Questions & Answers:
Q. Are there any road restrictions to the site?
A. No
Q. Are there any special permits required for the contractor to obtain?
A. No, the Government has completed all required permitting for the project.
Q. Are there utility lines at the site that may be affected by excavation?
A. There are utility lines at the project site. Page 3 of the drawings identifies that it is the contractor’s responsibility to notify the utility company prior to the start of work to have the location marked, line moved if necessary, and to protect the line from damage during construction.
Q. Are there any use taxes that may apply to this contract?
A. Under clause 52.236-7, Permits and Responsibilities, Contractors shall be responsible for complying with any Federal, State, and municipal laws, codes and regulations applicable to the performance of the work. Questions regarding any assessment of Use Taxes on Government Furnished Property should be directed to the Wyoming State Tax Commission at (307) 777-5200.
Q. It is understood that the bridge must be removed and disposed of off of National Forest lands. Does this include the existing abutments?
A. Abutments, if broken up to reasonable size approved by the COR, may be buried during construction, All wood material must be removed and disposed of off of National Forest lands.
Q. Is it reasonable to expect that large boulders may be encountered during excavation that may require blasting?
A. The borehole reports from the Geotechnical Study Completed on the site is included as an attachment to the amendment.
Q. 7 days for closure of the location may be aggressive. Is there possibility of granting longer than 7 days for the closure?
A. The Gros Ventre road can be closed for no more than 14 days.
Q. Will there be camping available for the contractor?
A. C-9 of the solicitation and any resulting contract is being changed to allow camping on site. Camping may be requested to the COR after contract award. Written authorization must be obtained by Jackson Ranger District ranger.
Q. Due to the location of the project, would it be possible to pump water from the river for construction purposes?
A. C-8.5 of the solicitaiton and any resulting contract is being changed to allow the contractor to utilize water from the
Gros Ventre River for construction purposes. Pumping water from Crystal Creek or the Gros Ventre River for construction purposes shall be allowed as long as the owner to the water rights grants permission. It is the contractors responsibility to obtain permission. Water used for concrete work shall be filtered and free of any debris.
Q. May discharge water be discharged back into the stream?
A. Water output from pumping operations should be routed through existing vegatation to the most extent possible. Prior to discharge back to a waterway, straw waddles should be staked in place to provide maximum filtration.
Q. Are there surveying points on the site now?
A. Yes, control points for the project are identified on Sheet 4 of the drawings.
Q. What extent will the Government provide surveying?
A. The Government will provide control points only. Surveying is the contractor’s responsibility during construction.
Q. Can concrete be poured on undisturbed surface during construction?
A. Yes.
Q. What is the scour depth of the site?
A. Scour depth elevation = 7010.0.
Q. Can water still be in excavation holes while placing concrete? Are drain rocks allowed?
A. There shall be no standing or flowing water in the excavations for footings and walls during the time that they are poured or within 24 hours of the pour. Pumping shall be required if water is present during this time, or other method to remove water that is proposed by the contractor and approved by the COR. Drain rock and sump system shall be allowed if necessary. Constractor shall refer to sheet 3 of Forest Service design plans for further guidance regarding dewatering of excavation.
Q. Will the Government allow borrow from the west side of the bridge in the cutbank?
A. Yes. If material is taken from this location, reseeding of the disturbed area will be required.
Q. What is the traditional peak flow of this creek?
A. There are no stream guages located in the Crystal Creek watershed. However, there is a stream guage for the Gros
Ventre watershed located near Kelly. Data from this stream guage can be interpolated to better understand flow conditions in the Crystal Creek drainage. Interpolation of data from one watershed to another is a very common practice in hydrology when data for a specific watershed does not exist. The flow data provided (See attached) indicates that low flow conditions are most likely anticipated during the months of September, October, and November.
Q. Are liquidated damages included in this contract?
A. No.
Q. There is a significant amount of vegetation that will be removed during excavation. The specifications state that vegetation must not leave the forest. How does the Government intend the contractor dispose of the removed vegetation?
A. Material borrow locations will be staked by the COR. After borrow occurs woody debris generated from clearing and grubbing the new road location can be compacted and buried in the borrow location.
Q. If the material from the Government pit is used for a borrow source, is the contractor required to reseed at the pit?
A. No, reseeding at the pit location will not be required.
