PRE-PROPOSAL CONFERENCES and SITE VISITS

SUMMARY of QUESTIONS and ANSWERS

The following information summarizes questions and answers provided at the May 5 and 8, 2008, pre-proposal conferences held in Eugene and Roseburg and at the Individual Project A & B work sites.

PRE-PROPOSAL CONFERENCE QUESTIONS/ANSWERS:

Q1. Once the multiple awards have been made, do the awardees have to bid on all subsequent

Individual Project Task Orders issued under the IDIQ?

A1. No, they don’t have to put in a price proposal for each and every task order. See Section G-5. There is a general expectation that Contractors will respond affirmatively to a majority of the individual requests with a reasonable price and performance proposal. Repetitive failure to respond may impact the source selection process for future proposals.

Q2. How many projects does the government expect for this year and can you provide us a list, like

ODOT does?

A2. The Umpqua currently has about 9 projects, but it could be more or less. There is no complete project list at this time but we will see if we can provide a list after award. The Willamette and Siuslaw also have some projects but the number is unknown. The Rogue River-Siskiyou has identified one project at this time, but we anticipate more.

Q3. What is the price range and how many are over $100,000? Is there a list on projects that go by a range in dollars?

A3. The price range for the solicitation is between $1,000,000 and $5,000,000, including option periods. There is no list of projects with price ranges. Approximately half of the Umpqua projects are estimated to be over $100,000. See table in Section B for estimated amounts.

Q4. Will you be giving your Engineers Estimate price?

A4. No.

Q5. How many contractors do you plan to award to?

A5. It depends on a lot of factors (i.e.; how many are in the competitive range) however, 3 to 6 is a good number.

Q6. After the multiple awardees are selected, will the two Individual Project Task Orders contained in the solicitation be awarded to two different contractors?

A6. Yes.

Q7. When a subsequent Individual Project Task Order is issued, will the same pool of contractors

(awardees) provide price and performance proposals?

A7. Yes.

Q8. Does the contractor have to maintain a bond for the whole three year period?

A8. No, each Individual Project Task Order has its own bonding requirements.

Q9. Since this IDIQ is for a base year and 2 option years, will you put out another IDIQ similar to this and re-evaluate the pool of contractors after the 3 years is over?

A9. Yes, if issuing another Multiple Award IDIQ contract will meet the Government’s needs in the future we will repeat the same process.

Q10. Is the solicitation set aside?

A10. Yes, it is set aside for HUBZone, see Section I-1, FAR 52.219-3 Notice of Total HUBZone Set-Aside.

Q11. What does the acronym “ERFO” mean?

A11. Emergency Relief for Federally Owned Roads

Q12. Will you award to lowest bidders on the Base Contract and Projects A and B?

A12. No, it is based on Best Value. See Section M – Evaluation Factors for Award: Technical Capability, Past

Performance and Price. Technical Capability and Past Performance are equal in value but more important than Price for the Base Contract. Projects A and B and subsequent project Task Orders will be awarded to awardees of the Base Contract based on the best overall value to the Government, price and other factors considered. See page 16 of the solicitation, Section G-1 (f). The government expects task order pricing to be competitive, however, if pricing is found not to be competitive, or above available project funding, we may not award that task order under this IDIQ contract. .

Q13. Do we have to provide proposals for both Projects A and B?

A13. Yes, see Section L-14 describing the three (3) Packages required for the Solicitation and see Section M-1 showing the Weighted Value from information provided from all three (3) Packages (including Projects A & B)

Q14. How does the $25,000 minimum for each awardee work?

A14. Each awarded basic contract shall have the minimum award amount of $25,000.00. If the contractor is awarded an Individual Task Order, the $25,000 award amount will be replaced with the actual award amount of the task order if over $25,000. If the award amount of the task order is less than $25,000, the next awarded task order shall be applied to the difference. If an awardee is not awarded any Task Orders over the life of the contract, the awardee would receive the $25,000. See Section B.

Q15. If I don’t bid on any projects for the 3 year period, do I still get the minimum of $25,000?

A15. Technically, yes.

Q16. If a contractor is selected for a project can he still bid on other task orders?

A16. Yes, contractors (awardees) are encouraged to provide proposals on all task orders or provide a response as to why they are not interested in a particular task order.

Q17. Did you end up with any work not completed in the previous 3 year IDIQ Road Construction

Contract?

A17. No, however we negotiated with the awardees to adjust the construction period.

Q18. Were the three contractors from the last IDIQ Road Construction Contract enough to be able to get your projects done?

A18. Yes, but that contract included only three (3) forests and adjacent lands. This contract covers five (5) forests and adjacent lands. See Section C-2. The Rogue River and Siskiyou National Forests have been combined into one forest, so the above numbers can be reduced by one.

Q19. Are the contractors from the last IDIQ already selected for this IDIQ contract?

A19. No, they will need to compete for this IDIQ contract.

Q20. Are the material numbers locked in for following years?

A20. This is a firm fixed-price contract for each Task Order. If the government elects, the Economic Price

Adjustment clause could be included in Section G of any task order to allow for adjustments of price for that individual task order.

Q21. Is sub-contracting allowed?

A21. Yes, however, you, as the prime contractor, must do 15% of the work. See clause I-11.

Q22. Are subcontractors required to be in the CCR?

A22. No.

Q23. What if I get awarded both Projects A & B and I am unable to do both jobs due to time frames?

A23. Projects A & B will be awarded to two different contractors. On subsequent Task Orders, we expect that you are available to perform the work if you have provided a proposal for that Task Order. There are also Order Limitations, see Section I-4. In addition, some work can be subcontracted out (see question/answer # 21 above).

Q24. How in depth do we need to get on these questions (Questionnaire, #2 - Contractor’s Technical

Capability) A24. Be complete enough to address the question. You can use the space provided or provide a separate document. Include enough information so that we can tell that you understand the work item. Just including that you have performed this work for so many years or just retyping the specification does not tell us that you understand how to do the work.

Q25. Can I submit our Safety Plan for the question on Safety?

A25. Yes, you can submit it with your proposal. Be sure to address the two questions 2(a)(xxii) & (xxiii) on safety.

Q26. How do I answer question 2(e) Small business concerns?

A26. List how you plan to utilize them in your work.

Q27. How much will you decide on the small business enterprises, question 2(e)?

A27. Question 2(e) has a weighted value of 1.0 out of 14.0. See Section M-1.

Q28. How much past performance do we need to list & can it be beyond 3 years ago?

A28. See question 3 on page 68 of 80. Yes, it can be beyond 3 years ago. You may include any past work history related to this work, both government and private.

Q29. Are all the wages prevailing wages?

A29. Yes, the specific DOL Davis-Bacon Wage Decision will be included in each Individual Task Order.

PROJECT A – ROAD 4710-480 CULVERT REPLACEMENT QUESTIONS AND ANSWERS:

Q1. How long has this road been washed out?

A1. Over two years.

Q2. Can the project be accessed from the other end of the road?

A2. No it cannot; the project is accessible only from the direction as shown on the maps. There is another road, but it is a private road.

Q3. Is the contractor allowed to leave equipment on the work site?

A3. Yes, a security trailer with personnel is allowed on site. The gate on the road can be closed for additional security of the contractor’s equipment. See Task Order Section H, Clause H-15.

Q4. Where is the ‘waste’ area for this project located?

A4. At Bloody Point Quarry; in the far back side of the pit along the tree line. See Drawings, Sheet 9 of 9.

Q5. Where is the brush disposal area? What about trees on the project? Are we required to sort logs or remove?

A5. See Task Order Section H, Clause H-12 and Drawings Sheet 8 of 9 - Note 15. Brush disposal area is within the clearing limits. Scatter all brush on slopes within clearing limits. Cut only trees necessary for operations. Logs shall be limbed and placed on slope at the project site. There is no requirement to sort logs and there will be no log removal from the site.

Q6. There is a bid item for surveying and staking, will the Forest Service provide any of that?

A6. No, the Forest Service does not provide the surveying and staking. The Forest Service provides the control points as shown on the drawings and will insure they are in place or reestablished on the ground prior to the start of the project.

Q7. Does the Unclassified Borrow material come from the same pit where we take the waste material?

A7. Yes, Bloody Point Quarry. See Drawings, Sheet 9 of 9.

Q8. What does the water flow in the creek look like in August as compared to what it is now?

A8. We have not seen it in August, but estimate that it is about the same as it currently is.

Q9. Are there any “Do’s and Don’ts” on diverting the water in the stream?

A9. There are no issues regarding fish passage on this stream. We are interested, however, on how you would plan to divert the stream and how it would handle a sudden summer storm and increased water flow, as well as the removal of the stream diversion.

Q10. This project shows 650 Cubic Yards of Unclassified Borrow as Contract Quantity (old Forest

Service term is Design Quantity). How is this determined and measured?

A10. This volume was determined by using the site survey information and the completed design configuration.

The volume was calculated by using average end area (FP-03 109.02) and is based on compacted in-place material. There will not be any measurements by truck counts. Contract quantities will be adjusted only when there are errors in the original design of 15% or more (FP-03 Supplemental Spec 109.02)

NOTE: This volume does not include any material on site that will be excavated for the culverts and it does not include any of the bedding and backfill material around the culverts. See Drawings Sheet 5 of 9.

Q11. There is 13 feet of curve widening on the road. Is that inside or outside?

A11. The finished road width is 12 feet plus 13 feet of curve widening on the right side of the road; see

Drawings Sheet 4 of 9.

Q12. Is the finished grade of the road to match existing road level?

A12 Yes, with an outslope of 2%. See Drawings Sheet 4 of 9, Road Staking Table.

Q13. Is the Forest Service going to do maintenance on the road leading into the project?

A13. See attachment #1. H-27G Road Use and Maintenance is amended to include this work.

Q14. Can we use rock and rip rap from the slide material along the side of the road?

A14. See attachment #1. It is not suitable material to use as “rip rap.”

Q15. Can you provide cross sections to look at?

A15. Yes. See attachment #2.

PROJECT B – ROAD 2553 ERFO QUESTIONS AND ANSWERS

Q1 Can the alder be buried in the waste area?

A1 Yes, after clearing the alders in the waste area they can be left and buried. Do not cut any merchantable trees.

Q2 What is the clearing limits for the waste area?

A2 The COR will flag the waste area and clearing shall be done to within 3 feet of the flagging.

Q3 Does the ditch by the waste area need to be reconstructed after completion of the waste area.

A3 Yes.

Q4 Is a culvert required to be installed to access the waste area?

A4 If a culvert is needed the COR will provide it as GFP.

Q5 How does the work period of 2 hours after sunrise and 2 hours after sunset work?

A5 See Section H, Clause H-20 of Individual Project Task Order, page 9 of 12, it will be on a sliding scale based on the time changes of the sunrise and sunset.

Q6 Can the site be accessed by an alternate route since there is a restricted clearance bridge?

A6 Yes, see Section C, Clause C-2 of the Individual Project Task Order, page 4 of 12.

Q7 Can the road be closed?

A7 Yes, see Section H, Clause H-20 of the Individual Project Task Order, Page 9 of 12.

Q8. How do we find the size of Class 3 riprap?

A8. Page 3 of Task Order B bid schedule, see Pay item 25101 Placed Riprap, Class 3. The first three numbers of the pay item refer to the specification in FP03 spec book, section 251. In subsection

251.02, riprap rock shall conform to subsection 705.02. This subsection refers you to Table 705-1 which shows you the size of riprap by Class (page 617 in FP-03).

Q9. What if the rock company we want to use does not supply that size of rock?

A9. You need to use a rock source that meets the specification
