RUSSELL POND ROAD RECONSTRUCTION

SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C-1 - PROJECT DESCRIPTION

C1-a) Introduction – The Forest Service (FS) is soliciting bids for the reconstruction of Russell Pond Road, in Thornton and Woodstock, NH within the White Mountain National Forest, Pemigewasset Ranger District.

The contractor shall provide all expertise, labor, supervision, services, equipment, tools, supplies, permits (as applicable), coordination with utilities, transportation, and incidentals necessary to complete the work described. The desired outcome is completed installation per the standards attached to this solicitation, and adherence to the contract awarded. The awarded contract shall constitute the entire agreement including all terms and conditions applicable to the contract. Work shall be completed as shown in the drawings, maps, specifications, and exhibits as referenced or included in this contract; and in accordance with applicable federal state and local regulations.

C1-b) Description of Work – Work includes the removal of existing culverts and installation of new drainage structures, including dewatering, excavation, furnish and place structures, and structural backfill; removing existing asphalt (in-place) and reconditioning the roadbed; furnish and place aggregate and asphalt surfacing; recondition ditches; removing, storing, and reinstalling signs and gates;

and marking of pavement.

C1-c) Project Location – Russell Pond Road is located east of I-93, Exit 31, 1.8 miles along Tripoli Road. Russell Pond Road heads north from Tripoli Road and ends at the Russell Pond Campground.

C1-d) Price Range – Between $1,000,000 and $5,000,000

C1-e) Pre-bid Tour – A pre-bid tour is planned for April 27th, 2016 at 10:00AM. Meet at the intersection of Tripoli and Russell Pond Roads. Questions and answers from the pre-bid tour will be posted to the solicitation.

Prospective bidders wishing to visit the site on their own may obtain directional information by contacting Scott Lees (603) 536-6252 or Johanna Nugent (603) 536-6253 at the Forest Supervisor's Office, White Mountain National Forest, Campton, NH, or can call the Pemigewasset District Office, Campton, NH, telephone (603) 536-6100. Tripoli Rd is seasonally closed. Check on its status by clicking the “Forest Roads Status” on the White Mountain National Forest website at http://www.fs.usda.gov/whitemountain.

C1-f) Start Work – It is estimated that pre-construction work will begin around August 1, 2016. Due to campground, construction shall not begin until August 15, 2016. Site disturbing activities shall be performed consistent with the periods of restriction noted in Plans, Permits, or other instruction.

C1-g) Period of Performance – Work shall be completed by May 18, 2017. The Period of Performance includes pre-construction and construction activities such as: obtaining permit approvals, submittal of fabrication and manufacturing proposals, ordering and delivery of materials; and performance of the work. Q: How do we have to book or plan for Forest Service inspection?

A: Let us know a few days in advance what is coming up and we will come out. Plan on inspections (particularly for pipe installation) being more frequent at the beginning of the project and less frequent as the project moves forward. We would still like notification of work.

Q: Road material that comes out of the road is specified for disposal, is that correct?

A: Yes, unsuitable material is scheduled for disposal. We are not 100% sure what is under the road, so some of it may be used if suitable, but plan for disposal.

Q: The solicitation says that the project isn’t funded. Will there be money for this?

A: Yes, we think. We do not have the money on-hand, but we have been verbally told that we are getting the money for the project. [Notes were typed May 2nd and this statement is true as of that date.]

Q: The time-frame given for the project is very tight. Can we push the end date to next spring?

A: SEE FOLLOW-UP QUESTION SECTION BELOW.

Q: Are there walkers in the area after Tripoli is closed?

A: Yes. We will need to maintain some signage so that recreationists know that construction is ongoing.

Q: What if we hit ledge?

A: We will deal with it when we hit it and work together for an answer.

Q: Can we work weekends?

A: Yes. Tell us in advance so we know. You can also work early and/or late in the day. You cannot work Federal Holidays. You must pay Davis Bacon wages so those rules must be followed.

Q: Are there staging areas?

A: There is a side road off Russell Pond Rd but we will have to work with the Pemigewasset Ranger District.

Q: Can we post a full-size plan set?

A: The Forest Service only has an 11”x17” set. If we can get a full-size (22x34) copy in time, we will post it.

Some notes:

1) Stationing is expected and is its own line item. There is an expected accuracy stated in the specifications.

2) If a tree needs to come down that is over 5.5” in diameter (at 4’ above ground), it is the property of the Government and needs to be marked by a District Forester before it can be cut. Limbs or small trees/brush are the Contractor’s property and can be chipped and spread in an upland location. Most of the clearing associated with this project is around culverts.

Emailed site showing follow-up questions:

Q: Is it possible to ascertain the date that the campground will be open in the Spring of 2017? The Forest Service will get a much better job if we are allowed to install the 1” wearing course in the Spring of 2017, rather than fighting colder weather late in 2016.

A: The project end date has been moved to May 18th, 2017. Prior to the end of 2016, Russell Pond Road shall be left such that it is passable. The road is a snowmobile trail so no open culvert trenches may be left over winter. The campground administrator will likely need occasional spring access to the road/campground prior to May 18th. We will need close coordination between the Forest Service, the Contractor, and the Campground Concessionaire.

Q: Given the fluctuation in the oil markets, these days, is there any possibility of an asphalt escalation clause being added to the contract similar to what NHDOT uses?

A: No escalation clause will be added.

Q: In looking at the Typical Roadway section on sheet 43, it appears the we have to reclaim the roadway 6” thick (41301), remove that material to access subgrade, recondition roadbed 6” deep (30319), then reinstall the reclaimed product, grade it, and install 4” of crushed gravel for leveling course (31031). The Plan Clarification Note 8 stipulating that 30805 Bedding and Backfill Aggregate material shall be used where necessary to bring up the vertical profile indicates that the 6” reclaim should be removed. Is that the intent or is the intent to reclaim the roadway and scarify it 2’ below the roadway surface, then install the 4” minimum crushed gravel leveling course (30103)? The sentence in Note 3 requires only a 6” layer of asphalt reclaim and crushed gravel, not a 6” layer of reclaim and a4” layer of crushed gravel (10” total). The specification section 303 is adding to the confusion.

A: Reclaim the roadway. Remove/move the reclaim. Remove any boulder and rocks near the surface and fine grade the sub-grade. Once this is complete, a 6-inch layer of reclaim (or reclaim plus crushed gravel for a total of 6-inches) shall be installed. Finally a 4-inch layer of crushed gravel is to be installed.

Item 30805 can be used below the reclaim (after removal of the rocks) to bring the profile up as necessary so that 6-inches of reclaim and 4-inches of crushed gravel meet the roadway profile requirements. This would be instead of providing additional crushed gravel in the reclaim layer to meet provide grades.
