BPA - Chemical Control of Noxious Weeds Amentment No. 001

ATTACHMENT TO MODIFICATION OF CONTRACT (BLOCK 14 CONTINUED)

This amendment provides the questions and answers received in response to solicitation No. AG- 04R4-S-17-0009. This amendment also makes a change as shown at the end of the response to question No. 4.

Questions 1. In the solicitation you ask for a price per acre…Are you referring to a gross or net acre sprayed? Meaning a will you define a plot of 10 acres and the contractor is to spray all targets within that 10 acres, or do you mean spray the target until you reach a combined amount of 10 acres of the target treated?

Answer: The solicitation is referring to the total acres/sites being sprayed, regardless of the concentration per acre/site. For example, if a contact includes 10 acres to be sprayed and only 3 acres of those 10 acres include target specie/s to be treated, only the 3 acres shall be spayed. Payment for this example would be 10 (acres) x unit price.

Questions 2. Also do we have any idea of what kind of terrain we will be working in. as you can imagine it is much more difficult to spray, walk, refill backpack sprayers when walking on a slope or hill side. Significant slopes can slow production by 100%-300%

Answer: Most of the work is roadside, or with-in ¼ of a mile from a road. There are some areas that are away from roads, which would require a walk-in, as defined in definitions page 40 of 147.

Walk-in: For payment purposes, mileage begins at the ¼ mile mark from a road and ends at the nearest work location/unit. Mileage will be paid for each access trip that meets this definition.

Questions 3. What is the minimum dollar amount for an order?

Answer: There is no minimum dollar amount per order. We approximate awarding one, or two BPA calls per year, with each award ranging from $30,000.00 to $40,000.00.

Questions 4. I had a question about the rate % of mix for chemical, on page 43 says follow labels just wanted a more specific answer for % of chemical to use. Page 105 also a little confusing about how much chemical to mix.

Answer: The herbicide labels provide the proper rate to use. Follow and use the directions of the herbicide labels only. Rates vary by chemical.

This amendment makes the follow change:

BPA - Chemical Control of Noxious Weeds

Page 105 of 147: No. 34. – Delete the following sentence:

“If herbicides must be used, initially treat with herbicide diluted to 50% label concentration.”

Question 5. In case we don't have them by the deadline, would you accept the application packet without the Farm/Forest Labor Contractor License number and the MSPA registration number?

Answer: Yes.

Question 6. Section 5 of Attachment 1 states that at least one lead applicator/work supervisor is required to be current with their certification and license by the Oregon Department of Agriculture for ground application of herbicides and shall be on the work site during herbicide application.

Is this also in regards to the Pesticide Apprentice license? The ODA states that at all times they have to be able to contact the Pesticide Applicator by phone or radio and doesn't require the Licensed Pesticide Applicator to be at the site while the application is being done.

i.e. let's say we have a crew working with the pesticide application license and less than 10 miles away and we have another crew with the apprentice license working to meet a deadline on a BPA call. Would this be okay, or do both crews need someone with a pesticide applicator license?

Answer: Each crew needs someone with a pesticide applicator license.

This amendment makes the following change:

Page 2 of 147: Schedule of Items, Item 1.15, add “Giant” before the word “Knotweed”

Page 2 of 147: Schedule of Items, Item 2.04, add the words “and Giant” between the words “Himalayan” and “Knotweed”

Page 103 of 147: Delete the word “Attachment XXX” from the top of page.

Page 103 of 147: No. 2 – delete “(standards 15, 16, and 18 Appendix A)
