QUESTIONS AND ANSWERS:

Q1. Will you not be issuing any amendments near the end of the bid opening?

A1. If an amendment was issued near the end of bidding, we will extend the bid opening response date.

Q2. Will you be putting out a statement the day of the bid opening?

A2. Not in FedBizOpps. During the bid opening, there will be an apparent lowest bidder announced.

Q3. Tom with State Parks requires all equipment to be clean and seed free to eliminate introduction/contamination of the site with foreign weed or plant seed.

A3. This request was presented to the attendees.

Q4. When is Notice to Proceed?

A4. We have estimated the Notice to Proceed to occur in the first two weeks in June. This is not an exact timeframe. It could be sooner if awardee supplies all required information timely and award is made sooner than anticipated.

Notice to proceed could also be later for the opposite reasons. However, if there are changes to the solicitation that will require a response date extension, the notice to proceed will then be issued at a later time.

Q5. Will any other permits be required?

A5. None that we are aware of. SWPPP and

Nationwide Permit #27 will be utilized on this project.

Q6. Does Linn County require any permits?

A6. None that we are aware of.

We developed the SWPPP and that usually suffices MoDNR.

Q8. Can the Superintendent be the Quality

Control person?

A8. Yes.

Q9. What items will the government stake in the field?

A9. Government will stake centerline of Dike #4 and Floodway #6. Dike #3 is existing and alignment will not be altered or staked. Toes of all spoil berm fill areas will be staked and the beginning and ending of all excavation areas will be staked.

Q10. Is the contractor required to do As-Builts?

A10. No, just the surveying.

Q11. Are surveys required for progress payments?

A11. Surveys for progress are not typical. The

Government will work with the contractor to figure estimates of completed work.

Q12. Can the government provide a digital elevation model for GPS controlled equipment?

A12. The government can provide an XML file with the finished surface for spoil Berms and Dike #4 after award is issued.

Q13. The SWPPP has no quantities provided and therefore no provisions for bidding on a tangible item. How are supposed to enter a competitive bid?

A13. We will revisit the SWPPP requirements to provide quantities. The main component of the

SWPPP and Spec 5 is staging of your activities¿not opening up or stripping a location until work is required to prevent erosion and sediment.

Q14. In the amendment, you have Eastern Gamma

Grass and that¿s in the same area that the prairie cord grass is going to be in?

A14. Correct

Q15. Does the prairie cord grass get planted before or after the Eastern Gamma Grass seeding?

A15. The order of seeding does not matter, but any cord grass plantings that are removed during gamma grass seeding operation will have to be replaced if performed in that order.

Q16. Is there any mulching required in the prairie cord grass area?

A16. No

Q17. In regards to spec 2, Clearing and Grubbing, about being close to trees, is there a tremendous amount of trees that you are going to try and save in specific spots that were going to get in?

A17. No, the only place that we think you will encounter any trees is in dike 4 and those will have to be removed in order to construct that dike. There may be a few other small trees here and there that have come up involuntarily in the last few years. The biggest tree seen was maybe a 4" diameter tree.

Q18. Is topsoil to be conserved and if so, how far will it have to be moved?

A18. Topsoil should be conserved but will only be required to be placed immediately adjacent to the location in which it was removed.

Q19. If we encounter a Mississauga rattlesnake, can we kill it?

A19. It is illegal to kill snakes on State Park

Land. We will be issuing additional information to address the protection of the rattlesnake. The previous restoration project provided measures to protect the snakes at the construction site.

Q20. Is daily quality control reporting required?

A20. No. Method 1 of the quality control system is to be used as found on Spec page 94-1.

Q21. Are there any utilities in the work area?

A21. None were discovered or encountered during the initial restoration effort. However that does not relieve the contractor from the requirement of calling the One Call System. There is a telephone line next to Highway 36.

Q22. Are there daily reporting requirements for the SWPPP?

A22. No

Q23. There are no earthwork quantities provided for Dike #3 repairs. We are just supposed to look at it and figure cost?

A23. Yes. There is a hole that has developed in the dike near the south end.

Q24. Are all the structures open so that the water can start draining out of the site now?

A24. There is one open now on the West side along Higgins Ditch. On the far Southwest corner, there is another structure that will help drain.

It is not open now. It was going to be opened this week but could not get to it yet due to the recent rains. Water is draining out through floodways though.

Q25. Is the creek pretty flashy?

A25. Yes. Since 2014, the site has only received floodwaters from Higgins Ditch on two occasions.

Q26. The seeding dates are outside of the current contract period. How are we supposed to complete the seeding within the contract time?

A26. The solicitation will be have to be revised to accommodate the seeding dates.

Q27. Does the SWPPP contain requirements on how fast you have to temp seed?

A27. The SWPPP states that temporary mulching will be required if disturbed areas remain exposed during extended periods of construction inactivity.

Q28. Do we just make us a road from here down to the parking area if we want?

A28. No, you can't do anything inside of this particular location. This is not within the easement boundaries. There is a road that goes around the back side.

Q29. Are signature requirements included in the certs and reps section? What documents are required for a complete bid?

A29. Section K will need to be returned with the package. Refer to Section L, Additional Bid Submission to ensure the package is complete.

Q30. The ingress/egress road is not in very good condition currently. Are we supposed to improve it?

A30. You are to leave it in as good or better condition as you found it. It is lacking gravel.

All other terms and conditions of the solicitation package remain unchanged.
