RECOVERY Marx Creek Spawning Channel Rehabilitation Phase II PAGE 5
SECTION C--DESCRIPTION/SPECIFICATIONS
C.1 Scope of Work:
Work includes surveying, clearing, excavation, endhaul, reconditioning and construction of access roads, providing wood weirs, providing borrow and riprap and spawning gravel materials, dewatering, providing erosion and sediment control devices, installing logs for habitat structures, installing wood weirs, construction of spawning channel and all materials, equipment, and labor required to complete the work.
C.2 Location of Work:
The Marx Creek Project site is located on the Ketchikan Ranger District in Misty Fiord National Monument near the City of Hyder, Alaska. The City of Hyder, Alaska is approximately 79 miles Northeast of Ketchikan Alaska. The project site is 4.8 miles north of Hyder, AK just off the Salmon River Road (state access road). The City of Hyder has limited access by air and barge. Hyder, Alaska is connected by road to the Alaska Canadian highway system through Stewart B.C. Canada. From Southeast Alaska, the project can be accessed via ferry and vehicle thru Prince Rupert B.C. Canada or by chartered plane or barge/boat. The City of Hyder is a very small community with limited facilities and services available. The Communities of Stewart and Terrace B.C. have more developed infrastructure and facilities; they are 6 miles and 196 miles from the project area respectively.
C.3 Description of Work:
The Marx Creek rehabilitation project work involves the rehabilitation of existing channel and weirs, construction of new channel and weirs, and the decommissioning of an existing groundwater channel.
This work includes but is not limited to:
Surveying in construction controls for the new channel alignment from existing survey reference points, establishing alignment and reference staking to construct the project. All grading during construction are the responsibility of the Contractor. This is a separate pay item in the base bid.
Clearing and grubbing the new channel location, access road, stockpile locations, and gravel sorting areas. This work is incidental to other pay items.
Existing access road reconditioning of approximately 2 miles of existing access roads. Work includes clearing woody debris scattered along ~ 0.25 miles of access road, grading the roadway to suit the Contractors hauling requirements, brushing for site visibility along the roads, filling in occasional pot holes along roadway for improved haul conditions. 24” diameter by 40 foot long culverts will be installed at the junctions of the upper and lower access routes to the project area (MP 4.82 and MP 5.08 along the Salmon River Road). Road reconditioning and culvert installations are separate pay items in the base bid
New access road construction is required to access the weir replacement sites, weir repair sites, and along the new channel construction to be constructed. Access to the replacement weirs sites are between 50 to 75 ft from the edge of the Salmon River road or existing access routes. The level of access and
RECOVERY Marx Creek Spawning Channel Rehabilitation Phase II PAGE 6 constructed dimensions to the location is the minimum needed to safely get equipment into the site. The weir repair sites (3) are very close to the existing access roads however due to existing facilities the backhoe will need to travel between 300 to 500 feet along the banks to get to these sites. Materials for old weir repair sites #2, #3, and #4 can be lowered off the existing Fish Creek parking lot retaining wall directly to each work site. Old weir repair site #1 is accessible directly from the Fish Creek dike road which is 60 feet way from the edge of this access road. The new channel to be constructed will need access road around its perimeter (~1200 feet) to efficiently haul materials and install weirs. These access routes require clearing or brushing, grubbing, excavation, and placement of borrow materials for improved access. The actual construction of the access road is incidental to other pay items. When additional borrow materials are required for access or patching soft areas, the materials, haul, and their installation are paid as a separate pay item in the base bid
Removal of rock weir is located at Sta. 13+15.95 on the new channel constructed in 2008. This weir is made up of large riprap (~2 to 3 ft dia.) and will be excavated and side cast on the outside of the constructed berm. This is a separate pay item in the base bid
Select Borrow (D1) will be placed where the new weirs are embedded into the banks and along upstream faces. Weirs to be repaired will use this material on the upstream face of the excavated areas for the wood braces. 11 CY of select borrow is designated for each site. This is a separate pay item for furnishing and installing the material in the base bid. Haul is paid for this material under the haul pay item
Spawning channel construction for the new channel Sta. 15+00 to Sta. 20+15 involves clearing and grubbing ~1.5 acres of channel work area, expanding existing disposal sites as necessary to accommodate unsuitable or excess materials excavating (7,988 CY) of native materials (organics, silt to boulder sized materials) along the new alignment, shaping & grading the channel, berm construction (~1,200 feet), stockpiling, endhauling, decommissioning 250 linear feet of channel with excavated materials from the new channel construction, and disposal of remaining excess materials adjacent to the channel and at other designated waste/stockpile areas. This work is a separate pay item in the base bid.
Spawning gravel will be installed along 1,775 linear feet of channel. This area encompasses the new construction and the Upper Marx Creek Extension constructed in 2008 between stations 1+50 and 19+25. Work involves the production of spawning gravel in accordance with Section 648, excavation, haul, placement, and grading of 1,822 CY of spawning gravel. In the existing channel (Sta. 1+50 to 15+00), the existing stream bed will be excavated 1.5 feet deep x 19 feet wide. The new construction channel will be excavated 1.5 feet deep x 20 feet wide. This work is a separate pay item in the base bid.
Wooden weir installation in the new channel (7 weirs) and at replacement sites (8 weirs) in the old channel involves the removal of the flashboards above the existing weir base and abandoning the old weir base in-place, fabrication of new yellow cedar weirs from contractor supplied materials, the installation the new weirs, and modification of weir notches based on channel flow conditions by pay item. This is a separate pay item in the base bid. The select borrow and riprap required for the installation is paid under other pay items in the base bid. Each replaced weir also has a steel weir plate assembly that is a separate pay item under Option 3.
Wooden weir repair in the old channel involves removal of the top flashboards to the weir base on 4 weirs and the installation of new yellow cedar flashboards and braces from contractor supplied materials, and modification of weir notches based on channel flow conditions by pay item. This is a
RECOVERY Marx Creek Spawning Channel Rehabilitation Phase II PAGE 7 separate pay item in the base bid. The select borrow and riprap required for the installation is paid under other pay items in the base bid. No steel weir plate assembly will be installed at these locations.
Decommission 250 linear feet of groundwater channel by placing an impermeable membrane (polypropylene 20 feet x 100 feet x 36 mils thick) and calcium bentonite at the terminus of the decommissioned channel and backfilling with excess materials new channel construction. The installation of the calcium bentonite and impermeable membrane are paid under equipment rental pay items in the base bid. The materials (calcium bentonite and impermeable membrane) are separate pay items under the based bid. The backfilling and shaping of the decommissioned channel is incidental to new channel construction.
Riprap slope and weir protection will be placed on all newly excavated fill slopes, on the downstream side of the installed weirs, and as designated in the drawings or specifications. Work for furnishing, production and development, hauling, and placement of riprap materials will be under separate pay item in the base bid and Option 1.
Erosion and sediment control involves the furnishing and installing; up to 4 silt curtains (2 below the new channel and 2 below the decommission channel) and 1,500 ft of silt fence in and around the project area as required. Work includes providing all materials and labor for installation, maintenance, and removal of these structures by separate pay item in the base bid.
Dewatering will be required to protect water quality during all channel work. Pumps will be used to bypass work areas with clean water and pump turbid water within the construction zone into the adjacent forest or Salmon River. Work includes all equipment, labor and materials to dewater each work site/area. Due to the flow volume and access issues for the weir repair sites (old weirs 1 to 4) using a pump to bypass clean water is not required, a culvert or other method may be used. Dewatering also includes the work area above old weir 12 that will be constructed with equipment rental. Gravel hauling sacks are included in the base bid for use for coffer dams during construction and to divert water away from work areas. All dewatering is covered under a separate pay item in the base bid. See H.19
Berm construction is incidental to the new channel construction pay item in the base bid
Site cleanup for the project is considered incidental to all other pay items
Overhanging fish habitat structures will be constructed at 6 locations adjacent to weir replacement sites (old weirs 5 to 10). Work involves excavation, hauling materials, harvesting and transporting logs from within 2 miles of the site, supplying cable, staples, borrow excavation, riprap placement, and fabricating the structure. This work is covered under separate pay items in Option 1
Rehabilitation of old Marx Creek channel above old weir 12 (~ Sta 38+03) Involves excavation, disposal of unsuitable materials, shaping, harvesting and placing logs for fish habitat. All work is by equipment rental under separate items in Option 2.
Contract work will be constructed by pay item and by equipment rental. Equipment rental work will be directed by the CO or their designee. All work whether equipment rental or Pay Item will be performed by the contractor as noted in the specifications, drawings and in SCHEDULE of ITEMS.
RECOVERY Marx Creek Spawning Channel Rehabilitation Phase II PAGE 8
Option items will be awarded as funding becomes available. Items designated as Option items are overhanging fish habitat structures, equipment rental for rehab work above old weir 12, and the steel weir plate assemble.
Price Range: Between $500,000 and $1,000,000.
C.3.1 Construction Schedule The intent of the project is to award as much work as current funding allows. The project has a very short timing window for construction. Field operations will commence on 5/24/2010 and be completed no later than 7/1/2010. The Contractor will supply a tentative work schedule 7 days after contract award to the CO for approval. Due to the extent of the project, the contractor will provide all required equipment and manpower to complete the work within the allowable timeframe.
C.4 General Conditions
Equipment will at times be working within or around live streambeds and floodplains. Some work will require operation in or around flowing or ponded water up to 5 feet in depth. Equipment will transport riprap of varying sizes, cobble and gravel, trees and brush and large wood (up to but not limited to, 36``DBH, 60 ft. in length and rootwads, from harvest location to designated stockpile sites. Heavy equipment will excavate channel, trenches, contour banks and stream channels and place gravel, weirs riprap and wood in the stream channel and within the stream banks, move and sort rock and log materials, load trucks and stockpile materials. Laborers and fallers will be used to cut trees, choke trees for picking and moving by heavy equipment, construct wood weirs, operate dewatering equipment, install pollution controls, and erosion control devices.
C.5 Instream General Description of Work Units
Three attachments are provided in addition to the plan sheets for work delineation and requirements.
1. Attachment A – Work site discharge estimate to use in determining pump size and required bypass flows for construction dewatering.
2. Attachment B – Existing condition photo of typical conditions along the channel
3. Attachment C – Work items and associated quantities for the project.
C.5.1 Sediment, Erosion Control, Spill Prevention and Dewatering
Upon arrival oil booms will be placed downstream of any active work area. Oil spill kits will be staged around the job site and in the equipment. The Contractor will propose the dewatering method, pump locations, and hose/pipe routes at the beginning of the project. A dewatering plan will be submitted within 10 working days after award of the contract for approval by the CO. Before any excavation work commences in the new channel or the section to be decommissioned, silt curtains will be placed.
Erosion control silt fence will be placed as directed by the CO. Quantities of erosion control materials to be furnished and installed can be found in Section H.10
C.5.2 Access Road Construction and Clearing and Grubbing
Once sediment controls are in place the Contractor can begin reconditioning or constructing the access routes and clearing the work areas. Two - 24” diameter x 40 foot CMP’s will be installed at access road
RECOVERY Marx Creek Spawning Channel Rehabilitation Phase II PAGE 9 junctions at MP 4.82 and 5.08 on the Salmon River road. Logs and stumps will be end hauled to a location designated in the field by the CO adjacent to the channel section above old weir 12.
C.5.3 Construction Surveying
The Contractor will stake construction limits, channel centerline, cut and fill elevations, catch points, and set reference stakes for the project area. The Government will adjust grades and final structure location as required based on field conditions as construction progresses. The Contractor will control grade during construction.
C.5.4 Channel Construction, Spawning Gravel Installation, and Decommissioning
The channel construction will consist of clearing the channel and stockpile areas, excavating the channel to its required dimensions, end hauling materials to fill in the channel scheduled for decommissioning, stockpiling gravel to be sorted, contouring stockpiled materials, constructing berms around the perimeter of the channel to isolate it from any potential surface water. Approximately 7988 CY (in place) will be excavated and moved. Of this volume approximately 1100 CY (in place) will be used to construct berms and the remaining excavation will fill in the decommissioned channel, or end hauled to the designated stockpile location. This material may be used used to produce the spawning gravel. Seven new weirs will be installed in this new section of channel along with 555 CY of Class 3 riprap, 77 CY of select borrow, and 472 CY of spawning gravel.
In between Sta. 1+50 and 15+00 of the new channel area (Upper Marx Creek), 1350 CY of material will be excavated and replaced with spawning gravel.
The channel decommissioning may be concurrent with the channel construction. Materials excavated from the new channel will be end hauled and end dumped into the old channel, spread and compacted with heavy equipment operating over it during construction. Laborers and rental equipment will install the calcium bentonite and impermeable membrane at the end of the decommissioned channel as directed by the CO.
C.5.5 Spawning Gravel Sorting and Stockpiling
The contractor will need to screen the alluvial materials from channel excavation, that are in existing stockpile along the previously decommissioned reach of Upper Marx Creek and from the gravel pit at MP 9.0 on the Salmon River Road. Existing materials around the Marx Creek tend be coarse requiring more material to be processed. The gravel pit at MP 9.0 has finer gravels present and the contractor should assume that the finer fraction of the gradation will come from this quarry. The contractor may use other private gravel sources within the Salmon River valley to produce the material. All material sites will be approved by the CO and the contractor will validate the material meets the required gradation by sieve analysis. This is incidental to the gravel installation pay item
C.5.6 Weir Construction
This work will be completed concurrently with riprap placement. Weir locations will be excavated to grade. Yellow Cedar lumber will be used to construct the wood weirs for the weir base and flashboards.
The base of the wood weirs and flashboard post will be installed and once the entire channel is completed the flash boards will be attached and the weir notch size and weir plates adjusted based on actual flow conditions.
RECOVERY Marx Creek Spawning Channel Rehabilitation Phase II PAGE 10
Those sites that will be repaired will have the old flash boards removed and new boards and bracing replaced while the weir base is still in the ground. At sites where the old weir is abandoned the flashboards are required to be removed and the wood base abandoned in-place. Installation of the new weir will be downstream ~8 to 10 feet from the existing weir.
In the new channel section to be constructed by this contract, excavation depth to finish grade is approximately 10 -12 feet and to the base of weirs 14+ feet. In this section the Contractor may install weirs as excavation proceeds. If this is done, excessive silt deposits that build up on the upstream side of the weirs will be removed by pumping or excavated and side cast behind the constructed berm before spawning gravel is placed.
C.5.7 Riprap
Riprap will be developed and placed along the channel slopes extending from ~1 foot below the channel bottom to 1 foot above the flashboards. The riprap along the downstream face of the weir as per C.5.4 will be placed after the weir base is installed AS SHOWN ON THE DRAWINGS. Riprap existing at the site will not be counted as contract quantities in the Schedule of Items. Installation of replacement weirs and repair of existing weirs requires removal and reinstallation of existing riprap. The removal and replacement of riprap is incidental to installation or repair of the new weirs. All riprap called for in the Schedule of Items are additional quantities required at each site.
C.5.8 Large Wood Habitat Structures
If Option 1 and 2 are awarded, all trees that are developed during clearing and grubbing operations will be installed in the channel after weirs are installed to provide cover for salmon. Trees will be embedded in the bank, overhang the channel or be placed into the channel. Trees, location of installation and configurations will be designated by the CO. Option 1 work will be installed AS SHOWN ON THE DRAWINGS and is covered under separate pay items. Option 2 work will be accomplished with equipment rental and as pay items with equipment designated by the Contractor.
C.5.9 Berm Construction and Cleanup
After all channel work is completed the partially constructed berms will be completed using the stockpiled excavated materials. Materials will be shaped and stockpiles contoured to blend in with the surrounding topography. All work areas will be worked with equipment and smoothed out to an acceptable surface. All erosion, oil spill precautions, sediment control, and dewatering facilities will be removed. Access roads adjacent to the channel will be scarified with the exception of the Dike Access road at MP 5.4 and the access road adjacent to the channel going upstream from old weir 12 Sta. 38+03 towards the dike road.
C.6 Buy American
Due to the remoteness of the site and requirements for transporting explosives the Contractor has the option of obtaining only riprap and select borrow materials from Stewart, British Columbia, Canada. If the Contractor chooses to obtain these materials from Canada, no additional haul will be paid due to Contractor designated sources (see section 204.17). All other materials for the project can be easily obtained from sources within the USA or produced on-site.

106 - Acceptance of Work 106.01_nat_us_03_29_2005
106.01 Conformity with Contract Requirements.
Delete Subsection 106.01 and substitute the following:
Follow the requirements of FAR Clause 52.246-12 Inspection of Construction.
References to standard test methods of AASHTO, ASTM, GSA, and other recognized standard authorities refer to the methods in effect on the date of solicitation for bids.
Perform all work to the lines, grades, cross-sections, dimensions, and processes or material requirements shown on the plans or specified in the contract.
Incorporate manufactured materials into the work according to the manufacturer’s recommendations or to these specifications, whichever is more strict.
Plan dimensions and contract specification values are the values to be strived for and complied with as the design values from which any deviations are allowed. Perform work and provide material that is uniform in character and reasonably close to the prescribed value or within the specified tolerance range. The purpose of a tolerance range is to accommodate occasional minor variations from the median zone that are unavoidable for practical reasons.
When standard manufactured items are specified (such as fence, wire, plates, rolled shapes, pipe conduits, etc., that are identified by gauge, unit mass, section dimensions, etc.), the identification will be considered to be nominal masses or dimensions. Unless specific contract tolerances are noted, established manufacturing tolerances will be accepted.
The Government may inspect, sample, or test all work at any time before final acceptance of the project.
When the Government tests work, copies of test reports are furnished to the Contractor upon request.
Government tests may or may not be performed at the work site. If Contractor testing and inspection is verified by the Government, the Contractor’s results may be used by the Government to evaluate work for acceptance. Do not rely on the availability of Government test results for process control.
Acceptable work conforming to the contract will be paid for at the contract unit bid price. Four methods of determining conformity and accepting work are described in Subsections 106.02 to 106.05 inclusive.
The primary method of acceptance is specified in each Section of work. However, work may be rejected at any time it is found by any of the methods not to comply with the contract.
Remove and replace work that does not conform to the contract, or to prevailing industry standards where no specific contract requirements are noted, at no cost to the Government.
(a) Disputing Government test results. If the accuracy of Government test results is disputed, promptly inform the CO. If the dispute is unresolved after reasonable steps are taken to resolve the dispute, further evaluation may be obtained by written request. Include a narrative describing the dispute and a proposed resolution protocol that addresses the following:
(1) Sampling method;
(2) Number of samples;
(3) Sample transport;
(4) Test procedures;
(5) Testing laboratories;
RECOVERY Marx Creek Spawning Channel Rehabilitation Phase II PAGE 18
(6) Reporting;
(7) Estimated time and costs; and
(8) Validation process.
If the evaluation requires additional sampling or testing be performed, mutually agree with the Government on witnessing procedures and on sampling and testing by a third party laboratory.
Use a third party laboratory accredited by the AASHTO accreditation program. Provide proof of the laboratory’s accreditation for the test procedures to be used. Do not use the same laboratory that produced the disputed Government test results or that produced the test results used as a basis for the dispute.
The CO will review the proposed resolution protocol and may modify it before final approval and execution.
The Government will use the approved resolution protocol test results to determine the validity of the disputed testing. If the Government test results are validated, the Contractor will be responsible for all costs associated with developing and performing the resolution protocol. If the Government test results are not validated, the Government will be responsible for all costs associated with developing and performing the resolution protocol. If the validity of the Government test results cannot be determined, the Contractor and Government will equally share all costs associated with developing and carrying out the resolution protocol.
(b) Alternatives to removing and replacing non-conforming work. As an alternative to removal and replacement, the Contractor may submit a written request to:
(1) Have the work accepted at a reduced price; or
(2) Be given permission to perform corrective measures to bring the work into conformity.
The request must contain supporting rationale and documentation. Include references or data justifying the proposal based on an evaluation of test results, effect on service life, value of material or work, quality, aesthetics, and other tangible engineering basis. The CO will determine disposition of the nonconforming work.
