1. SECTION 1 – GENERAL ITEMS

1.01 GENERAL REQUIREMENTS

A. This Statement of Work defines the requirements for the design of replacements for the hot water and steam heating systems in Timberline Lodge and the Wy’East Day Lodge at the Timberline Lodge Complex, Mt. Hood National Forest, Oregon.

B. The scope of work will consist of, but is not limited to, all aspects of site investigation services and professional services. Work includes: performing site investigations, writing engineering reports, system efficiency analysis, alternative analysis, system calculations, boiler and piping system design, creating working drawings, architectural and structural design, mechanical and electrical design, and providing contract packages with drawings, specifications and cost estimates.

C. The scope of work includes 3 inspection visits of the work during construction and reporting findings to the Government. All other project management will be conducted by the Government.

D. The design will be in compliance with all the scope of work, pertinent governing codes, energy efficient, and within budgetary limitations.

E. The information contained within this document is not all inclusive and shall not be substituted for good engineering practices. It is the responsibility of the designers to check, verify and include architectural, civil, electrical and mechanical data for all elements of the design, and determine project needs in conformance with applicable Codes and standards.

F. Compliance Requirements:

1. All designs shall comply with state and local building codes, national standards, and federal design requirements. The A/E is responsible for identifying all permits that will be required, and ensuring the construction documents comply with those requirements.

2. The Contractor will prepare the permit applications and make submissions to the agencies, except where a supplemental agreement between the Government and one or more entities associated with this project is enacted. The Contractor will pay all fees directly to the permitting agency.

3. It is the responsibility of the A/E Contractor to identify prospectus items that, if incorporated into the design, will result in code violations. Submittals found to include engineering errors and/or code violations will be rejected by the Government. The A/E firm shall bear the expense of efforts required to correct code violations or design deficiencies.

1.02 PROJECT BACKGROUND

A. Timberline Lodge is a National Historic Landmark located on Mt. Hood, Oregon. It has served as a ski lodge and mountain retreat since 1937 and today sees approximately 2 million visitors each year. The Lodge is located at timberline (6,000 feet) and therefore experiences extreme weather variations. Much of the steam piping is original to the building. The existing boilers are approximately 50 years old. The system in Timberline Lodge has exceeded its service life and must be upgraded and replaced. The Wy-East Day Lodge was constructed in the early 80’s and the hot water boiler system is the original system and is nearing the end of its design life. The intent is to produce a phased design that can be used to update the complete heating and hot water producing systems of both Timberline Lodge and Wy’East Day Lodge over multiple funding

May 2014 Timberline Boiler System Replacement Page 3 of 15 cycles. These designs will need to minimize the impacts to the operations of the two lodges as they will remain in business during construction.

1.03 PROJECT LOCATION

A. The project site is located on Mt. Hood approximately 6 miles north of Government Camp, Oregon, off State Highway 26.

1.04 AVAILABLE CONSTRUCTION FUNDING

A. The funding available for constructing this project is unknown. The Construction Design and

Estimate will enable the Forest Service to budget for the project in upcoming fiscal years. It is anticipated that the construction costs will not exceed $3,000,000 for this project. It is expected that the designer will develop a system that will adequately meet the needs of the Forest Service with industry standard components and service life without exceeding reasonable cost standards.

1.05 GOVERNMENT RIGHTS

A. All physical and intellectual property submitted to the Government including drawings, documents, samples, software, reports and specifications, in physical or electronic format, becomes the property of the Government upon receipt, and the Government shall have the right to alter, use and reuse these items in the future, as it sees fit, without further compensation to the entity that created them. The A/E firm named in this agreement and its affiliates’, contractors, subcontractors and associates right, title and interest in the Intellectual and Physical Property is passed to the Government at the time the Government accepts the submittal and pays the invoice associated with the portions of the work covered by the submittal. The A/E Contractor, for a period of three years after completion of the project, agrees to furnish the original or copies of all such works on the request of the Contracting Officer.

B. The A/E liability for suitability of drawings, specifications, and other works developed under this contract is limited to the Scope of Work and project goals related to this contract.
