Solicitation AG-0489-S-10-9001; Amendment 01

A Pre-proposal meeting was held May 05, 2010 at the Wild Rivers Ranger Station, Cave Junction, Oregon.

Notes from this meeting are hereby being posted as an amendment to the Solicitation.

Meeting Attendance Roster:

Contractors:

Joshua Budziak - Lomakatsi Restoration Project Jack Leroy - Forest Energy Group Forest Service:

Claudia Halkyard - Contract Specialist Mel Culp – COR Katie Schubert - Pre Sale Forester Mike Roney - Timber COR Don Belville - Project Co-Lead Maria Koziol - Note-taker Claudia Halkyard started the meeting by pointing out some items in the solicitation that were either incorrect or needed further explanation followed by a question and answer period. The following areas of concern were covered first:

1.

Appendix B, Division A, page 2 - road rules information is missing. The empty blank should have the following "Siskiyou National Forest Commercial Road Rules, Effective 11/1999.” (This information IS in the solicitation but was omitted in Appendix B).

2.

Appendix B, Division B, page 4 - "Medical Springs” is listed in the first paragraph; insert “Myers Rat” in its place.

3.

Appendix B, K-C.3#, page 10, speaks of units with Superior Reserve Trees, as shown on Contract Area Map. There are no reserve trees on the map, however, Mike Roney checked the old Myers Camp Stewardship contract; there is a Superior Tree in unit #5. Therefore, the provision is right, but the map needs to show unit 5 with a superior tree to be protected (a revised map is submitted with this amendment).

4.

Appendix B, K-G.3.1.5#, page 13 - in the matrix table, "POS/NSO" designated on Contract Area Map" - however that label is not on the map. Change that cell to read "Northern Spotted Owl, as designated on Contract Area Map," because we have hatching for owl areas on the map.

5.

Appendix C, page 2 - there are no requirements for dust abatement or water in the “during haul.” Dust abatement did not get included. Need to get clarification from engineers regarding dust abatement requirements; there is no information at this time. (See attached document “Restricted Road List”, which replaces what is in the solicitation, no dust abatement required as the 2512013 – Sam Brown Rd will be closed to the public during commercial use and will be marked “For Logging Only.”) 6.

Appendix D - Specified Road Plans were inadvertently not posted with the solicitation. (They are included with this amendment as a separate attachment entitled “ConstructionDrawingsMyersRatStewREV2PlanSet,” and the “Road Reconstruction Schedule of Items” is also attached.)

7.

Contract Area Map - missing the first page – Vicinity Map. The map is numbered to 14 pages, but there are only 13 pages. (Vicinity Map is included with this amendment. Also a new contract area map is also included with this amendment because the original map would not open/print on the web.)

8.

Schedule of items, page 4, Mandatory Work items; Item 3 – estimated quantity should be 214 acres 9.

Schedule of items, page 4, Mandatory Work items; Item 5 – should show 44 “trees” instead of “acres.”

Questions and Answers:

Question: Explain what IRSC is.

Answer: There are two different kinds of stewardship contracts:

1) IRTC (Integrated Resource Timber Contract)

2) IRSC (Integrated Resource Service Contract) Question: In the main solicitation, Section G, G.1 PAYMENT; Do the timber values cover the required work items?

Answer: No, the timber values are not expected to cover the required work items. There will be funding added to offset payment for service work (Items 3, 4 and 5).

Question: Main solicitation, page 10, Section G, G-4 – Contractor Certification, do you have to pay the sub-contractors first, before you can submit an invoice for services rendered?

Answer: Yes you have to pay subcontractors first and the certification statement on page 11 has to be included on the invoice and signed before payment will be processed.

Question: Are there any wet areas in the units?

Answer: Yes, there are two wet areas 1a and 5. Those areas have not been included; the rest of the Riparian areas are a mixed bag. Some have been traversed out.

Question: Are there any non-riparian areas that the contractors need to be aware of?

Answer: No, there are not any non-riparian areas within the units.

Question on billing:

Answer: Contractor will bill us for total amount and we will deduct 3%. Request for proposal: Each area will be GPS for actual acres.

Question: Before we can fall commercial timber, will we have to pay up front?

Answer: You have to have cash or cash equivalent before you can cut. This is based on timber provisions. You have to a have a value equal to (ie. Payment Bond) 30 day of advanced payment guarantee as shown in TSA.

Questions: Will there be any on-site visits?

Answer: We haven’t planned any site visits. Is anyone going out there or will the contractor go out there? A specific visit was not scheduled because the Forest Service already did one when it was originally a timber sale. Not planning to do site visit at this time. If a site visit is desired, the Contractor will make a request to the District Ranger through Claudia Halkyard, CO, and COR, Melody Culp, COR, will arrange it.

NOTE**(See separate attachment entitled “SiteVisitforProspectiveContractors,” as there is now a site visit planned.)

Question: Are there any maps that are more detailed available or will they need to buy maps?

Answer: A new map can be provided by Rob Barnhart upon request.

Question: Is there any data that shows what the “cost” was estimated at by the government?

Answer: Yes, the logging feasibility plan is available; it is a public document and available upon request. Keep in mind that when this project was conceived is was originally a timber sale and that the logging feasibility plan is the government’s version of one way to log it and what that method would cost. That is just one version of how it could be accomplished. Contractors may have different methods of how they would propose to log it and therefore the costs associated with their plan would be different.
