Rehabilitation of the George H. Nichols Multipurpose Dam

STATEMENT OF WORK

PROJECT DESIGN

Rehabilitation of the George H. Nichols Multipurpose Dam in the

SuAsCo Watershed, Town of Westborough, Worcester County, Massachusetts

A. INTRODUCTION

The George H. Nichols Multipurpose Dam is located in the Town of Westborough, Worcester County, Massachusetts.

The objective of this project is to upgrade the dam to meet current dam safety and performance standards. The design required is to widen and armor the auxiliary spillway (i.e. articulated concrete blocks). The increased capacity of the auxiliary spillway would prevent the dam from being overtopped by the freeboard storm under current land use and watershed build-out conditions.

B. AVAILABLE INFORMATION

• Supplemental Watershed Plan No. 7 & Environmental Assessment for Rehabilitation of George H. Nichols Multipurpose Dam

• Annual Operation and Maintenance Inspection Report

• As-built drawings

• SITES data from the preparing the Supplemental Watershed Plan

Any other existing information or existing materials that may be available from NRCS deemed, by the A-E, as necessary for completing the Task Order shall be requested in writing from the CO.

C. SCOPE OF WORK

This Task Order consists of the following work necessary to design to widen and armor the auxiliary spillway (i.e. articulated concrete blocks) to prevent spillway erosion.

The weir width of the auxiliary spillway on the Nichols Dam would be increased from 100 feet to 350 feet by extending the spillway eastward onto the existing dam embankment. The auxiliary spillway crest would remain at its existing elevation.

Unless otherwise stated in this Task Order, all work shall conform to all related provisions of the Contract.

NRCS Contract No . .()ooo Task Order No. 003 30f6

This Task Order consists of the performance of any part or all operations necessary to prepare the design of the project described above. Unless otherwise stated in this Task Order, all work shall conform to all related provisions of the Contract.

All work shall conform to all NRCS policy documents and technical guidelines and references. NRCS Policy documents will include the General Manual (GM), National Engineering Manual (NEM), National Operations and Maintenance Manual (NOMM), and the National Watershed Manual (NWM). NRCS Technical Material will include all the sections in, but not limited to, the National Engineering Handbook (NEH), National Handbook of Conservation Practices (NHCP), Technical Releases (TR), and Technical Notes (TN).

E. TASKS AND DELIVERABLES

1. Progress Reports

A brief progress summary shall be submitted via e-mail to the COTR monthly after the Task Order start date.

2. Surveying Services

This work shall include performing any needed surveying necessary to provide adequate data to serve as a basis for design.

The A-E shall determine surveying detail required to obtain data adequate to design the structure. All surveys shall use the same survey reference data and elevations as the topographic survey and as-built drawings.

Surveying methods shall conform to the requirements of NRCS. All survey notebooks, digital data etc. will be included with the deliverables in the design folder.

3. Soil Borings

This work shall include performing any needed soil borings investigations necessary to provide adequate data to serve as a basis for design.

All soil boring locations shall be surveyed for actual location and ground surface elevation using the same survey reference data and elevations as the topographic survey.

The A-E shall determine the number of soil borings and soil profiles to sufficient depths in enough detail required to obtain data adequate to design the structure. Soil sampling methods shall conform to the requirements of NRCS. Soils shall be identified and classified by means of the Unified Soil Classification System.

NRCS Contract No . ..0000 Task Order No. 003 40[6

4. Design Services

Deliverables - General

Design documents shall be prepared and signed by a licensed professional engineer registered in the state where the structure is located. The Contractor will provide the Contracting Officer with one reproducible original copy, two hard copies and two electronic copies of all reports developed within the task order. Electronic submissions must be compatible with Microsoft Office Suite programs, Adobe Acrobat and/or AutoCad Map 2008 or 2009. All material used to document the design will be treated as Personally Identifiable Information and will become the property of the NRCS.

PERSONNEL - Geologists, Engineers, Hydrologists, Cost Estimators, Surveyors and/or L1DAR suppliers, AutoCAD specialists, etc. Investigation work shall be completed by individuals qualified in accordance with the appropriate NRCS standard or document.

INDIRECT RESOURCES - Clerical support, storage, computer time, survey equipment, reproduction services, travel arrangements and per diem.

(A) Phase 1 - Plan of Work Review the project documents and make necessary field visits in order to prepare a detailed plan of work to describe the scope and intensity of investigations necessary to accomplish the assigned work. The plan shall identify the objectives of the proposed work, identify the tasks necessary to accomplish the work, set a schedule for completing each task, and determine the cost of accomplishing each task.

(B) Phase 2 - Supporting Documentation Develop the necessary data to design the structural elements by: performing field surveys and mapping; geologic investigations; seismic loadings; obtaining field samples;

performing field and laboratory testing; preparing geology and soil mechanic reports;

identifying borrow sources if necessary; and collecting basic hydrologic data and parameters. Investigation and evaluation of existing features shall be performed as necessary.

(C) Phase 3 - Preliminary Design

Based on the Supplemental Watershed Plan No. 7 & Environmental Assessment for Rehabilitation of George H. Nichols Multipurpose Dam, develop preliminary design for widening and armoring (with articulated concrete blocks) the auxiliary spillway. The spillway will be increased from 340 feet to 610 feet by extending the spillway north onto adjacent Dike A. The auxiliary spillway crest would remain at its existing elevation. The auxiliary spillway will be design to prevent spillway erosion.

Develop the preliminary drawings, specifications, estimated quantities and construction cost estimate. Support the preliminary design by test data, calculations, hydrology, geologic, geotechnical, structural, hydraulic and dimensional calculations, and design drawings. Preliminary drawings, specifications, estimated quantities and construction cost estimate shall be fully developed for peer review.

NRCS Contract No. -0000 Task Order No. 003 5 of 6

(D) Phase 4 - Final Design

Prepare final design, design report, detailed construction drawings, specifications for construction and materials, material quantities, bid schedule, cost estimates, construction schedule/performance time, inspection plan, and operation and maintenance plan. The design report shall document all pertinent engineering analyses performed and shall include all calculations, assumptions and decisions made during the design process. Prepare a quality assurance plan for construction. Final construction drawings shall be prepared in accordance with NRCS CAD standards and using the currently approved version of CAD available to NRCS.

5. Construction Services

Provide services such as reviewing design, drawings and/or specifications and making changes if necessary, providing interpretations of drawings and specifications, reviewing shop drawings, answering Requests for Information, site visits and providing consultation services as requested by the contracting officer.

All material associated with the design services, including construction period services will be provided in electronic format and four (4) hard copies. Electronic submissions must be compatible with Microsoft Office Suite programs, Adobe Acrobat or AutoCad Map 2008 or 2009. Electronic copies, original hard copies and copies for distribution are to be furnished to NRCS. All material used to document design will become the property of the NRCS.

Visit the site while active construction is underway will be coordinated with NRCS project engineer and be timed with inspecting critical design components and tasks identified in the inspection plan. Some weeks may require several visits while other weeks will require one or none.

A trip report will be prepared and emailed to the NRCS contract specialist and state conservation engineer within 24 hours after each site visit. The trip report will summarize construction activities and include any recommendations for addressing deficiencies or changes needed to meet the design requirements and contract drawings and specifications. Digital pictures of the work observed will accompany the email.

Prior to leaving the site the engineer will meet with the inspector and project engineer and discuss observations, conclusions and recommendations.
