US FOREST SERVICE, REGION 1
IDIQ-A/E CONTRACT
SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
CIVIL / STRUCTURAL / WATER / WASTEWATER DESIGN IDIQ
PROJECT DESCRIPTION / SCOPE OF WORK / SPECIFICATIONS
GENERAL REQUIREMENTS
C-1 Intent and Objective
The intent and objective of this contract is to obtain civil, structural, water and wastewater design services for the Forest Service transportation systems and recreation and administration sites. Typical projects requiring design services include a variety of inspection, maintenance, repair, rehabilitation, decommissioning, construction, or reconstruction work for roads, bridges, aquatic passage structures and related stream channel work, culverts, bottomless arches, retaining walls, trail bridges, snowshed, haysheds, picnic shelters, campgrounds, recreation and administrative site water distribution systems, and storm water or wastewater systems. Subsidiary design services required to complete a task order such as geotechnical, hydraulic engineering services and minor mechanical/electrical design are included within this contract.
This contract may also include design services for minor facility maintenance or repairs associated with Forest Service office buildings, bunkhouses, and warehouses and other building structures. Design services for major construction or reconstruction of Forest
Service office buildings, bunkhouses, and warehouses and other building structures is not a part of this contract.
The contract will be for multiple task orders in which work requirements will vary and be site and project specific. Task orders under this contract may be issued for work by warranted Contracting Officers on any National Forest. However, the predominate amount of the work will be for the Northern Region with only occasional task orders outside the Northern Region and only with the contract Contracting Officer approval.
The typical design service task order would be for a project with an estimated construction cost of approximately $500,000 or less. However, design task orders for larger projects may be issued. Projects are typically on National Forest Lands. Project access can vary from easily accessible sites to sites in the wilderness where motorized use is restricted.
The contract shall be with an Architectural/Engineering (A/E) firm. Subcontractors performing specific design services shall be responsible to the prime A/E firm and design professional. The work shall be of high quality and contracted for at a reasonable price, and performed in an efficient manner with a minimum number of change orders. The contractor shall have the ability to:
Inspect, document and provide condition surveys for existing facilities.
IDIQ-A/E CONTRACT
Provide preliminary and final design engineering services.
Estimate the cost of the design and construction work.
Provide construction support and inspection services.
Manage a contract with multiple task orders concurrently on multiple forests.
C-2 Required Expertise
In order to meet the objectives of this contract, the required expertise and engineering experience include, but are not limited to:
Project Management.
Civil engineering.
Topographic Surveying.
Low volume roads engineering.
Low volume roads Best Management Practices for drainage.
Fluvial Geomorphic surveying, evaluation, and design.
River mechanics and hydraulics.
Structural engineering.
Sanitary engineering (water/wastewater).
Hydraulic Engineering.
Hydrology.
Environmental engineering.
Geotechnical engineering.
Landscape Architecture.
Construction Support Services and Testing
Construction expertise with respect to design with materials, methods and systems on typical Forest Service projects.
C-3 Locations
The primary area of work will be the Northern Region (Region 1) of the US Forest
Service, located in Idaho, Montana, North Dakota, and South Dakota. The following facilities, forests and grasslands are included:
Missoula Technology and Development Center (MTDC)
Bitterroot National Forest
Beaverhead-Deerlodge National Forest
Nez-Clearwater National Forest
Custer National Forest
Dakota Prairie National Grasslands
Flathead National Forest
Gallatin National Forest
Helena National Forest
Idaho Panhandle National Forest
Kootenai National Forest
Lewis and Clark National Forest

Occasionally, task orders may be outside the Northern Region with any Forest or
Grassland in the United States.
C-4 Task Orders
Services under this IDIQ contract will be provided on a task order basis. Task orders shall normally be issued bilaterally against this contract. The Contracting Office will issue a Description of Work stating the objectives and criteria for the work and ask the
A/E to prepare a price proposal. . The task order will normally be negotiated on a Firm
Fixed Price (FFP) basis; however as appropriate, task orders may be issued on a Time &
Materials basis (T&M). For T&M Task Orders, the Contracting Officer will issue a Task
Order stating the level of effort necessary to complete the work with a Not-To-Exceed cost. Subcontract, consultants, materials and equipment shall be billed and paid in accordance with FAR 52.232-7, “Payments Under Time and Material and Labor Hour
Contracts”.
To support the task order price proposal, the contractor shall include detailed breakdown of labor rates, hours, and other backup cost details.
Site visit/investigation task orders, as appropriate, may be initiated by the Government to familiarize the contractor with site conditions, issues, project scope of work, or project information exchange. The contractor will not be reimbursed for task order price proposal preparation nor for any costs associated with price negotiations.
The Government is under no obligation to issue any orders against this contract in excess of the minimum contract obligation. In the event funding levels significantly increase within the contract period, the Not-To-Exceed amount may be increased to a mutually negotiated amount.
Contracting Officers authorized to issue individual task orders may add any additional applicable clauses as required for specific task orders.
C-5 General Type Work Activities. The following is a list of typical work activities contemplated to be performed for a specific task order. This list is not all-inclusive.
Condition Inspection: Performance of inspections to evaluate the condition of the facility identifying corrective actions.
Contractor Quality Control (CQC): The contractor shall maintain a system to manage, control, and document its activities to comply with the contract requirements.
Site Visit: The contractor shall visit an installation or facility to obtain specific information pertaining to a task order.
Topographic Site Surveys: Site survey and mapping.
Fluvial Geomorphic Stream Survey and Evaluations.

Report preparation: Engineering reports and studies may be required.
Design Calculations: The contractor shall perform design analysis and calculations needed to prepare construction documents.
Plans and Specifications: The contractor shall prepare construction drawings, as-built plans, and specifications to complete the construction action.
Construction Support and Inspection Services: Construction support and inspection services may include submittal and shop drawing review and field quality control inspections and any other services requested in support of
Forest Service administration of construction contracts. .
Bridge Inspections in Conformance to National Bridge Inspection Standards:
Bridge inspections may include routine, fracture critical, underwater and scour evaluations.
Permits: Contractor may be asked to prepare and submit applications for permits needed for the work. This will be outlined in each task order.
Presentations and Meetings: The contractor shall conduct presentations and meetings as identified in each task order. These may include informational/project related presentations or meetings to the forest supervisors, forest engineers and various specialists, as well as public meetings to answer project related questions.
Expert Testimony for Litigation: As identified on individual task orders, the contractor shall provide Expert testimony as needed; however this is not a typical activity.
C-6 Contract Performance and Requirements.
The following performance and requirements shall be incorporated into each task order unless otherwise noted within a specific project task order.
Contractor’s Representatives. The contractor shall execute all work under the direction of a Project Manager/Design Professional who is acceptable to the
Contracting Officer for the type of work identified in each task order. The Project
Manager shall have adequate experience to oversee task accomplishment, administer all instructions, and answer all questions from the Contracting Officer or his/her designated representative pertaining to the specific requirements of each task order. Additionally, the Project Manager shall be responsible for complete coordination of all work under the task order. All work shall be accomplished with adequate internal controls and review procedures which will eliminate conflicts, errors and omissions and ensure the technical adequacy of all output.
The Project Manager will be identified, in writing, to the Contracting Officer, prior to commencement of work under each task order.
Subconsultants: The primary contractor (design professional) may use a number of subconsultants to complete various task orders.
Codes and Standards: The Contractor shall provide design in accordance with the
Description of Work for each task order. In general the following shall apply:

o Transportation Systems:
Design – AASHTO Specifications.
Construction –Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects and all associated Forest
Service special provisions.
o Sanitary (Water/Wastewater):
Design – Applicable State Standards.
Construction –Construction Specification Institute (CSI).
o Special Projects:
Design – International Building Code.
Construction – No typical standard identified.
All codes and specifications shall be the latest edition of applicable codes including interims.
Professional Certification: Registered professional engineers shall certify with their signature and stamp all items identified in the individual task orders. In general, all design calculations, drawings, reports, and inspections, , will require professional certification.
Construction Support and Inspections: Construction inspectors shall have the experience, training and skills needed to accomplish specific task order requirements.
Bridge Inspector Qualifications: Bridge inspectors shall have the training and qualifications outlined in the National Bridge Inspection Standards.
Sanitary (water/wastewater) system state/city/county submittals: The contractor shall provide submittals and coordinate with other agencies responsible for the review and approval of any designs and construction as directed in Task Order.
Documentation: The contractor shall implement, maintain, and control a system for identification, preparation, reproduction, distribution, and maintenance of all documentation, dates and information necessary for its internal management as well as Government management of the individual task orders.
Safety and Health Program: Site activities in conjunction with the tasks performed under this contract may pose safety hazards that require specialized expertise to effectively address and eliminate. The contractor shall be responsible for preparing and implementing an effective safety and health program. The
Safety and Health Program shall comply with all federal, state and local health and safety requirements, e.g. the Occupational Safety and Health Administration
(OSHA) requirements (29 CFR 1910 and 1926).
IDIQ-A/E CONTRACT
Quality Control Program: The contractor shall be responsible for preparing and implementing an effective quality control program. The contractor shall submit a generic quality control plan with proposal submission. The plan shall be capable of being adapted to the sites specified on subsequent task orders. A designated individual shall have direct responsibility for the overall quality control program.
Each task order shall have a designated individual responsible for quality control.
In accordance with the “FAR 52.246-4, INSPECTION OF SERVICES – FIXED
PRICE” Clause, the Contractor shall establish and maintain an inspection system acceptable to the Government, to assure the requirements of the contract are provided as specified. This system shall:
o Identify deficiencies in the quality of services performed throughout the entire scope of the contract and implement timely corrective action before the level of performance becomes unsatisfactory.
o Be implemented on the contract start date.
Insurance Requirements: Within 15 days after contract award, the contractor shall provide to the Procuring Contracting Officer certificates of insurance demonstrating that the insurance is adequate, valid, and current as outlined in
AGAR 452.228-71 – INSURANCE COVERAGE.
Government Quality Assurance (QA): For each task order the government will have a designated Contracting Officer (CO) and Contracting Officer
Representative (COR). The CO and COR will be responsible for executing the task order and ensuring the Government fulfills its responsibility to be certain that the contractor’s quality control is functioning and the specified services are realized. The Contracting Officer's Representative will assist the CO in assessing
Contractor performance. The government responsibilities for assessing contractor performance are included in the Government’s Quality Assurance Plan (QAP).
The QAP will not be included in the contract, but will be available to the
Contractor for information only.
