Questions and Answers 6/13/2014
Q1. The solicitation states that this is a “partial small business set-aside”. What does that mean?
A1. The Government may select up to five contractors for award from this solicitation. Three of the five contracts are guaranteed to be awarded to (set-aside for) small businesses. Two of the awards may be awarded to large businesses.
Q2. Can a small business have a subconsultant on their team that is not a small business based on the limit for NAICS code 541330?
A2. Yes. However, there are limitations on how much of the work on any given project may be done by the large business. The Federal Acquisition Regulation requires “At least 50% of the cost of performance incurred for personnel shall be expended for employees of the concern”.
Q3. If the small business is the prime, will they be required to complete 51% of the work?
A3. See answer to Q2 above.
Q4. I am writing to confirm that the solicitation referenced above is due, in SF330 format, on July 1, 2014. Recently there have been solicitations posted from other agencies that are only posted for review, and were not intended to be submitted upon.
A4. This advertisement is not for review only. Follow the directions in the advertisement and submit the information requested.
Q5. The solicitation refers to an attached “statement of work for more specifics concerning typical task orders for this contract.” I only see 2 files on the FedBizOpps site – the solicitation and answers to questions.
A5. The referenced statement of work has been posted to FBO as Amendment 0001.
Q6. The RFP specifies that consultants responses must include SF 330 parts I and II as well as responses to the five (5) evaluation criteria outlined. Should supporting responses to the five evaluation criteria be placed into the SF 330 Part I Section H “Additional Information” so that all portions of the proposal are contained in the 330 format, or are consultants allowed to respond to the evaluation criteria outside of the forms?
A6. The response to this advertisement from the prime contractor must contain all applicable information requested including information on consultants/subcontractors/team members.
Consultants may not submit separate information outside of the prime’s submittal.
Q7. Will surveying services (topographic and/or boundary) possibly be included in any of the potential task orders under this IDIQ?
A7. Contracts awarded in response to this advertisement will not include surveying/boundary services as stand-alone task orders. Those types of services are acquired under separate contracts.
Q8. I need clarification on page count for the solicitation. It states proposal should not exceed 40 double-sided pages, including the SF#330. Would that be a total of 80 pages front and back (40 sheets of paper) or 40 pages front and back (20 sheets of paper)?
A8. Submittals are limited to a total of 40 sheets of paper printed front and back.
Q9. Will this IDIQ contract include construction administration duties (i.e. bidding assistance, on-site inspection, testing)?
A9. The IDIQ at times includes construction support services; generally requests for information, shop drawing review, on-site inspection, design changes due to varying site conditions, etc.
Q10. The FBO Notice states that all documentation will be in an 8 X 11 format (I assume that’s 8 ½ X 11) but my question is: Can we utilize an 11 X 17 sheet folded to 8 ½ X 11?
A10. Yes the correct paper size is 8.5x11. You may use a folded 11x17 sheet of paper but it counts as 2 pages.
