MEETING NOTES:
Page 42 lists the criteria on how the Government is going to evaluate:
Relevant Past Performance – most important technical factor. (use past 3 years) Quality of services Customer Satisfaction Timeliness Business relations Cost
Technical Approach What kind of equipment being used to protect resources How are you going to maximize the use of the material How many of entries into the forest
Key Personnel:
The more experienced project manager on the ground, the better
Benefit to the local community:
Utilization of the local workforce
Local industries Local wood products industry (existing or planning to develop)
Page 39 tells what information you need to give us for relevant past performance in the last 3 years including names, phone numbers, size of project, location, who and any issues, if any. If you don’t give us any information, we don’t have anything and will have to use personal knowledge.
Technical Approach: Tells us the method of how you are going to accomplish the work. Cover all work activities. Identify your equipment such as size, weight and etc.
Key Personnel: Attach a resume of your project manager.
Local Workforce: We need to know how you are going to recruit and utilize.
Local Industry: What is your capability to process saw and non saw materials and where delivery will be made.
We are utilizing a different process. We are using a commercial item acquisition which is more like private industry. We invite you to propose progress payments in your proposal (see the clause on page 41). We cannot make payment until a unit is complete, but, if you propose up to 90%, we can pay. Anything more than the 90%, we would have to reject.
Section B – Schedule of items:
Multiple award IDIQ
We need the price for the work that we have designated in this section. There will be future work that will be defined at a later date but for now, we need pricing for the sub items listed that you are interested in. (The Wallowa Whitman and Ochoco National Forests do not have units marked to go look at). Put the number of 1 through 4 in the blocks in the order that you want them and make sure you put heavy emphasis on the benefit to the local community for your top choices.
Timber Disposal:
Price you will pay for saw/non saw material Delivery location
Commercial Items clauses:
Changes have to be mutually agreed to The FS provides a statement of equivalent rates we use for Federal hire. You as the contractor have to pay your employees as per the Service Contract Act (Wage Determination attached in solicitation). We will be conducting labor interviews.
We anticipate approximately 10 awards for the service portion and 3-7 contractors for the sale of the product. The minimum award amount is $5,000, the maximum for any individual contract is $5 million with a total of all contracts awarded being a maximum of $50 million. The pool of contractors will be competitive. If we do not achieve sufficient competition or new industries develop, a new solicitation may be issued to add more contractors to the pool.
The vision of this type of work is to get in, get the job done and get out with just one entry instead of several steps and several entries to the project sites. Loggers need to do as efficiently as possible to deliver the product to the gate.
Appendix A gives the prescriptions of what we want done on the ground however, these are not permanent prescriptions. New task orders will have a new prescription attached.
Definition of local for the Ochoco National Forest are any communities within the Deschutes and Ochoco National Forests for the sale of timber products.
Please check Fed Biz Ops up until the day the proposals are due. Amendments can be posted at any time.
Appendix A tells how the Government will inspect the work.
Requirements: Contractors will submit a quality control plan.
Some task orders will not be competed because
a) we must meet the minimum amount and/or
b) to give follow on work that is in the same general geographic area.
The contractor must sign a release of claim form before final payment on a task order.
Contractors must be registered in the Contractor Performance System.
If the contractor is registered in ORCA, there is no need to fill out certs and reps.
Read all clauses.
Prepare a safety plan.
QUESTIONS AND ANSWERS
Q. Will you state the hours the mills will be open?
A. See Apendix B, 0600-1600 Monday through Friday
Q. Why are you asking for business proposal requirements – why do you want that?
A. See page 38 – You will have to prepare a responsibility statement. Just an intent that shows you are responsible.
Q. Is the work set aside for HubZone?
A. No – it is full and open competition.
1) Stewardship authority – FS and BLM should be contracting with other non traditional type of entities.
2) Within the different counties, there are both HubZone and non HubZone.
Q. What happens if you make a proposal and after you’re on the ground, it needs to be done differently?
A. Only can be modified bilaterally between the contractor and CO.
Q. Define local in utilizing local workforce.
A. We haven’t defined local. You need to show benefit to the counties that fall into the forest you’re interested in such as hiring the people in those counties that will do the work on the ground.
Q. What if you are the owner/operator and you don’t have any employees out of that county. Are you going to be chastised?
A. If you are the one that lives there, then you are 100% hiring from that county. Although on these projects, one person cannot do all the work.
Q. Counties vs. Forests A. If a county is within two forests, we’ll assume you would bid on both forests.
Q. Do you want all possible destinations where the material is to be delivered?
A. Yes.
Q. Since this is going to be a 5 year contract, how are we going to nail down a price for the future? (prices going up such as gasoline, diesel and etc.)
A. Just submit prices for now. Task orders will be competitive and priced at the time of issuing the task order.
Q. What price will you pay to your gate?
A. For industry, 1 price, we’ll determine the best price. Loggers will give us price for individual areas. We’ll evaluate by task order.
Q. Will the species be broken down on the task order?
A. Yes.
Q. Where are optional items addressed?
A. There is only one.
Q. How do we address utilization of Bio Mass material?
A. The prescription will define what is left. You need to put it in your proposal. You do not have to respond to the solicitation as it is proposed. You can give us an alternate proposal. Each forest will have different prescriptions and different areas of each forest may be different.
Q. What about purchaser payment plan – do they have to buy the product?
A. We’ll issue a task order and by signing it, they have agreed to the payment schedule.
Q. What about bonds?
A. There may be bonds on the service side not the purchase side.
Q. When is the estimated start date?
A. Approximately late July.
Q. How many task orders will be issued and how many loads on each one?
A. Several on the logger’s side and estimating 1 on the industry side. You will see on your task order the number of loads. Both loggers and industry should go out in the field to look at the sites to see what is out there. You will see loads based on 28-30 Ton. (Mule train or conventional).
Q. Why does it need to anything but tons?
A. We would have to cruise and treat it more like a timber sale and then it would cost more. Industry will buy by the load.
Q. Who is responsible for turning weight slips in?
A. The contractor. We want tear sheets from the buyer. The service side needs to keep track of product hauled.
Q. What about road maintenance and dust abatement?
A. Each forest will address that. We do have road maintenance contracts in place that we can use if the Forest Service decides to perform the road maintenance. And maintenance requirements will be addressed in the task order.
Q. Will snow plowing be on a task order?
A. That will depend on the task order – snow plowing may be part of the road maintenance package. You will know ahead of time. If winter logging is required, you will have to plan on plowing snow.
Q. What are the time frames?
A. Times are listed on each task order (not the ones attached to the solicitation). If you can’t bid on this because of time, still give us your price or you won’t be included in the pool. In your proposal, state why you won’t be able to meet the time on a particular task order.
