CONTRACT TYPE AND CONTRACT PERIOD
A Blanket Purchase Agreement/s (BPA) will be awarded in response to this solicitation. A BPA is a simplified method of filling anticipated repetitive needs for supplies or services by establishing “charge accounts” with qualified sources. This is a Request for Quotations (RFQ) to establish a pool of vendors who can provide services for Chemical Control of Noxious Weeds. The period of performance of each BPA is from: Date of Award through September 30, 2021.
An annual review will be conducted and at that time, Contractors may be offered an opportunity to adjust their prices. If a revised rate is not submitted during the period set forth by the Contracting Officer, the prices proposed in the original agreement will remain in effect.
The Government reserves the right to make single or multiple awards based on the responses to this RFQ that represent the best value to the Government. The Government may award up to four (4) BPAs in response to this solicitation.
The estimated quantities shown are for evaluation purposes only. Offerors shall enter a Firm Fixed Unit Price for each item and multiply the unit price by the estimated quantity to obtain the total amount. While the quantities are estimated, the Unit Price will become the fixed unit price for all purchase orders/calls issued against the BPA.

FAR 52.212-2 Evaluation--Commercial Items (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors listed below shall be used to evaluate offers:
1. Personnel Qualifications and Experience
2. Past Performance
3. Technical Approach/Quality Control Plan
4. Commitment to Recruiting, Training, and Hiring Local Residents
Technical approach, personnel qualifications, and past performance, when combined, are significantly more important than cost or price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Fully address these four evaluation criteria:
1. Personnel Qualifications and Experience: Provide a list of names of field supervisors complete with their formal training, educational background, and experience. Specify training and education the field supervisor has had in the identification of western Oregon area noxious weed species. Specify experience level of the on-the-ground personnel that the firm will provide. Provide evidence of all Oregon herbicide applicators licenses proposed to work on this contract.
2. Past Performance: Specify in detail the experience and past performance the firm has had in the area of noxious weed control on State, Federal, and private lands. Specify all projects completed in the last three (3) years. Provide an approximate size of projects (contracted amounts in dollars and acres), clients name, address, and phone number.
3. Technical Approach/Quality Control Plan (QCP): Describe in detail the methods you will use in control of noxious weeds. Specify knowledge of local noxious weed locations and treatment methods that the firm has used to gain successful noxious weed control. Specify the equipment to be used. Proved your QCP. The plan must demonstrate how you will assure that quality of performance meets the objectives and requirements of the contract (see page 18 of 147).
4. Commitment to Recruiting, Training, and Hiring Local Residents: Provide a narrative of your Hiring Plan to hire local residents, include your training program for locals. Include a narrative of how you will create economic benefits to the local communities (local subcontracting, purchasing supplies, lodging, etc).
