The final lift shall be free of sticks, debris and rocks greater than ¾ inch to prevent damage to the GCL. Work includes preparing, grading, and rolling the upper lift of compacted waste to match the lines and grades specified on the drawings so that the surface is ready for placement of the GCL. No material containing geogrids or geofabrics may be placed in the final lift.

4.2 Excavate Tailings Impacted Topsoil Adjacent to Creek in T4 Area

Section 204, Excavation, Embankment, & Haul (Subsection 204.01)

The Contractor shall excavate tailings impacted topsoil adjacent to the creek in the T4 area, as shown on the

Drawings. Areas where soil is to be removed will be staked by the CO. Soil removed adjacent to the creek during this excavation shall be loaded into trucks, hauled, and placed in the repository. The Contractor shall begin the excavation of topsoil 1 to 2 feet away from the bank, leaving the stream bank intact or shall place a coconut fiber log such that it will form the bank after reconstruction as well as form a barrier protecting the creek during construction.

Areas where cut banks occur shall require a coconut fiber log. The coconut fiber logs shall be sized and staked as shown on the drawings. Silt fence may be required at the cut bank locations to prevent excavated material from entering the creek. An estimated 120 feet of creek bank may need coconut fiber log reinforcement prior to tailings excavation and floodplain shaping. Live alders within the floodplain shall remain in place. The CO shall flag all alders that are to remain.

4.3 Place and Grade Backfill

Section 204, Excavation and Embankment (Subsection 204.06)

In conjunction with the removal of tailings and construction of the new reconstructed channel within T3, the

Contractor shall backfill the old stream channel in Tailings Area 3 to the grades shown on the Drawings after the new channel becomes operational. Backfill shall be smooth, uniform and shaped to the typical sections shown on the drawings. Contractor shall obtain material for the backfill first from surplus excavation remaining from excavation of the new channel in Tailings Area 3. If additional backfill is needed to reach the grades shown on the

Drawings, the Contractor shall obtain excess material from the repository stockpile not needed for repository construction. Any material excavated from the repository may be used as backfill, including boulders. Decomposed granite and boulders shall be placed at depth. The final 1.5 feet of backfill shall be sandy silt material.

5.1 Reconstruct Stream Channel in the T3 Area

The stream channel and structure locations shall be staked by the CO after excavation of tailings. The Contractor shall excavate topsoil in the area of the staked channel and stockpile the soil at a location determined by the

Contractor and CO.

After topsoil removal, the floodplain shall be excavated to its approximate finished grade with allowance for the placement of topsoil. The stream channel shall be excavated to one foot below the approximate finished grade of the stream as shown on the Drawings. Excavation shall be accomplished so that the final stream grade can be completed by the addition of the stream channel substrate.

Appropriate substrate shall be placed in the excavated stream channel to the final grade as shown on the drawings.

Stream water shall be introduced into the newly reconstructed channel in a controlled manner to avoid the introduction of sediment into the stream system below the reconstruction of the stream channel.

As part of this bid item, the Contractor shall excavate trenches for placement of the boulder drop structures.

Section 204, Excavation and Embankment (Subsection 204.16 (g))

Measurement of this item will consist of counting the Actual Quantity of reconstructed channel as measured along the reconstructed channel centerline. No separate measurement or payment will be made for gravel, riprap, excavation, haul or incidentals necessary for this item.

5.2 Construct Boulder Drop Structures

Construct boulder drop structures as shown on the drawings. Locations of the structures shall be staked by the CO.

Substrates to be used shall be Type I and Type II stone.

Section 203, Excavation, Embankment & Haul (Subsection 204.16(i)

Measurement of this item will consist of counting the Actual Quantity of Boulder Drop Structures completed and approved. No separate measurement or payment will be made for gravel, excavation, haul or incidentals necessary for this item.

5.3 Provide and Install Coconut Fiber Logs

Section 157, Soil Erosion Control (Subsection 157.01)

Coconut fiber logs shall be installed along the edge of the reconstructed stream channel as shown on the drawings.

Coconut fiber logs shall be 8-inches in diameter. Coconut fiber logs shall be staked using wooden stakes 2 x 4 x 30 inches tapering to a point and attached to the stakes according to manufacturer’s recommendations. Stakes shall be placed every 2 feet on the stream side of the log and every 8 feet on the floodplain side.

5.4 Regrade Tailings Removal Area
