INTENT OF CONTRACT

1.01 SUMMARY

A. The intent of the contract is to provide for the complete construction of a fully functional project as described in the contract documents and Drawings. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies, and shall perform all work required to complete the project within reasonably close conformity to the Drawings and Specifications, and in accordance with provisions of the contract.

SECTION 01025

1. PART 1 - GENERAL

MEASUREMENT AND PAYMENT

1.01 SUMMARY

A. Measurement and payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work, labor, materials, equipment, and incidentals necessary to successfully complete the project will be considered as included in the payment for items shown. This section defines the method of measurements and basis of payment for work items listed in the Schedule of Items.

B. When more than one class, size, type, thickness, etc. is specified in the Schedule of Items for any pay item, suffixes will be added to the item number to differentiate between the pay items.

C. Not all units and measurement methods may be used under this Contract.

1.02 DETERMINATION OF QUANTITIES

A. The following measurements and calculations shall be used to determine contract quantities for payment.

1. For individual construction items, longitudinal and lateral measurements for area computation shall be made horizontally or corrected to horizontal measurement unless otherwise specified.

2. For structures they shall be measured according to neat lines shown on the Drawings or as altered by the CO, in writing, to fit field conditions.

3. For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, piping, utilities, and underdrains, measurement shall be made parallel to the base of foundation upon which the structures are placed.

4. For standard manufactured items (such as fence, wire, plates, rolled shapes, pipe conduits) identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions.

Unless controlled by tolerances in cited specifications, manufacturer's tolerances shall be accepted.

1.03 UNITS OF MEASUREMENT

A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:

Lump Sum (LS): One complete unit, not directly measured. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.

1.04 METHOD OF MEASUREMENT

A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:

1. ACTUAL QUANTITIES (AQ) - These quantities are determined from actual measurements of completed work.

2. DESIGNED QUANTITIES (DQ) - These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:

a. As a result of changes in the work authorized by the CO.

b. As a result of the CO determining that errors exist in the original design that causes a pay item quantity to change by 15 percent or more.

c. As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

3. LUMP SUM QUANTITIES (LSQ) - These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.

SECTION 01030

1. PART 1 - GENERAL

TRAFFIC CONTROL FOR CONSTRUCTION

1.01 SUMMARY

A. This section specifies the contractor’s responsibility to maintain and control traffic during construction activities.

1.02 SUBMITTALS

A. Prior to beginning construction, submit traffic control plan. Plan shall include typical measures to accommodate traffic at sign replacement locations. Signing and traffic control devices shall comply with OSHA and the latest edition of the “Manual on Uniform Traffic Control Devices” (MUTDC).

SECTION 01200

1. PART 1 - GENERAL

MOBILIZATION PAYMENT PROCEDURES

1.01 SUMMARY

A. This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

4.01 PROGRESS PAYMENTS WILL BE MADE AS FOLLOWS:

A. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

B. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

C. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.

D. The total of all payments shall not exceed the original contract amount for this item.

SECTION 02722

1. PART 1 - GENERAL

TRAFFIC CONTROL SIGNS

1.01 SUMMARY

A. This section specifies the replacement of warning and regulatory traffic control signs, all other signs including but not limited to rout markers, location signs, and recreation signs are not included. Work includes minor vegetation removal, furnishing and installing signs, reporting on the ground conditions, and the select replacement of sign support posts.

B. Sign Type Summary

1. Regulatory signs

a. The purpose of a regulatory sign is to inform highway users of traffic laws or regulations, and to indicate the applicability of legal requirements that would not otherwise be apparent. Examples include but are not limited to the following signs: stop, yield, speed limit, do not pass, do not enter, one way, road closed, weight limit, no parking, commercial use, etc.

b. Although some existing sign colors may vary, replacement regulatory signs are typically black on white or red on white.

2. Warning signs

a. The purpose of a warning sign is to provide advance warning to the road user of unexpected conditions on or adjacent to the roadway that might not be readily apparent. Examples include but are not limited to the following signs: turn, curve, winding road, large arrow, chevron alignment, crossroad, side road, T-symbol, Y-symbol, narrow bridge, one lane bridge, hill, pavement ends, stop ahead, yield ahead, dead end, deer, cattle, etc.

b. Although some existing sign colors may vary, replacement warning signs are typically black on yellow.

1.02 REFERENCED STANDARDS

A. The furnishing and installation of all signs shall conform with the following references:

1. 2003 edition of the Manual on Uniform Traffic Control Devices (MUTCD) as published by the Federal Highway Administration (FHWA) with the most current revisions and amendments. The MUTCD is available at http://mutcd.fhwa.dot.gov/ .

2. EM 7100-15 Sign and Poster Guidelines for the Forest Service and Forest Service Sign Installation Field Guide 6E62H99. Both documents are available at http://www.fs.fed.us/database/acad/om/

1.03 SUBMITTALS

A. Submit the following for approval prior to ordering sign materials

1. Proposed sign supplier

2. Sign and steel post material certifications per section 2.02.

B. Submit documentation of proper disposal of all aluminum sign panels; see section

3.14 for additional detail.

C. Submit sign reporting worksheet for each road as described in section 3.11.

1.04 PRODUCT DELIVERY AND STORAGE

A. Signs shall be packaged so that sign surfaces and edges are protected from damage during shipping. Contractor shall be responsible to protect all sign materials throughout performance of the contract until final acceptance by the Government.

1.05 WORK LOCATIONS

A. Roads to receive work shall be as shown on the Drawings. For clarity only major access and contract roads have been shown on the drawings. It is recommended that the Contractor obtain a complete Forest road map as available from Forest headquarters to allow further orientation to the road system.

2. PART 2 – PRODUCTS

2.01 MATERIAL CERTIFICATION

A. All materials used in the manufacture of signs shall comply with the requirements of this specification and referenced standards. It is the responsibility of the contractor to obtain and furnish to the Contracting Officer, certification that all materials comply with the requirements as specified. All material certifications shall be approved in writing by the CO prior to installation.

2.02 SIGNS

A. General

1. Furnish traffic control signs according to the MUTCD, EM 7100-5, and the

ODOT sign manual, unless noted otherwise.

1. Substrate material shall be aluminum alloy 5052-H38 or 6061-T6 form flat sheet stock conforming to the requirements of ASTM B209 and FP-03 section 718.05. Minimum thickness shall be 0.08 inch for panels up to 30 inches and 0.12 inch for larger panels. The back side of signs shall not be painted. Sign panels shall be constructed as one piece.

2. The blanks shall be free from laminations, blisters, open seams, pits, holes, or other defects that may affect their appearance or use. The thickness shall be uniform and the blank commercially flat.

C. Sheeting

1. All retroreflective materials (sheeting, legend, borders, and symbols) shall conform to FP-03 and ASTM D 4956. All sheeting shall be ASTM Type III, high intensity sheeting. Background sheeting shall be pressure sensitive.

D. Color, letters, numerals, arrows, symbols, and border

1. Sign colors, letters, numerals, arrows, symbols, and border shall be provided in accordance with the specified MUTCD, EM 7100-15, or ODOT code for each sign as identified and the sign work list.

E. Fonts

1. Fonts shall be provided in accordance with the specified MUTCD, EM 7100-

15, or ODOT code for each sign. Unless otherwise specified, text for legends shall be Highway Gothic, ASA Series C lettering for 3 inch and 4 inch characters. Series D lettering shall be used on 5-inch and 6-inch characters.

Characters that are 7 inches and above shall use Series E lettering.

F. Size

1. Sign size shall be provided at each location in accordance with the sign work list.

G. Installation date and vandal warning decals

1. Provide one sign installation decal and one vandal warning decal for all signs installed. Decals shall be furnished in accordance with EM 7100-15, section 3C.5

2.03 WOOD POSTS

A. Furnish posts from dry no. 2 or better grade Douglas fir, southern or Ponderosa pine, hemlock, spruce, or western larch. Treat the posts with water-borne preservative ACA, ACZA, or CCA according to the AWPA Standard C14.

B. Wood posts shall be 4”x4” (nominal), unless noted otherwise. Posts shall be provided in lengths as required to comply with minimum embedment and mounting heights as described in Part 3.

2.04 STEEL POSTS

A. Furnish posts that are straight, smooth, and free from defects affecting strength, durability, or appearance.

B. Steel posts shall be U-channel, milled carbon steel, with a minimum weight of two pounds per foot, meeting the requirements of ASTM A 449, grade 60, galvanized in accordance with AASHTO M 111.

C. The posts shall have 3/8” holes drilled or punched, before galvanizing, along the centerline of the web. The punching or drilling should begin 1 inch from the top of the post, at 2” centers for the upper 5 feet of the post.

D. Posts shall be provided in lengths as required to comply with minimum embedment and mounting heights as described in Part 3.

2.05 HARDWARE

A. All hardware (such as lag screws, washers, clip angles, U-bolts, clamps, bolts, nuts and other fasteners shall be galvanized steel or aluminum alloy unless otherwise indicated. Galvanizing of steel hardware shall be in accordance with AASHTO M 232.

B. Provide two 5/16” diameter through bolts at each post for each sign (two bolts required for each single post sign and four bolts required for each double post sign).

Bolts shall be sized to not project beyond nut more than ¾” of an inch. Field trimming of bolts will not be permitted.

C. For each sign panel, use at least one vandal resistant fastener. “Vandlgard” nuts as manufactured by Traffic Safety Supply Company, www.tssco.com, or approved equal.

D. Provide nylon or neoprene washer at face of sign and galvanized steel washer at back of post.

3. PART 3 – EXECUTION

3.01 MILE POST LOCATIONS

A. Mile post locations listed in the sign work list and the reporting worksheets are approximate, contractor shall notify CO where discrepancies exist. CO may provide written field direction related to actual installation locations. All sign installation locations shall be in accordance with referenced standards.

3.02 RIGHT AND LEFT CONFIGURATION OF SELECTED SIGNS

A. The following signs included in this contract are available in right and left configurations:

B. The actual right and left configurations as shown for each location in the sign work list are approximate and may be in error. The contractor shall be responsible to install the correct right or left configuration at each location in accordance with the MUTCD and EM 7100-15 manuals.

3.03 SIGN FABRICATION

1. Sign layout, sheeting, border, symbols, fonts, colors, fabrication, etc shall be in accordance with the specified MUTCD, EM 7100-15, or ODOT code for each sign as identified in the sign work list. Reference the MUTCD and the EM 7100-15 as applicable.

2. Provide complete signs free from marks, blemishes, or damage of any kind that may result in noticeable defects on any of the surfaces of the finished product. If not specifically defined herein, the Contracting Officer may pre-approve repair and/or method of defect repair.

B. Substrate fabrication

1. Sign panels shall be cut from the specified substrate material that is flat and free of warp or any defects that interrupt smooth continuity of the panel surface. All panels shall be prepared precisely as described in writing by the substrate and sheeting manufacturers. All sign panels shall be cut from a single piece of substrate material without joints.

2. Perform shearing, cutting, and punching before preparing the blanks for application of reflective material. Remove burrs and other defects resulting from fabrication.

3. Mounting holes shall be drilled to the extent possible prior to application of sheeting materials.

4. Clean, degrease, and chromate the blanks or otherwise properly prepare the panels according to methods recommended by the sheeting manufacturer.

C. Sheeting application

1. All sheeting shall be applied precisely as prescribed in writing by the manufacturer of the material being used.

2. The entire face of the sign panel shall be covered with one unspliced sheet;

however, splicing is permissible where the substrate panel exceeds 48 inches in vertical dimension. Only horizontal splicing shall be used. Materials shall be color matched by use of sheeting from the same factory lot number and manufacturing date, and the splice shall not coincide with any legend. The lower sheet shall be applied first and the top sheet shall overlap the bottom by a minimum of ½”.

D. Letters, numerals, arrows, symbols, and border

1. Form letters, numerals, arrows, symbols, border, and other items to provide a continuous stroke width with smooth edges. Make the surface flat and free of warp, blisters, wrinkles, burrs, and splinters. Conform to the following process:

a. Type L-3 (direct applied characters). The letters, numerals, arrows, symbols, border, and other features of the sign message shall be cut from type and color of the retroreflective sheeting specified in the MUTCD or as shown on the sign work list. Apply all symbols to the sign background’s retroreflective sheeting according to the retroreflective sheeting manufacturer’s instructions.

E. Trimming and edge finishing

1. After all sheeting, legends, borders, and symbols have been applied to the substrate; all excess material shall be trimmed flush with the edge of the sign panel.

F. Sign fabrication tolerances

1. Dimension of the sign panel shall be as shown in sign work list with a tolerance of ± 1/4”.

2. Legend, numerals, and symbols shall be horizontally aligned to a tolerance of

± 1/16”.

3. Spacing between lines shall not exceed a tolerance of ± 1/16”.

3.04 LOCATION OF UTILITES

A. Contractor shall be responsible for the location and preservation of all above and below grade utilities. Coordinate locates as necessary with the Oregon Utility Notification Center 1-800-332-2344.

3.05 CLEARING OF VEGETATION

A. Prior to installation of sign or sign post, clear vegetation in a 5’ radius around sign support post or posts from 6” above ground level to a height of 2’ above the top of sign. Stumps shall be cut to no more than 6” above grade. Trees with a DBH of 6” or greater shall be left in place. Tim branches of remaining trees on all sides to the specified height.

B. Removed vegetation shall be uniformly scattered on adjacent fill slope to reduce slash concentrations but not to limit shoulder width, turnout width, or site distance at curves and intersections. Alternate disposal areas may be identified in the field by the CO.

3.06 SIGN REMOVAL

A. Existing sign panels shall be removed under one or more of the following conditions:

1. Sign has been identified in the sign work list for removal with no replacement.

2. Sign has been identified in the sign work list for removal and replacement.

3. Where CO has given written direction for the removal of an additional sign based on reported data.

3.07 POST REMOVAL

A. Existing posts shall be removed under one or more of the following conditions:

1. Post has been identified for removal in the sign work list with no replacement.

2. Post has been identified in the sign work list for removal and replacement.

3. Where sign that is identified for replacement in the sign work list is mounted to an existing post or posts that meets one or more of the following criteria (note it is anticipated that approximately 30% of all existing posts will fall into this category):

a. Existing post has been damaged and has completely severed, bent, or damaged to a point that sign assembly is unstable.

b. Existing post has deteriorated to a point where 20% or more of the cross section is compromised.

c. Existing post does not allow correct sign mounting height as is present for many off highway vehicle signs in the High Cascades Ranger District.

4. Where the CO has given written direction for the removal on an additional post based on reported data.

B. All posts meeting one or more of the four criteria listed above shall be removed, including below grade portion to a minimum depth of 12 inches. Note it is anticipated that the majority of existing posts to be removed are set in natural soil, where concrete is present, remove and dispose to a minimum depth of 12 inches.

C. Where post is removed and not replaced, surrounding soils shall be utilized to fill post hole, re-compact in minimum 12” lifts and shape to avoid concentration of water.

3.08 POST INSTALLATION

A. New post shall be installed under one or more of the following conditions:

1. Post has been identified in the sign work list for replacement.

2. Where sign has been identified in the sign work list for replacement but no sign or post is present.

3. Where sign that is identified for replacement in the sign work list is mounted to a post or posts that meets one or more of the criteria for replacement listed in section 3.07-A-3 above.

4. Post has been identified in the sign work list for installation for the support of a new sign.

5. Where the CO has given written direction for the installation of an additional post based on reported data.

B. Steel posts shall be installed at all single post signs and wood posts shall be installed at all double post signs. Substitution of wood for steel and steel for wood may be approved by the CO on a case by case basis.

C. Post location, height, depth, and orientation shall be in conformance with chapter 3C of EM 7100-15 and the Sign Installation Guide 6E62H99.

D. Posts shall be set to allow for minimum lateral and height dimensions as shown in chapter 3C of EM 7100-15 and the Sign Installation Guide 6E62H99.

E. Steel posts shall be driven into the ground to a minimum depth of 3 feet but not to exceed 3.5 feet.

F. Wood posts shall be buried into firm ground to a minimum depth of 3 feet by excavating a minimum 8” diameter hole and compacting material around post by tamping in minimum 8” lifts. See chapter 3C of EM 7100-15 for post spacing at a double post application.

3.09 SIGN INSTALLATION

A. New sign shall be installed under one or more of the following conditions:

1. Sign has been identified in the sign work list for removal and replacement.

2. Where sign has been identified in the sign work list for replacement but no sign is present.

3. New sign has been identified in the sign work list for installation.

4. Where the CO has given written direction for the installation of an additional sign based on reported data.

B. Signs on existing and new posts shall be set to the height and spacing as shown in chapter 3C of EM 7100-15 and the Sign Installation Guide 6E62H99.

C. Holes, when required, shall be drilled at the locations and to the sizes shown on the

Drawings. All holes shall be deburred such that all burrs and sharp edges are removed. Note mounting holes shall be drilled to the extent possible during the fabrication process as described in section 3.02-B.

D. Bolting

1. Install two bolts per sign per post, one in the upper portion of the sign and one in the lower portion of the sign; see EM 7100-15 for bolting locations.

Utilize pre-drilled holes in steel post and pre-drill wood post to no more than a 1/16’” larger than the bolt to be used. Drilling of wood posts shall be performed to insure a horizontal hole that is kept within the middle third of the post width.

2. Install nylon or neoprene washer at sign face to prevent damage and galvanized steel washer at back of post.

3. Tighten till vandal nut severs in accordance with manufacturer’s recommendations. Avoid damage or warping of sign panel by not attempting to over tighten bolt.

4. Bolts shall be furnished to avoid excess length at backside of post; field trimming of bolts will not be permitted.

E. Installation date and vandal warning decals

1. At the time of installation, all signs shall have installation date and vandal warning decals attached.

2. Prior to installation insure sign panel is clean to allow proper adhesion.

3. Apply installation date decal on the backside of each sign as shown on EM

7100-15, figure 3C-22. Prior to installation, punch appropriate month and year.

3.10 REINSTALLATION OF NON-CONTRACT SIGNS

A. A small number of non-regulatory and non-warning signs (less than 40 total) are currently mounted to posts that also support regulatory and warning signs to be replaced. Where this condition exists, the contractor shall be required to also re-install these signs (including hardware as required) as new posts associated with contract signs are installed.

3.11 FIELD REPORTING

A. Contractor shall keep detailed reports of all removal and installation work, in addition to additional regulatory and warning signs found on each road.

B. Contractor shall utilize attached worksheet as described in the following sections, or submit alternate form for approval prior to commencing work.

C. A project specific reporting worksheet has been prepared for each road within the contract area, see attached. As work progresses on each road use attached reporting worksheet to verify each sign or post removed and or installed (columns 1 - 9).

Use additional blank rows (columns 10-14) to identify any additional regulatory and warning (do not include non-warning or non-regulatory signs) signs that have not been identified on the sign work list. Find the following explanation for each column:

1. Column 1: Mile post has been filled in based on sign work list.

2. Column 2: MUTCD, EM, ODOT, or special standard sign code has been filled in based on sign work list.

3. Column 3: Record actual latitude and longitude location as determined by contractor supplied GPS unit.

4. Column 4: Item description has been filled in based on sign work list.

5. Column 5: Indicate yes or no for post(s) removed, indicate quantity of post(s) removed and sum quantity at base of column.

6. Column 6: Indicate yes or no for post(s) installed, indicate quantity of post(s) installed and sum quantity at base of column.

7. Column 7: Indicate yes or no for sign(s) removed, indicate quantity of sign(s) removed and sum quantity at base of column.

8. Column 8: Indicate yes or no for sign(s) installed, indicate quantity of sign(s) installed and sum quantity at base of column.

9. Column 9: Indicate left, right, or both for location of work item(s)

10. Column 10: Indicate mile post for additional sign found.

11. Column 11: Indicate assumed MUTCD, EM, ODOT, or special sign code for additional sign found

12. Column 12: Record actual latitude and longitude location for each additional sign found as determined by contractor supplied GPS unit.

13. Column 13: Provide general description of sign(s) found including, condition of and number of posts, etc.

14. Column 14: Indicate photo number. Photo printout shall be provided and shall be clearly labeled with photo number, road number, and milepost (photo will only be required for additional regulatory and warning signs found and not identified on sign work list). It is suggested that photo number be formatted to include the road number. For example the first photo on road 3300000 would be 3300000-1.

D. Contractor shall date each form on the day it is completed.

1. Contractor shall submit completed reporting worksheet (including photos as applicable) to CO within 14 days of completion of work identified on the sign work list for each road.

3.12 ADDITIONAL REMOVAL AND INSTALLATION NOT IDENTIFIED ON WORK

LIST

A. Upon receipt and review of reporting worksheet for each road, Contracting Officer will respond to the contractor in writing for any additional removal or installation items to be awarded under Option 2, Additional items.

B. No additional removal or installation work beyond what has been identified in the sign work list shall proceed without written approval by the CO.

3.13 POST AND HARDWARE DISPOSAL

A. Sign posts and associated hardware scheduled for removal shall become the property of the contractor and shall be handled and disposed of off Government land in accordance with all applicable laws and regulations.

3.14 SIGN DISPOSAL

A. Existing signs that are identified for removal shall be disposed of as follows:

1. When signs are to be disposed, destroy them so they are no longer usable as a sign and remove all government identification.

2. Aluminum signs shall be cut, rolled, or bent and taken to a recycling center.

Provide documentation for disposal of all aluminum signs.

4. PART 4 - MEASUREMENT AND PAYMENT

4.01 METHOD OF MEASUREMENT

A. General

1. The schedule of items is an estimate of quantities and payment will only be made for actual signs and posts removed or installed. All other work including but not limited to furnishing materials, clearing, disposal, etc. shall be incidental to each item.
