1 Mirror Lake Trailhead Relocation

STATEMENT OF WORK

Mirror Lake Trailhead Relocation

17-IA-11062754-029

Mt. Hood National Forest

Clackamas County, Oregon

1. Introduction

The contractor shall perform restoration work at several cut/fill slopes, newly developed parking lot and plaza, and trail sides on Forest System Lands within the Mt. Hood

National Forest. The work shall assist the U.S. Forest Service, Federal Highway

Administration- Western Federal Lands Highway Division, and Oregon Department of

Transportation to meet common native revegetation goals.

2. Background

Mirror Lake Trail is located less than sixty miles east of Portland on the Zigzag Ranger

District of the Mt. Hood National Forest. The trail is an out-and-back hike that is just over one mile, one way. Hikers experience about 70 feet in elevation gain, and the trail is fairly wide and easy to navigate. Due to these attributes, and the picturesque views and glacial cirque lake that await the willing, Mirror Lake Trail is very heavily used.

The current trailhead is a simple pullout, lacking facilities, on the south side of U.S.

Highway 26. Parking is often haphazard, with overflow parking spilling onto the shoulders of Highway 26 and user defined-pullouts. Users often have to slow to turning speed within the travel lane of the busy highway, or back out into highway traffic when leaving the parking lot.

In an effort to increase safety and ease congestion, a new parking lot is planned. New facilities will include interpretive signs, vault restrooms, a picnic area, new trailhead, and a new trail to connect with the existing trail- up slope from the current parking pullout. In addition to the new trailhead parking facility, 33 new parking stalls will be created in the

Mt. Hood Skibowl parking lot. Additionally, improvements to Highway 26 will be made to create proper alignment between Glacier View Road and the entrance to the Mirror

Lake Trailhead/Mt. Hood Skibowl parking lots.

3. Location of work

The project area is located in Clackamas County, Oregon between Mile Posts 52 and 53 of U. S. Highway 26. The project is located in Township 3 South, Range 8 East, in the northeast corner of the northeast quadrant of Section 23 and northwest corner of the northwest quadrant of Section 24. Elevation of the project area ranges from about 3,400 to 3,650 feet.

The new parking lot, parking plaza, and trailhead will be situated on the western edge of the existing Mt. Hood Skibowl parking lot. Once the new access point is established, the old Mirror Lake Trailhead parking lot will be decommissioned. Please refer to Figure 1.

In addition to the old trailhead, new parking lot and plaza, and the trail and staging areas, a spoils area called Laurel Pit will be utilized. Laurel Pit is an established Oregon

Department of Transportation spoils area that lies on Forest System Lands. It is downslope and to the west of the project area, on the south side of U. S. Highway 26.

The pit is accessed by a dirt road directly across from East Kiwanis Camp Road (Figure

2).

4. Scheduled site visit

A site visit is scheduled for Tuesday, June 27th

10:00am – 1:00pm

Meet at the west end of Mt. Hood Skibowl parking lot (Highway 26, just west of

Government Camp on the south side of the highway)

We’ll walk the new trail alignment, discuss the new parking plaza, visit the existing parking lot to be decommissioned, and visit the Laurel Pit storage site

(location of July 2017 weed work)

The slope and terrain is fairly mild, no stream crossings are planned. I haven’t noticed poison oak or any other hazards folks need to be aware of. Wear sturdy shoes and dress appropriately for the weather.

If you plan on attending the site visit, please RSVP to Lynda Moore by phone at

541-588-2695 or email lyndamoore@fs.fed.us by Friday, 6/23/2017

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

5. Description of Work and Standards

Item 1. Mobilization (base year)

Transport necessary equipment and personnel to project area in order to complete tasks.

Staging areas, if needed, will be negotiated between the Contractor and the COR prior to the start work date.

Item 2. Weed control- Laurel Pit (base year)

Treat approximately 0.75 acre of Laurel Pit for all Oregon State listed Noxious weeds using only those herbicides approved by Mt. Hood National Forest (see Appendix XX).

Of particular interest in this location is the population of Scotch broom (Cytisus scoparius). Prior to the FHWA contractor utilizing the site, this contract will provide for the lifting and burying of Scotch broom stems greater than three feet in length. Stems less than three feet long can be treated and left standing. Burial will occur onsite, at an area designated by the COR.

Item 3. Minor earth work- Laurel Pit (base year)
