Stewardship - Dunes Day-Use Area Foredune Restoration Project

Questions and Clarifications from Phone Conversations and the Pre-Quote Tour held on June 21, 2016

Does a contractor have to be present on the pre-quote tour in order to submit a bid? No.

The pre-quote tour is not required and is simply made available so that potential bidders can easily view the otherwise difficult to access project site.

Rippers are specified in one part of the prospectus but not in another. Are rippers required? No. After further review of past projects we found one instance of rippers being used in a similar situation and found that they were ineffective. We have therefore decided to remove the requirement for rippers.

The project is equivalent to making through-cuts with a dozer and a six-way blade can be just as effective as a U-blade in these circumstances. Can the specifications be changed to allow six-way blades? No, the specifications will remain as is and will require a U-blade. A six-way blade may be ideal for finish work but this project is about efficiently moving large quantities of sand. A U-blade has a much greater capacity than a straight blade and, because this is an hourly rate contract, the Forest Service desires to use the most efficient blade for the job.

The prospectus mentions that buried driftwood may be encountered. What does the Forest Service want done with this wood? Smaller pieces of wood that can easily be moved along with the sand should just be pushed into the deposition areas. Pieces that are too large to handle easily should be side cast onto previously treated, adjacent areas.

The prospectus states that equipment must be twenty years old or less. Can older equipment be used? Yes. The requirement that equipment must be twenty years old or newer has been changed to read “equipment must be in good working order.” This wording is consistent with other Forest Service contracts. “Good working order” will be determined during a pre-work inspection and is entirely at the discretion of the Forest Service.
