The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within the time specified below. Completion/delivery of added items shall continue as shown elsewhere herein.

The exercise of an increased quantity will be accomplished by a unilateral contract modification issued by the Contracting Officer. There may be multiple modifications.

The quantities for the Payment Items shown above are considered to be base quantities. [As an example: Item 1C Payment Item 813(3) Spot Surfacing, 2,500 Ton, may be increased by an addition of any quantity up to 2,500 tons].

The exercise of the option for any one payment item is independent of any other payment item.

If an option quantity is exercised for only part of the allowed 100% increase, an additional option quantity may be exercised to cover the remainder.

Exercise of an increased quantity of any single Payment Item will be available to the government from the date of award until work on the base quantity for that same Payment Item is completed, unless a later date is mutually agreed, but in no event shall any exercise of option quantities be later than September 30, 2010.

Offers on Subitems and Payment Items Offerors shall submit prices for all payment items shown for all subitems shown.

Subitems 1A, 1B and 1C are separated for accounting purposes only. These subitems are grouped together as Item 1 for award purposes. Award will be for the total of all payment items under Item 1.

HUBZONE Small Business Set-Aside This is a 100% set-aside for HUBZONE small business enterprises. HUBZONE concerns must be certified by the Small Business Administration in advance. See www.sba.gov/hubzone.

Signs are to always be within the general work area and NOT placed too far away from the work area to be non relevant to motorists.

808.02 Performance Standards

A. Traffic Conditions - Unless otherwise provided in the SPECIAL PROJECT SPECIFICATIONS, roads are open to traffic with not more than fifteen (15) minutes maximum delay time. Culvert Installations are allowed a (4) hour road closure delay.

B. A plan for satisfactory handling of traffic, approved by the Government, is required prior to initiating or performing work which interferes with use of traveled roadways.

C. Traffic Control Devices

1. Provide signs and other devices complying with National Standards as contained in Part VI of the Manual of Uniform Traffic Control Devices (MUTCD). Provide traffic control for occupied work areas that is in accordance with these specifications. All signs and devices remain the property of the Contractor.

2. Keep traffic devices current with maintenance operation and remove upon completion.

3. Use warning signs to control traffic approaching the work area from either direction and also from side accesses having standard Government rectangular or trapezoidal-shaped route markers with horizontal numbering.

4. Required signs may be mounted on portable or temporary mountings. Use standard MUTCD shapes, colors, sizes, and legends.

5. Mark hazards incidental to the work within or on the traveled way, shoulders, or turnouts with hazard identification markers, illuminated beacons, and other MUTCD devices to safely guide road users through the area. Mark work segments not completed on a daily basis appropriately for night travel. Obtain authorization before commencing work at night.

6. Advisory speed plates may be used to control traffic through the work area.

D. Flaggers - Provide properly equipped, trained and certified, flag person(s) where the traffic is required to stop before proceeding. Stop traffic in locations which provide width enough for passage of traffic and reasonable protection for vehicles. When flag control is used, advance warning signs are required.

E. Contractor's Equipment

1. Equip all vehicles and machinery operating on or from the traveled way or road shoulder with flashing lights, strobes, or rotary beacons operated continuously while work is in progress. Use truck headlights at all times while operating. Backup horns are required on all self-propelled equipment in excess of 5 metric tons (5½ tons) gross weight.

2. Park vehicles and machinery not currently used in the maintenance operation off the traveled way at approved locations to minimize interference with normal use.

808.03 Measurement

No separate measurement or payment will be made for meeting requirements of this Section. All work and materials are incidental to paid work in this contract.

811-1 SURFACE MAINTENANCE

03/2007

811.01 Service Required

Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts, and intersections. Reshape or recondition ditches, water bars, and drain dips.

811.02 Performance Standards

Maintenance Level 4 and 5 Roads

A road surface is maintained to standard when the travel way is free of washboards, potholes, or other irregularities. The surface is smooth, compact, crowned or sloped to drain, without segregation of the surfacing materials. Suitable materials have been recovered and incorporated. Unsuitable materials have been removed. Ditches and road surface drainage structures function efficiently. Unpaved shoulders are shaped to provide a smooth transition from the paved surface and drain efficiently.

Maintenance Level 3 Roads

A road surface is maintained to standard when the surface is compact, crowned, or sloped to drain, without segregation of the surfacing materials. The road surface has no ruts, potholes, washboards, or rills, suitable materials have been recovered and incorporated. Unsuitable materials have been separated and removed. Ditches and road surface drainage structures function efficiently.

Maintenance Level 2 Roads

A road surface is maintained to standard when the surface is shaped to drain, and where ditches and road surface drainage structures function efficiently. The road surface has no continuous ruts or rills, and no large concentrations of unsuitable materials remain.

D. All Roads

When ordered by the Contracting Officer to work in a weed infested area the Contractor will be required to prevent spreading the infestation into un-infested areas by cleaning vehicles and equipment. The Contractor will use wash stations approved by the Contracting Officer.

When Grading Aggregate surface roads Flat blading the road or losing roadway aggregate is NOT acceptable. Contractor will be responsible for replacing all lost aggregate.

811.03 Location of Work

As specified on roads listed on the road listing, shown on the plans, marked on the ground, or as ordered by the Contracting Officer. Locations of weed infested areas are marked on the ground. Do not operate in the weed infested areas unless ordered to do so by the Contracting Officer.

811.04 Measurement

Measurement under this Section will be made by the total number of units for each item listed in the SCHEDULE OF ITEMS completed and accepted.

A. Single Lane Roads: Surface maintenance will be measured along the centerline of the roadway. Turnouts are incidental. Measurement will be to the nearest one-tenth (0.1) mile.

B. Double Lane Roads: Surface maintenance will be measured along the centerline of the…
