WRE Hydrology Restoration Project Site Showing Notes Solicitation Number AG-2B46-S-17-0071

Date & Time: Thursday, August 17, 2017 at 9:00AM NRCS Attendees: Ashley Rose-Nalin, Area Engineer, Area 2 Terry Horne, Environmental Engineer, State Office

Paul Schumacher, Agricultural Engineer, Area 2 Chris Moyers, Field Team Leader, Easement Team Derrick Brasher, Civil Engineer, Easement Team

The sign-in sheet for the attending contractors was passed around as the contractors entered the room.

The Contracting Officer Nancy Harris’s contact information, listed on fedbizopps, was provided on a white board up front.

The meeting began at 9:00 AM in the NRCS Conference Room located at the TN NRCS Area 2 Area Office in Murfreesboro, TN. The meeting began with introductions of the NRCS employees in attendance. Nancy Harris, the Contracting Officer, attended via telephone and was introduced. The Contractors also introduced themselves since Nancy was attending via telephone. The contractors were informed that all technical and administrative questions would need to be referred to the Contracting Officer in writing. The solicitation was opened from the website and Nancy skimmed through several of those items. Some items that were noted from the solicitation, were where and when the bid packages were due, bid schedule, variation in estimated quantities, work commencement after the notice to proceed is issued, severe weather, maximum workweek, safety program and first aid training, hard hats and posting requirement, inquiries, and quote submission instructions. Nancy also referred them to the website for the full details in the solicitation and noted that she did not review every item in the solicitation. After that I reviewed the engineering drawings and the construction specifications. The floor was opened for questions at that point, but none were asked at that time.

The meeting at the office was concluded at approximately 10:00AM. After that, we traveled to the site.

We arrived at the site at approximately 10:20AM. All of the Contractors showed up to the site. Upon entering the site we gathered as a group because there was a question regarding the Anticipated Adverse Weather Days under Section F. Deliveries of Performance, 4I-52.249-70. After that, we walked the site and pointed out (to the group) the approximate areas where work is to be carried out and noted various alignments that were marked by stakes and how they correlated to what was on the engineering plans.

When the contractors asked questions I gathered the group together and restated the question and then provided an answer at that time so that everyone could hear. We concluded and left the site at approximately 11:30AM.

• One question which needs to be addressed that is not outlined in the solicitation or any of the attachments was regarding tree trimming along the ingress/egress to allow for access for heavy equipment to the site. I advised the group that I would consult with Nancy Harris and a response would be available on fedbizopps. (Chris Hancock has spoken with the landowner, Jerry Jones at approximately 3PM on August 17, 2017. Mr. Jones stated that he was fine with any trimming necessary to allow access to the site and that there was an existing pile of brush that it could be added to.)

• There was an additional question, which was not answered specifically on-site: “What is the expectation for maintaining the access road and what condition should it be left in?” The answer to that can be found under Construction Specification 8 – Mobilization and Demobilization, Items of Work and Construction Details.

From: Hancock, Chris - NRCS, Murfreesboro, TN To: Rose-Nalin, Ashley - NRCS, Murfreesboro, TN Cc: Smith, Lydia - NRCS, Lebanon, TN Subject: Jones WRE ingress egress tree trim permission Date: Thursday, August 17, 2017 4:20:40 PM

Ashley, I spoke with Mr Jones this afternoon via phone and asked him if he had an issue with the contractors trimming the trees on the ingress egress to allow passage of equipment back to the easement area during restoration work. He informed me that he did not mind at all and they could trim as much as needed to allow safe passage of equipment .

He then informed me that the contractor that ends up trimming the trees can place the limbs on an existing brush pile near the ingress egress or they can haul them off site . He had no preference, so whatever we decide is fine..

If you have any other questions or concerns please let me know.

Thanks Chris Hancock Area 2 Resource Conservationist
