Directions: Carefully read through the scenarios and answer all questions as completely as practical listed under each sub-item. Provide short concise answers sufficient to demonstrate expertise for each question listed below all sub-items. The following tasks/sub-items are readily available commercial services commonly performed by contractors for Government agencies. Include additional ideas if you feel the task/sub-item can be better performed by another means. Provide sufficient detail to allow proper evaluation of your approach to a specific task.

Scenarios for Item 2: Plant Material Collection/Inventory/Mapping

Seed Collection/Inventory/Mapping/Cleaning: Collect and deliver to the Forest the following rough cleaned weights in pounds of native grass, and forb seed: Idaho fescue (Festuca idahoensis) 10.0 lbs; mountain brome (Bromus carinatus) 15.0 lbs; blue wildrye (Elymus glaucus) 15.0 lbs; bluebunch wheatgrass (Psuedoroegenaria spicata s. spicata) 15.0 lbs; Oregon sunshine (Eriophyllum lanatum) 5.0 lbs; and common yarrow (Achillea millifolium) 5.0 lbs.

(www.plants.usda.gov.com). This is a two year task order with final deliverables due by

September 15, 2019. The Forest is also requesting inventory and mapping information for each of the target species. Provide copies of locations and collection sites on 7.5° topographic maps.

Provide GPS data for each site including elevation and UTM coordinates. Rough cleaned for this example means that 10% or less by visual inspection for each species collected would be non-seed, comprised of stems, pedicels, chaff, flower parts, etc.

Describe how appropriate phenologies will be tracked to insure proper seed collection ripeness.

Describe seed collection and cleaning techniques for target grass and forb species.

Provide a quality assurance plan for identification, collection, handling, and storage prior to delivery.

Describe how you propose to limit contamination during field collection of non-target species.

Briefly describe your plan, equipment and personnel used to inventory (locate) collection sites and to map them.

Provide a pricing proposal ($/pound) for the species and quantities of seed to be delivered under this scenario.

Vegetative Collection/Inventory/Mapping: Collect and deliver to the Forest the following cuttings: snowberry (Symphoricarpos albus) 3,000 hardwood cuttings 15-25 cm long; Pacific willow (Salix lucida s. lasiandra) 2,500 hardwood cuttings from 1-3 year old wood, with 1-2 cm diameters, and 30 to 70 cm in length; and oceanspray (Holodiscus discolor) 2,000 softwood cuttings. This is a one year task order with final deliverables due by December 15, 2018.

Provide a quality assurance plan for identification, collection, handling and storage prior to and during delivery.

Describe how you would stage the collection and delivery of plant materials to the

Forest to optimize cutting vigor and successful propagation.

Describe what steps and options you would take to insure that sufficient plant materials are collected to meet contract requirements.

Describe a pre-work “tail-gate” safety meeting prior to beginning the day’s work.

Describe your strategy for protecting softwood cuttings. During cutting, storage, and transport.

Describe personal protection equipment (PPE) standard for each worker.

Describe an evacuation plan for an injured worker.

Describe the plan of action to ensure that sufficient inventory of target species is located, and the mapping process provides accurate location documentation.

Provide a pricing proposal ($/cutting) for the species and quantities to be delivered under this scenario.

Scenarios for Item 3- Native Grass and Forb Seed and Straw Production

Native grass and forb seed production:Increase and deliver to the Forest the following cleaned weights in pounds of native grass, and forb seed by September 15, 2019. The initial seed to be provided by the Government. This is a two year task order. Idaho fescue (Festuca idahoensis)

150.0 lbs; mountain brome (Bromus carinatus) 300.0 lbs; blue wildrye (Elymus glaucus) 250.0 lbs; bluebunch wheatgrass (Psuedoroegenaria spicata s. spicata) 150.0 lbs; Oregon sunshine

(Eriophyllum lanatum) 75.0 lbs; and common yarrow (Achillea millifolium) 75.0 lbs.

Briefly describe your plan, equipment and personnel used to produce the requested quantities of the target species.

Describe how you propose to limit contamination from cross-pollinating species and during field grow out of non-target species

Describe how you propose to meet or exceed minimum standards for restricted weed seed and other non-target species.

Describe seed cleaning techniques for target grass and forb species.

Provide a quality assurance plan for seed handling, and storage prior to delivery.

Provide a pricing proposal ($/pound) for the species and quantities of seed to be delivered under this scenario.

Straw production: Produce and deliver 15 tons of weed-free straw.

Describe monitoring and treatment of disease and pests protocols and practices.

Describe what weed prevention strategies will be implemented.

Briefly describe your plan, equipment, and personnel used to produce, bale, and deliver the straw.

Provide a pricing proposal ($/ton) for the quantities to be delivered under this scenario

Scenario for Item 4 - Plant Propagation

Container Propagation: Produce D-10 containerized plants (www.stuewe.com) from cuttings and seed (Government furnished, delivered no later than October 1, 2018) in the following numbers and suitable for a dormant late fall planting in 2020. Snowberry (Symphoricarpos albus) 3500 from cuttings; oceanspray (Holodiscus discolor) 3500 from seed; and mountain ash

(Sorbus scopulina) 3000 from seed. Contractor will be responsible for delivery and unloading.

Describe your seed stratification plan and facilities for oceanspray and mountain ash.

Describe how you will care for snowberry cuttings prior to sticking.

Provide a contingency plan specifically dealing with over-wintering nursery container stock in the event that planting is postponed until the spring of 2021.

Briefly describe your irrigation, fertigation, and pesticide regime for these species, list any specialized equipment.

Describe how you would harden-off, package, transport and handle plant materials for the above example.

Provide a pricing proposal ($/plant) for the species and quantities to be delivered under this scenario
