ANNUAL PRICE ADJUSTMENT
Offerors wishing to propose revised prices in successive years shall state in the spaces below the price adjustment percentages to be used by the Government to compute future year prices, to be effective for the first, second, third, and fourth option years. For instance, a 3% price adjustment factor is shown as 3% (rather than 103% or 1.03). Note that the price adjustment percentage can be either negative or positive. The factors stated will be compounded annually. If no percentage is entered, future year prices will be the same as base year prices. Offer’s economic price adjustment percentages(s):

The Government intends to award up to two Contracts resulting from this solicitation for the line transect surveys. The start work date and performance time will be identified on each Task Order. Contract time may run continuously with no time discounted for weather or fire restrictions.
The Government anticipates awarding a Task Order at time of award for work on the Eugene BLM District, Upper Willamette Resource Area. The Government estimates a Task Order in the amount of 400 acres with an estimated start work on 4/27/2012.
ISSUANCE OF TASK ORDERS
All work will be ordered by Fixed price TASK ORDERS (TO) at the prices listed on Schedule of Items through March 31 (Base Year and each Option Year exercised).
The Government will designate by Task Order the sequence of surveys.
The following individuals may place Individual Project Task Orders against this Contract: Any warranted Contracting Officer with proper delegated authority within the USDA Forest Service in Region 6, the Oregon/Washington BLM Office in Portland, or the Eugene and Salem BLM District Offices.
Attachment 1 includes a Sample Task Order, which is provided as an illustration. Task Orders may also be issued in other formats, e.g., purchase order.

CONTINUATION OF PART I – THE SCHEDULE
This is a one-year, Fixed Price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contract with option to extend the term of the Contract for four additional years for the services specified.
(Section I, FAR clause 52-217-9) The estimated quantities shown are for evaluation purposes.
Offerors shall enter a Firm-Fixed Unit Price for each pay item and multiply the unit price by the estimated quantity to obtain the total amount. While the quantities are estimated, the Unit Price will become the fixed price for all future Task Orders issued during the period of this IDIQ.

SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1.0 GENERAL
C.1.1 Description of Work
C.1.1.1 The Contractor shall provide all services necessary for the collection of field data on
Red Tree Voles (RTV) surveys. Data may be collected on proposed project areas in the Willamette, Siuslaw, and Umpqua National Forest, and Eugene and Salem BLM Districts.
C.1.1.2 The Contractor shall, considering given resource objectives for the work unit, develop a plan of operation to accomplish these objectives, then organize and direct all the equipment and personnel needed to fully accomplish the work. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies and incidentals (except those designated as Government Furnished) necessary to complete the work required.
C.1.1.3 “Survey Protocol for the Red Tree Vole (Arborimus longicaudus)” Version 2.0 (IM

C.1.1.4 The indefinite quantities feature of this contract provides the ability to order additional acres to survey, up to the maximum specified dollar amount of the contract through issuance of Task Orders.
C.1.2 Location of Work
C.1.2.1 All work shall occur within the boundaries of the Willamette, Siuslaw, and Umpqua
National Forests and Eugene and Salem BLM Districts. Not all survey unit boundaries will be physically identified (by flagging or other methods) on the ground. Electronic or hard-copy contour maps of survey units will be provided for each Task Order and shall be the primary document used for determining survey unit boundaries. Copies of aerial photos may be provided with each Task Order for information only. Much of the terrain is steep, has dense brush, and can be very difficult to walk through.
C.1.2.2 All potential Offerors shall have knowledge of the general topography for the
Willamette, Siuslaw and Umpqua National Forest and Eugene and Salem BLM Districts.

C.1.3 Accessibility
C.1.3.1 Standard access is defined as (1) passable with a 2-wheel drive vehicle although a
4-wheel drive may sometimes be required or (2) foot travel to the project area boundary is less than ¼ mile. The cost of standard access is to be included in the unit price.
If standard access to a project area is inaccessible due to snow, fallen trees, slide, or washout, and foot travel is ¼ mile or more to reach the project area boundary, the additional payment shall be subject to negotiation between the Contractor and the Government.
Motor vehicles shall not operate off existing spur roads.
No vehicle shall by-pass any officially blocked road (barriers, locked gates, posted signs, rock/log/dirt, etc.) without approval of the Contracting Officer.
Some roads shown on aerial photos and project maps may not be accessible by vehicle. All roads may not appear on Government provided maps. The Government assumes no obligation to do special maintenance to keep roads open. Some project area(s), may require access through locked gates. Contractor shall work with the Contracting Officer (CO) to secure keys required for access through locked gates or when additional arrangements are required.
The Contractor shall obtain permission from private landowners before crossing private lands when attempting to access public lands. Private landowners may require deposits and/or fees for gate keys to access some project sites.
C.1.3.2 Locked gates restricting access will be noted on the project maps. Keys to locked
Government gates will be issued to the Contractor via a property transfer signed by the Contractor along with a road access permit (if applicable).
C.1.3.3 Use of either 2-wheel drive or 4-wheel drive vehicles on native surface roads is permitted only with approval of the Government.
C.1.4 Project Area Priority
C.1.4.1 The sequence of work will be determined by the Contracting Officers
Representative (COR) for each task order and may be subject to change. Certain project areas may be designated as higher priorities, which would require an earlier completion than the rest of the contract work. Items may run concurrently.
C.1.5 Crew Requirements
C.1.5.1 The Contractor shall maintain an adequate work force at all times to ensure timely completion of the work for each Task Order issued. It shall be the Contractor’s responsibility to provide multiple crews as necessary. Prior notice shall be given to the COR if there is a significant change in crew personnel or working schedule. The Contractor shall keep the COR informed of crew location and any time a project area is completed or a new area is started.
C.1.5.2 At the pre-work conference and as required throughout the contract, the Contractor shall provide a written work progress plan that details the Contractor’s proposed work.
C.1.6 Key Personnel
Key personnel must be qualified as described in the current Survey Protocol for Red Tree Vole. Key personnel are those personnel (crew supervisor and surveyors) considered essential for successful completion of this contract. All key personnel shall be identified in the Contractor’s response to the Evaluation Criteria.
The Contractor agrees that assigned key personnel shall not be removed, substituted, or reassigned to another task without the written concurrence of the CO. The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed personnel change and any additional information requested by the CO. Proposed substitutes should have comparable qualifications to those of the persons being replaced. If the CO determines that suitable replacement of key personnel is not feasible or that the reduction of effort would be so substantial as to impair the successful performance of the work, the Contractor may be subject to default action under the affected task order(s) or the contract.
Ultimate approval/disapproval to replace key personnel is the responsibility of the
CO.
C.2.0 DEFINITIONS
DBH – Diameter at Breast Height (4.5 feet measured from the uphill side)
EPE – Estimated Horizontal Positioning Error
GIS – Geographic Information System
GPS – Global Positioning System.
UTM – Universal Transverse Mercator
Project Area – The larger area identified for surveys within an individual Task Order, when issued. A project area may contain numerous individual survey units and work items.
Survey Unit – The individual proposed units or areas within the larger Project Area.
Survey Protocol – Line Transect - Specific instructions explaining how to perform standardized species field searches and data collection.
Survey Area – The mapped area to be surveyed by line transects or individual tree sampling; plus any extended area surveyed based on survey results.
C.3.0 GOVERNMENT-FURNISHED PROPERTY AND SERVICES
C.3.1 The Government will provide the following item(s) of Government property to the
Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.
a. Transportation maps showing roads, access routes and approximate project area and or survey area/unit boundaries
b. “Survey Protocol for the Red Tree Vole (Arborimus longicaudus)” Version 2.0 (IM OR 2000-037), revised Version 2.1, October 2002 (IM OR 2003-003) or most current version. The Protocol document is available on the Web at:
c. Color copies of aerial photos showing project areas.(optional)
d. Government will provide contour maps at a scale of 1:24,000 of the survey areas with relevant landscape features and/or provide electronic GIS maps in NAD83 or WGS84.
e. Keys for locked Government gates
f. General Wildlife Observation forms.
g. Field forms for survey data similar to those on the website at:
http://www.blm.gov/or/plans/surveyandandmanage/sp.htm. Each administrative unit may use a different form than those in the RTV Protocol document.

RTV trees. (Individual task orders may have other options for identification with specific labeling instructions)
C.3.2 The Contractor shall be liable for all loss or damage of all Government-furnished property until completion and final acceptance of all work per Task Order.
C.4.0 CONTRACTOR-FURNISHED ITEMS
C.4.1 The Contractor shall furnish the following items; however, this list is not all inclusive and other items may be added during the course of the contract.
a. Protective covering for aerial photos (large heavy gauge "zip loc" freezer bags)
b. Wide-lined permanent marking pens for marking flagging and plastic bags
c. Hand lens (minimum magnification 10 X)
d. Plastic zip-lock bags for the sample collections of resin ducts, feces, and branch cuttings
e. Clinometers or other tree height/nest height measuring devices.
f. Aluminum nails, at least 6d in size, for RTV nest tree tags
g. All weather labels to fit into sample bags
h. Measuring tape for DBH measurements
i. Global Positioning System (GPS) equipment capable of determining Universal
Transverse Mercator (UTM) locations with accuracy (Estimated Position Error or EPE) of <10 meters. The MAP DATUM shall be set to WGS84 or NAD83.
j. Hammers and staple hammers with staples
k. Compass (Azimuth 360 degree)
l. Binoculars
m. Flagging (at pre-work for each Task Order the type, color, and details for how to flag different trees will be determined)
n. Software that is compatible with the Government systems (Microsoft Office 1997 or newer).
C.5.0 SPECIFIC TASKS
C.5.1 Line Transect Surveys
C.5.2.1 Field Work for Line Transect Surveys
a. Project areas shall be surveyed for RTV using the “Modified Line Transect Survey Method” as described in the “SURVEY PROTOCOL FOR THE RED TREE VOLE (Arborimus longicaudus)” Version 2.0, Revised Version 2.1, October 2002 or most current version. Transects shall be delineated as described in the survey protocol and surveyed to meet the following requirements: (a) 90 meters (300 feet) of transect line per acre: (b) transects well distributed in the survey area; and (c) transects far enough apart so their effective visual width doesn’t overlap (a minimum of 15 meters (49 feet) from transects and therefore at least 30 meters (98 feet) between transects.)
b. Prior to the survey of a project area, the Contractor shall provide a map of the project area with the proposed transect lines drawn, for Government approval.
c. Not all survey unit boundaries will be physically identified on the ground. Areas to be surveyed without on-the-ground identification shall be surveyed by approximating the boundary location from Government-furnished copies of maps.
d. All survey unit entry points and routes shall be flagged and/or tagged as designated by each Task Order. (This will include flagging color, quantity, plastic and/or metal tag, general location of flagging or tagging and information recorded on it). No flagging or tags shall be hung on private lands. Flagging shall be hung intervisibly with each flag at least two(2) feet in length and easily visible from the previous and following flags along the survey transect lines with a maximum horizontal distance of 20 meters (approximately 66 feet) between flags. Transect flags shall have transect number and surveyors initials identified.
Take off points from the roads, and start and end transect points shall be tagged and double flagged. Flagging and/or tags identifying take-off points and start and end of transects, shall be clearly marked using a permanent marker with “RTV”, date, direction, transect letter, project name and unit number, and surveyor’s initials in a format agreed at the time of the pre-work. Contractor shall record the UTM coordinates of the start and end of survey transects at the point where the flagging is hung. Contractor shall provide digital files of GPS tracking or excel spreadsheet format of data for transect locations collected while conducting field surveys.
e. When a potential nest is identified from the transect surveys, search for resin ducts and other evidence that the nest may be a RTV. If the nest can be identified as RTV from the ground, based on evidence, the presumed nest tree shall be marked with a permanent tag attached to the tree using aluminum nails and flagged. Tags shall be attached approximately five feet above the ground on the uphill side of the tree with the potential nest. If the RTV cannot be confirmed from the ground the tree shall be treated as in paragraph f. below. In either case each tag shall have RTV, date (mm/dd/yy), a unique tree identification number, and the surveyor’s initials clearly inscribed on it. The tree identification number shall consist of 3 digits followed by the surveyor’s initials or be designated per the Task Order.
f. If the potential nest tree cannot be confirmed as RTV, then the tree shall be flagged per the Task Order with the specified flagging, numbered and mapped.
g. When potential RTV nest material is on the ground or easy to reach while standing on the ground, collect and submit a sample of the nest material(s), including resin ducts, feces, and branch cuttings. Collect the freshest material available (fresh cuttings of Conifers, dark green to pale green to slightly orange resin ducts, and green fecal pellets). Nest material(s) shall be collected in a plastic zip-lock bag. Label the sample with an all weather tag that has the date (mm/dd/yy), the unique tree identification number, project name, unit number, approximate slope distance (feet) and direction to presumed nest location, and surveyor’s initials written on it and place the tag inside the bag. Samples shall be double bagged and submitted to the COR with completed survey forms.
h. Contractor shall determine UTM locations for all potential RTV nest, other species, and unknown species using a GPS unit. UTM locations shall be determined from ground level. A contour map with UTM overlay may be used as an option for mapping potential nest locations if coordinates cannot be attained by GPS units.
i. Surveys shall not be done at times of low visibility into and through the tree canopy. Low visibility may occur due to low light, rain, fog, or snow, which would reduce or obliterate the visibility of nests. Weather conditions shall be written on the survey form. Record weather conditions on days that no surveys are done because of poor weather or if the weather changes during a survey and the survey must be ended for the day.
C.5.3.1 Documentation Line Transect Surveys
a. Contractor shall complete survey data on provided forms. Survey forms shall be completed even if evidence of red tree voles is not found. Alternatively, a reasonable digital version of these forms (spread sheet or data base) may be used with the pre-approval of the COR prior to starting each Task Order. Tree diameters (DBH) shall be recorded to the nearest inch.
b. Contractor shall provide an updated copy of the previously approved survey area map. The map shall be dated and display the transect lines surveyed, the direction of survey on each transect line, locations of all potential RTV nest trees, other species nest trees, and unknown species nest trees, which shall be accurately mapped with sufficient detail to allow the Government to locate the sites. Each potential nest tree mapped shall be labeled with a unique Tree Identification number corresponding to the number assigned.
c. At one-week intervals or as established per Task Order, Contractor shall provide the COR with:
i. One copy of completed and proofed survey forms, maps, and digital spreadsheet/database with form fields for each survey unit finished.
ii. Any resin duct samples collected and described in C5.2.1g and nest collection samples.
iii. GPS collected UTM point data (including EPE) of all potential and known RTV trees in digital spreadsheet/database format.
iv. Report of what contract work remains to be completed.
v. All reports and maps shall be clear and reproducible on a black-and-white copy machine and all forms shall be submitted in hard copy and a digital spreadsheet or database that is compatible with Government equipment and software. All Government Furnished Property submissions shall be reviewed to ensure completeness, legibility, accuracy, and consistency in style before submitting to the COR.
d. Within (7) calendar days after completion of the field surveys for the project area, the Contractor shall provide a hard copy and electronic copy, in Microsoft Excel 1997 or newer version, of the following to the COR:
1. A document entitled “RTV Project Area Survey Summary,” signed by the contract project Biologist, that includes the total transect length in feet by survey unit and the total number of potential nest trees found.
Include any comments, notes, or recommendations.
2. Originals of completed maps and field forms for all surveys not previously submitted plus any edits for any of the maps and field forms.
3. Any required data not previously submitted.
4. Any keys or other Government furnished equipment or supplies.

A. Quality Control Plan
The Contractor shall provide a Quality Control Plan (QCP) as part of this Technical Proposal. The Plan must demonstrate how the Contractor shall assure that quality of performance meets the objectives and requirements of the Contract. The QCP shall specify:
- How quality will be monitored to ensure performance standards are met.

B. Contractor Quality Control Inspection
The Contractor shall assure itself that performance meets Contract specifications, in accordance with FAR 52.246-4, Inspection of Services – Fixed-Price, paragraph (b), prior to requesting the Government to inspect for payment or acceptance. The Contracting Officer may observe the Contractor’s inspection at any time and shall otherwise have unlimited access to the inspection data.
E-5 GOVERNMENT QUALITY ASSURANCE SURVEILLANCE PLAN
The Government will evaluate the Contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The Government representative will evaluate the Contractor’s performance through on-site inspections of the Contractor’s quality control program. Acceptance will be determined by a visual inspection of the work areas and will be based on adherence to requirements stated in the specifications.

E-7 ACCEPTANCE
Survey unit shall be organized by project area (such as sale name and unit number) and all documentation data shall be submitted to the Government at the appointed time(s). The Government will inspect all documentation for legibility, completeness and consistency in reporting style. Any submittals not meeting these requirements will be returned for correction at the Contractor’s expense. Work will be inspected, accepted or rejected on a survey unit and project area basis.
E-8 PAYMENT
Payment will be made for the number of acceptable acres surveyed at the unit price as stated in the Task Order.
Final payment will be based on the last batch of completed survey units and acceptance of requirements under C.5.3.1 (d).
Final payment under the Task Order will not be made until all Government-furnished property not utilized during performance of the contract has been returned as instructed by the COR.
All gate keys for each Task Order shall be returned before the final payment is made. The Contractor shall be responsible for the cost of deposits, fees, and replacing gate keys and locks if keys are not returned.
The Contractor may be charged excess administrative costs incurred by the Government.
Examples of situations that would be considered excessive costs are failure to meet the Government at appointed time or location, failure to keep Government informed of Contractor’s location, or repeated re-inspections.

F-2 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR

The Contractor shall be required to (a) commence work as specified on the Task Order within 3 calendar days after the date the Contractor receives the Notice to Proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than times listed in the applicable task order. The time stated for completion shall include final cleanup of the premises.
F-3 SCHEDULES FOR SERVICE CONTRACTS
The Contractor shall, within 5 days from receipt of a request from the Contracting Officer, provide a proposed progress work schedule to insure completion of the work within the time set forth in the task order. If the Contractor's progress falls behind that scheduled, the Contractor shall take such action as necessary to improve its progress; in addition the Contracting Officer may require the Contractor to submit a revised schedule and proposed plan of work to ensure completion of the work within the time(s) set forth in the task order.
F-4 PROSECUTION OF WORK
(a) Work shall be scheduled to assure the completion of work within the specified period of time.
(b) The Contracting Officer may require the Contractor to finish the portion in progress before additional work is started on any additional portion.
(c) The Contractor shall use measures and precautions necessary to warn and protect the public and Government personnel and equipment during work at the project site.
(d) The Contracting Officer may, in writing, require the Contractor to remove from the work any employee found to be working in an unsafe manner.
F-5 SUSPENSIONS OF WORK FOR OTHER THAN GOVERNMENT'S CONVENIENCE
The Contracting Officer may issue orders to suspend the work wholly or in part for such period of time as deemed necessary because of: (1) failure of the Contractor to comply with specifications such as but not limited to, performing work prior to prerequisite approvals, operating equipment not meeting fire requirements, or when conditions exist which do not meet safety requirements. Whether or not a suspend work notice is issued, the Contractor shall be responsible for correcting any damage caused by its operation, whether inside or outside project limits, at no cost to the Government. Such suspensions shall not be considered as suspensions for the Convenience of the Government and shall not qualify for an equitable adjustment.
SECTION G--CONTRACT ADMINISTRATION DATA
G-1 AGAR 452.215-73 POST AWARD CONFERENCE (NOV 1996)

G-2 DESIGNATION OF CONTRACTING OFFICER'S REPRESENTATIVE
The Contracting Officer designates the Contracting Officer's Representative (COR).
The COR is responsible for administering the performance of work under this contract.
In no event, however, will any understanding, agreement, modification, change order, or other matter deviating from the terms of this contract be effective or binding upon the Government unless formalized by proper contractual documents executed by the Contracting Officer prior to completion of the Contract.
The Contracting Officer should be informed as soon as possible of any actions or inactions by the Contractor or the Government, which will change the required delivery or completion times stated in the Contract, and the Contract will be modified accordingly. (This does not apply to individual task assignments which were issued by the COR provided they do not affect the delivery schedule or performance period stated in the Contract.)
On all matters that pertain to the Contract terms the Contractor must communicate with the Contracting Officer. Whenever, in the opinion of the Contractor, the COR requests effort outside the scope of the Contract, the Contractor should so advise the COR. If the COR persists and there still exists a disagreement as to proper contractual coverage, the Contracting Officer should be notified immediately, preferably in writing if time permits. Proceeding with work without proper contractual coverage could result in nonpayment or necessitate submittal of a contract claim.
G-3 FAR 52.236-6 SUPERINTENDENCE BY THE CONTRACTOR (APR 1984)
At all times during performance of this Contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the work a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.
G-4 CONTRACTOR'S REPRESENTATIVE
The Government may, at its option, suspend work with full count of Contract time continuing, if the Contractor fails to provide a Contractor's Representative (1) conversant in the English language and (2) able to read and understand the Contract.
G-5 NOTIFICATION OF SUBCONTRACTING
The Contractor shall promptly notify the Contracting Officer upon entering into any subcontract arrangement. The notification shall include as a minimum:
1. The name, address, DUNS and telephone number of the subcontractor.
2. The date upon which the subcontract was entered into and its duration.
3. A detailed description of the work being subcontracted including a listing of contract items, units, etc., as appropriate.
G-6 PUBLIC OFFICIALS NOT PERSONALLY LIABLE
There shall be no personal liability upon the Contracting Officer or officer in charge, their agents or employees, for any act performed in the discharge of any duty imposed or the exercise of any power or authority conferred upon them, by, or with the scope of the contract, it being understood that in all such matters they act solely as agents and representatives of the Government.
G-7 ADMINISTRATION OF INDIVIDUAL PROJECT TASK ORDERS
Wherever the term “contract” is used herein it shall be construed to apply equally to Individual Project Task Orders placed under the contract, as if each Individual Project Task Order was a separate contract. The Contractor shall refer all questions to the Contracting Officer if clarification is needed regarding the application of contract clauses to Individual Project Task Orders.
Each Individual Project Task Order is separable to the extent that it will be initiated, performed, administered, completed, and closed independently.
(a) Individual Project Task Orders may have separate Contracting Officers, Contracting Officer’s Representatives, and Inspectors.
(b) Individual Project Task Orders may have unique performance terms and notices to proceed.
(c) Individual Project Task Orders will have separate payments.
SECTION H--SPECIAL CONTRACT REQUIREMENTS
H-1 USE OF PREMISES
A. The Contractor shall comply with the regulations governing the operation of premises that are occupied and shall perform this Contract in such a manner as not to interrupt or interfere with the conduct of Government business.
B. Before any camp is opened or operated on National Forest land or lands administered by the Forest Service, the Contractor shall request permission (in writing) from the COR. A camp is interpreted to include the campsite or trailer parking area of any employee working on the project for the Contractor. If permission is granted, a camping permit will be issued.
C. It is further stipulated that in addition to clean up of any campsites, the Contractor shall remove its equipment from Government land before final acceptance and payment of the project.
H-2 LANDSCAPE PRESERVATION
The Contractor shall give attention to the effect of Contract operation upon the landscape, shall take care to maintain natural surroundings undamaged, and shall conduct the work at all times in compliance with the following requirements:
a. Prevention of the Landscape Defacement. The Contractor shall not remove, deface, injure, or destroy trees, shrubs, lawns, or natural features unless specifically authorized by the Government. Unless otherwise provided, the Contractor shall confine Contract operations to within the areas designated in Contract documents.
b. Protection of Streams, Lakes, and Reservoirs. The Contractor shall take sufficient precautions to prevent pollution of streams, lakes, small ponds, and reservoirs with fuels, oils, bitumen, dust palliatives, silt, or other harmful materials. Mechanical equipment shall not be operated in live streams without written approval of the Government. If a petroleum spill should take place in the water, the Contractor shall immediately notify the COR and the Oregon Emergency Response System (OERS), telephone 1-800-452-0311 or 1-503-378-4124.
H-3 TRASH AND REFUSE MATERIAL
Contractor shall remove all of its own trash and refuse from the Contract areas.
Material to be removed includes, but is not limited to: used engine oil, oil filters, oil cans, grease cartridges, camp refuse such as tin cans, paper garbage, etc.
H-4 ARCHAEOLOGICAL OR HISTORIC SITES (AGAR 452.236-73) (FEB 1988)
If a previously unidentified archaeological or historic site(s) is encountered, the Contractor shall discontinue work in the general area of the site(s) and notify the Contracting Officer immediately.

H-5 THREATENED, ENDANGERED, AND SENSITIVE SPECIES
Endangered Species - The Government may direct the Contractor to discontinue all operations in the event that listed or proposed threatened or endangered plants or animals protected under the Endangered Species Act of 1973, as amended, or Federal candidate (Category 1 and 2), sensitive or state listed species, are discovered to be present in or adjacent to the project area. Actions taken under this paragraph shall be subject to the Stop Work Order clause, FAR 52.242-15.
H-6 PROPERTY AND PERSONAL DAMAGE
(a) The Contractor shall use every precaution necessary to prevent damage to public and private property. Land monuments and property markers shall not be disturbed until the Contracting Officer, or his/her representative, has witnessed or otherwise referenced their location and directed their removal.
(b) The Contractor shall be responsible for all damage to property and to persons, including third parties, that occur as a result of its agent's or employee's fault or negligence. The term "third parties" is construed to include employees of the Government.
H-7 STORAGE OF MATERIALS AND EQUIPMENT
Materials shall be stored to assure the preservation of their quality and fitness for work. Approved portions of the right-of-way or other areas on Government land may be used for storage purposes. All storage sites approved by the Government shall be restored to a satisfactory condition at the Contractor's expense.
H-8 POTENTIAL SAFETY HAZARDS
(a) Data and information furnished or referred to below is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor. This list shall not be deemed to be all inclusive. The Contractor shall bear the sole responsibility for taking all appropriate actions necessary to prevent accidents and injuries to individuals at the worksite.
(b) The following checked activities have been identified by the Government as potential safety hazards.

[ X] Fall hazard from work heights exceeding six feet.
[ X] Traffic control on high-volume and/or high-speed and/or limited visibility roads.
