a tonnage-based item.
10. Signage and sanitary facilities are required at each reach.
11. Problem getting stone. Has to be limestone.
12. Again, a safety plan is required prior to the start of excavation; we will expect chainsaw operators to be wearing chaps and eye protection at a minimum.
13. Live stakes on this job consist of two species, shrub willow (“Streamco), and redosier dogwood.
14. Again, earth fill is the only “per ton” item.
15. The live stakes/whips on the rock faces are not drawn properly. They should be shown penetrating into the soil below the rock. However, watch for another amendment to remove the whips from the rock faces. The total number of plants will remain the same as on the bid schedule but none will be planted in the rock faces.
16. Sediment control and dewatering plan will be strictly enforced
17. Water will be flowing through the new culvert/drop structure by the time this job starts.
18. No further drawing changes are anticipated with respect to rock placement (only vegetation, drainage and fill).
19. Cold spring will be done with EWP pay items by mid-October.
20. No access problems are anticipated.
21. There will be no restrictions to this site due to guide rails, curbs or sidewalks.
22. Easements are in place along both project reaches.
23. Fill on site can be used and more will likely be placed in the slump area as additional excavation takes place to complete the South Buffalo Street drop structure project.
24. There will not be any restored paved surfaces between the edge of South Buffalo Street and access ways into this project site.
25. Compaction will be in no more than 6 inches lift. Number of track passes will be assessed and determined base on soil conditions. Typically four passes has been adequate if well distributed.
26. The two known drainage outlets coming from Springville Youth were pointed out. These will need to be tied into the new drainage system. The amendment will provide more details.
27. Debris removal within the channel is addressed through the Channel Clearing bid item.
28. Concrete within channel can be buried in the slump hole provided it is spread around without voids and is not so near the surface that it will frost heave out of the ground or interfere with rooting of vegetation.
29. Again, watch for an amendment to remove joint planting.
30. Contractors will not need private land rights or access agreements. Access is provided through
Sponsor-secured easements.
