To furnish all labor and material necessary for the installation, connection, testing and adjustment of all HVAC systems designed by this contract and delivered to the Government as a complete installation in all respects ready for use.

The Work shall be conducted in four phases.

Phasing Phase One: Site investigation, design, and cost estimate of the mechanical, electrical and structural retrofit for the building.

Phase Two: Demolition of Existing Systems and Construction of the design generated during phase two.

Phase Three: Startup, As-built drawings, operation and maintenance manuals, final review and acceptance by the Forest Service. Training of Forest Service personnel.

Phase Four: Short and long term maintenance operations.

SCOPE OF SERVICE

Design a retrofit for the existing HVAC systems at project site and furnish all labor and material necessary to remove and replace to provide a modern, energy efficient design, that meets current codes.

Engineering Drawings and Reports Provide detailed stamped engineering drawings for the removal and replacement of HVAC systems at the specified locations (see section 1.5 LOCATIONS) Provide a report to the Contracting Officer of required materials and labor to replace HVAC system at each project site. Report shall include the following:

A cost estimating spreadsheet with all costs necessary to furnish labor and materials necessary for the installation, connection, testing and adjustment of HVAC system and components designed and delivered by this contract. The report shall break down material and labor costs of required work items per site.

Contractor's cost estimating spreadsheet shall include removal and disposal of any existing equipment, recovery and disposal of existing refrigerant in accordance with local, state, and Federal regulations, all equipment, accessories, refrigerant, and startup services necessary to place the equipment in full operating condition.

Include cost, in project estimate, for cleaning any ductwork and equipment designated to be preserved.

The Forest Service will consider all findings and recommendations in the State Electrical Inspector’s report to be binding on the Contractor.

Building Permits and Inspections by Local Jurisdictions Federal law exempts the government and contractors from obtaining building permits. Chapter 40 United States Code Section 3312 states: “The Government and its contractors shall not be required to pay any amount for any action a State or a political subdivision of a State takes to carry out this section, including reviewing plans, carrying out on-site inspections, issuing building permits, and making recommendations.” In addition, “An action may not be brought against the Federal Government and a fine or penalty may not be imposed against the Government for failure to meet the requirements of subsection (b), (c), or (d) or for failure to carry out any recommendation under subsection (e).

[PL 107–217 of August 21, 2002] states that the Government and its contractors shall not be required to pay any amount for any action a State or a political subdivision of a State would customarily impose for reviewing plans, carrying out on-site inspections, issuing building permits, and making recommendations for projects located on federal installations [including all federal lands]. State Contractor Licenses will not be jeopardized by not participating in the local jurisdiction’s permit system.

Exemption validated by the State Attorney General, Oregon Department of Justice.

The federal agency, on request, shall submit the building plans, in a timely manner, to local officials for review by the officials for a reasonable period of time, not exceeding 30 days; and shall permit inspection by the officials during construction or alteration of the building, in accordance with the customary schedule of inspections for construction or alteration of buildings in the locality, if the officials provide to the Federal Agency a copy of the schedule before construction of the building is begun; and reasonable notice of their intention to conduct any inspection is given before conducting the inspection.

Inspection reports and findings generated by the local jurisdiction (with the exception on the State Electrical Inspector, see 7.4B.2 above) are considered advisory and are not binding on the Government. The Government may direct the Contractor to repair deficiencies discovered by local jurisdictions, without additional compensation.

The federal agency may consult with appropriate officials of the State or political subdivision of a State, or both, in which the building will be located.

PROJECT RECORD DOCUMENTS

Content: Types of items requiring marking include, but are not limited to, the following:

Dimensional changes to Drawings.

Revisions to details shown on Drawings.

Locations and depths of underground utilities.

Revisions to routing of piping and conduits.

Revisions to electrical circuitry.

Actual equipment locations.

Duct size and routing.

Locations of concealed internal utilities.

Changes made by Change Order or Construction Change Directive.

Changes made following Engineer’s written orders.

Details not on the original Contract Drawings.
