Section C - Description/Specifications/Statement of Work

GENERAL SPECIFICATIONS

1.1 SCOPE OF CONTRACT

A. This project includes: Video Projection Equipment Install

1. Installation of government provided retractable projector screen with actuator switch.

2. Installation of ceiling mounted projector box with power and connections including government provided projector.

3. Installation of equipment cabinet with power and connections.

4. Installation of ceiling mounted speakers and sound control module.

5. Relocation of VTC camera with connections.

6. Adjustments to ceiling grid as required.

7. Rewire lighting for multiple circuits.

8. Install additional power receptacles along walls.

9. Removal of wall mounted TV and shelf, patching of wall as needed. B.

Optional work that may be awarded includes:

1. Option #1: Wall Removal

a. Relocation or removal of power/data/fire services on wall.

b. Demolition and disposal of interior dividing wall.

c. Addition of ceiling mounted speakers.

d. Adjust lighting control.

e. Patch and paint wall.

f. Patch ceiling and carpet.

g. Rework HVAC system for room, change ductwork, adjust fan settings and relocate thermostat.

h. Wall in mailboxes and add storefront handle to door.

i. Install additional data ports in former small conference room.

2. Option #2: Retractable Curtain Wall Install

a. Create wall pocket in mailroom for retracted wall.

b. Install support structure.

c. Install curtain wall.

d. Adjust ceiling grid and above ceiling utilities as required.

e. Install wall mounted TV and VTC equipment.

3. Option #3: Paint and Carpet

a. Paint all walls and trim.

b. Install new carpet throughout, includes removal of existing carpet.

4. Option #4: Upstairs wall

a. Install full height wall finished both sides.

b. Relocate (3) existing lights and install light switch.

c. Install power and data on new wall.

d. Change office lighting to be independently switched.

C. Quantities associated with these options are identified in the Schedule of Items.

1.2 PROJECT LOCATION

A. The project is located at the Supervisors Office of the Humboldt-Toiyabe National Forest, 1200 Franklin Way, Sparks, Nevada.

1.3 SITE INFORMATION AND LIMITATIONS

A. The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items:

1. Building will be occupied during construction. Contractor responsible for limiting disturbance to daily operations, controlling noise, dust and debris.

2. Construction limited to normal business hours; Monday-Friday, 0800-1630.

Office closed on all Federal Holidays.

3. Utilities are available at the site for construction purposes.

4. Toilet facilities are available at the site.

1.4 WORK CAMPS, STAGING AND STORAGE AREAS

A. Areas for staging operations and storage of materials shall be approved by the CO. The Contractor must request in writing for approval from the CO to stage trailers (work) on site.

B. No overnight camping will be allowed on site.

1.5 INSPECTION OF WORKSITE

A. The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work, and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.

SECTION 011900 - MOBILIZATION

PART 1 - GENERAL

1.1 SUMMARY

A. This item is intended to compensate the Contractor for operations including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site; for payment of premiums for bonds and insurance for the project; and for any other work and operations which must be performed or costs that must be incurred incident to the initiation of meaningful work at the site and for which payment is not otherwise provided for under the contract.

1.2 MEASUREMENT AND PAYMENT

A. The measurement shall be lump sum for mobilization. Payment shall be as follows:

1. Bond premiums will be reimbursed after receipt of the evidence of payment.

2. 50% of the lump sum, not to exceed 5% of the original contract amount, will be paid following completion of 5% of the original contract amount not including mobilization and bond premiums.

3. Payment of the remaining portion of the lump sum, up to 10% of the original contract amount, will be paid following completion of 10% of the original contract amount not including mobilization and bond premiums.

4. Any portion of the lump sum in excess of 10% of the original contract amount will be paid after final acceptance.

5. Progress payments for mobilization and preparatory work shall be subject to retainage.

SECTION 013300 - SUBMITTAL PROCEDURES

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes administrative and procedural requirements for submitting Shop Drawings, Product Data, Samples, and other miscellaneous submittals. See Table 013300-1 for a summary of required submittals.

B. See other specification section within this package for additional requirements on submittal.

1.2 SUBMITTAL PROCEDURES

A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.

1. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.

a. The Contracting Officer (CO) reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.

B. Processing Time: Allow enough time for submittal review, including time for resubmittals, as follows. Time for review shall commence on CO's receipt of submittal.

1. Initial Review: Allow 14 days for initial review of each submittal. Allow additional time if processing must be delayed to permit coordination with subsequent submittals. CO will advise Contractor when a submittal being processed must be delayed for coordination.

2. If intermediate submittal is necessary, process it in same manner as initial submittal.

3. Allow 14 days for processing each re-submittal.

4. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing.

C. Identification: Place a permanent label or title block on each submittal for identification.

1. Indicate name of firm or entity that prepared each submittal on label or title block.

2. Provide a space on label or beside title block to record Contractor's review and approval markings and action taken by CO.

3. Include the following information on label for processing and recording action taken:

a. Project name.

b. Date.

c. Name and address of Contractor.

d. Name of manufacturer.

e. Unique identifier, including revision number.

f. Number and title of appropriate Specification Section.

g. Drawing number and detail references, as appropriate.

h. If more than one item is shown on submittal sheet, identify item.

D. Deviations: Highlight, encircle, or otherwise identify deviations from the Contract Documents on submittals.

E. Additional Copies: Unless additional copies are required for final submittal, and unless CO observes noncompliance with provisions of the Contract Documents, initial submittal may serve as final submittal.

F. Use for Construction: Use only final submittals with mark indicating action taken by CO in connection with construction.

1.3 MEASUREMENT AND PAYMENT

A. No separate measurement and/or payment will be made for this section. Payment shall be included with work shown in the schedule of items.

PART 2 - PRODUCTS

2.1 ACTION SUBMITTALS – (Submittals requiring CO approval)

A. General: Prepare and submit Action Submittals required by individual Specification Sections.

1. Number of Copies: Submit three copies of each submittal, unless otherwise indicated.

CO will return two copies. Mark up and retain one returned copy as a Project Record Document.

B. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.

1. If information must be specially prepared for submittal because standard printed data are not suitable for use, submit as Shop Drawings, not as Product Data.

2. Mark each copy of each submittal to show which products and options are applicable.

3. Include the following information, as applicable:

a. Manufacturer's written recommendations.

b. Manufacturer's product specifications.

c. Manufacturer's installation instructions.

d. Manufacturer's catalog cuts.

e. Wiring diagrams showing factory-installed wiring.

f. Compliance with recognized trade association standards.

g. Compliance with recognized testing agency standards.

C. Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data.

1. Preparation: Include the following information, as applicable:

a. Dimensions.

b. Identification of products.

c. Fabrication and installation drawings.

d. Roughing-in and setting diagrams.

e. Wiring diagrams showing field-installed wiring, including power, signal, and control wiring.

f. Notation of dimensions established by field measurement.

2. Wiring Diagrams: Differentiate between manufacturer-installed and field-installed wiring.

D. Contractor's Construction Schedule: The contractor shall submit a Construction Schedule, for approval by CO, in accordance with the contract provisions within 5 day of commencement of work.

E. Samples: Prepare physical units of materials or products, including the following:

1. Samples for Initial Selection: Submit manufacturer's color charts consisting of units or sections of units showing the full range of colors, textures, and patterns available.

2.2 INFORMATIONAL SUBMITTALS – (Submittals NOT requiring CO approval)

A. General: Prepare and submit Informational Submittals required by other Specification Sections.

1. Number of Copies: Submit one copy of each submittal, unless otherwise indicated.

CO will not return copies.

2. Certificates and Certifications: Certificates and certifications shall be signed by an officer or other individual authorized to sign documents on behalf of that entity.

3. Test and Inspection Reports: Comply with requirements in Section 014100 "Quality Control."

B. Material Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting test results of material for compliance with requirements.

C. Field Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting results of field tests performed either during installation of product or after product is installed in its final location, for compliance with requirements.

D. Maintenance Data: Prepare written and graphic instructions and procedures for operation and normal maintenance of products and equipment.

E. Manufacturer's Instructions: Prepare written or published information that documents manufacturer's recommendations, guidelines, and procedures for installing or operating a product or equipment. Include name of product and name, address, and telephone number of manufacturer.

PART 3 - EXECUTION

3.1 GENERAL

A. Review each submittal and check for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to CO.

B. Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Project name and location, submittal number, Specification Section title and number, name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.

C. CO will not review submittals that do not bear Contractor's approval stamp and will return them without action.

D. Submittals not required by the Contract Documents will not be reviewed and may be discarded.

E. Substitutions – Whenever materials, products, and equipment are listed by name or brand in the specifications and/or on the drawings, it is used as a measure of quality, utility, or standard. If the Contractor prefers to use any other brand or manufacturer of same quality, appearance and utility to that specified, he shall request substitution as provided below, not less than 30 days before the planned installation of the item. The Contracting Officer will approve or disapprove the request for substitution.

F. Requests for substitutions will only be considered if contractor submits the following:

1. Complete technical data including drawings, complete performance specifications, test data, samples and performance tests of the article proposed for substitution.

Submit additional information if required by Contracting Officer. All items in the above information shall be circled, tagged, or marked in some way to indicate all deviations or differences which the proposed item differs from the originally specified item.

2. Similar data as above for item originally specified. All items shall be marked to identify where/how the proposed substitution will differ.

3. A statement by the Contractor that the proposed substitution is in full compliance with the contract documents, applicable codes, and laws.

4. The Contractor shall be responsible for any effect upon related work in the project for any substitution and shall pay any additional costs generated by any substitutions.

3.2 SUBMITTAL SCHEDULE – Submittals shall be made as required by and called for in the drawings and specifications. The following table is a summary of the required submittals for the project - the table is to assist the Contractor and may not be all inclusive – additional submittals may be required by specific specifications:

SECTION 017320 - SELECTIVE DEMOLITION

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes demolition and removal of the following:

1. Selected portions of a building or structure.

1.2 DEFINITIONS

A. Remove: Detach items from existing construction and legally dispose of them off-site, unless indicated to be removed and salvaged or removed and reinstalled.

B. Remove and Salvage: Detach items from existing construction and deliver them to Government.

C. Remove and Reinstall: Detach items from existing construction, prepare them for reuse, and reinstall them where indicated.

D. Existing to Remain: Existing items of construction that are not to be removed and that are not otherwise indicated to be removed, removed and salvaged, or removed and reinstalled.

1.3 MATERIALS OWNERSHIP

A. Except for items or materials indicated to be reused, salvaged, reinstalled, or otherwise indicated to remain Government property, demolished materials shall become Contractor's property and shall be removed from Project site.

1.4 SUBMITTALS

A. Proposed Control Measures: Submit statement or drawing that indicates the measures proposed for use, proposed locations, and proposed time frame for their operation.

Identify options if proposed measures are later determined to be inadequate. Include measures for the following:

1. Dust control.

2. Noise control.

1.5 PROJECT CONDITIONS

A. Government will occupy portions of building immediately adjacent to selective demolition area. Conduct selective demolition so Government operations will not be

disrupted. Provide not less than 72 hours' notice to CO of activities that will affect Government operations.

B. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities.

1. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from CO.

C. Government assumes no responsibility for condition of areas to be selectively demolished.

1. Conditions existing at time of inspection for bidding purpose will be maintained by Government as far as practical.

D. Hazardous Materials: It is not expected that hazardous materials will be encountered in the Work.

E. Storage or sale of removed items or materials on-site will not be permitted.

F. Utility Service: Maintain existing utilities indicated to remain in service and protect them against damage during selective demolition operations.

1. Maintain fire-protection facilities in service during selective demolition operations.

PART 2 - PRODUCTS (Not Applicable)

PART 3 - EXECUTION

3.1 SELECTIVE DEMOLITION

A. General: Demolish and remove existing construction only to the extent required by new construction and as indicated. Use methods required to complete the Work within limitations of governing regulations.

1. Neatly cut openings and holes plumb, square, and true to dimensions required. Use cutting methods least likely to damage construction to remain or adjoining construction.

2. Cut or drill from the exposed or finished side into concealed surfaces to avoid marring existing finished surfaces.

B. Existing Facilities: Comply with CO’s requirements for using and protecting elevators, stairs, walkways, loading docks, building entries, and other building facilities during selective demolition operations.

C. Removed and Reinstalled Items:

1. Clean and repair items to functional condition adequate for intended reuse. Paint equipment to match new equipment.

2. Reinstall items in locations indicated. Comply with installation requirements for new materials and equipment. Provide connections, supports, and miscellaneous materials necessary to make item functional for use indicated.

D. Existing Items to Remain: Protect construction indicated to remain against damage and soiling during selective demolition. When permitted by CO, items may be removed to a suitable, protected storage location during selective demolition and reinstalled in their original locations after selective demolition operations are complete.

3.2 PATCHING AND REPAIRS

A. General: Promptly repair damage to adjacent construction caused by selective demolition operations.

B. Repairs: Where repairs to existing surfaces are required, patch to produce surfaces suitable for new materials.

C. Finishes: Restore exposed finishes of patched areas and extend restoration into adjoining construction in a manner that eliminates evidence of patching and refinishing.

D. Floors and Walls: Where walls or partitions that are demolished extend one finished area into another, patch and repair floor and wall surfaces in the new space. Provide an even surface of uniform finish color, texture, and appearance. Remove existing floor and wall coverings and replace with new materials, if necessary, to achieve uniform color and appearance.

E. Ceilings: Patch, repair, or rehang existing ceilings as necessary to provide an even-plane surface of uniform appearance.

3.3 DISPOSAL OF DEMOLISHED MATERIALS

A. General: Promptly dispose of demolished materials. Do not allow demolished materials to accumulate on-site.

B. Burning: Do not burn demolished materials.

C. Disposal: Transport demolished materials off Government property and legally disposes of them.

SECTION 051200 - STRUCTURAL STEEL

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes structural steel.

1.2 PERFORMANCE REQUIREMENTS

A. Connections: Provide details of simple shear connections required by the Contract Documents to be selected or completed by structural-steel fabricator to withstand LRFD loads indicated and comply with other information and restrictions indicated.

1. Select and complete connections using AISC's "Manual of Steel Construction, Load and Resistance Factor Design," Volume 2, Part 9.

1.3 SUBMITTALS

A. Product Data: For each type of product indicated.

B. Shop Drawings: Show fabrication of structural-steel components.

C. Welding certificates.

D. Mill test reports.

E. Source quality-control test reports.

1.4 QUALITY ASSURANCE

A. Fabricator Qualifications: A qualified fabricator who participates in the AISC Quality Certification Program and is designated an AISC-Certified Plant, Category Sbd.

B. Welding: Qualify procedures and personnel according to AWS D1.1, "Structural Welding Code--Steel."

C. Comply with applicable provisions of AISC's "Code of Standard Practice for Steel Buildings and Bridges."

1.5 MEASUREMENT AND PAYMENT

A. There will be no separate measurement or payment for work in this section. Payment will be included at the contract unit price as shown on the Schedule of Items for the building.

D. Cold-Formed Hollow Structural Sections: ASTM A 500, Grade B, structural tubing.

E. Steel Pipe: ASTM A 53/A 53M, Type E or S, Grade B.

F. Welding Electrodes: Comply with AWS requirements.

2.2 BOLTS, CONNECTORS, AND ANCHORS

A. High-Strength Bolts, Nuts, and Washers: ASTM A 325 (ASTM A 325M), Type 1, heavy hex steel structural bolts; ASTM A 563 (ASTM A 563M) heavy hex carbon-steel nuts;

and ASTM F 436 (ASTM F 436M) hardened carbon-steel washers.

1. Finish: Plain.

2.3 PRIMER

A. Primer: SSPC-Paint 25, Type II, iron oxide, zinc oxide, raw linseed oil, and alkyd.

2.4 FABRICATION

A. Structural Steel: Fabricate and assemble in shop to greatest extent possible. Fabricate according to AISC's "Code of Standard Practice for Steel Buildings and Bridges" and AISC's " Load and Resistance Factor Design Specification for Structural Steel Buildings."

SECTION 102239 - FOLDING PANEL PARTITIONS

PART 1 - GENERAL

1.1 SUMMARY

A. Section Includes:

1. Manually operated, acoustical panel partitions.

1.2 PREINSTALLATION MEETINGS

A. Preinstallation Conference: Conduct conference at Project site.

1.3 ACTION SUBMITTALS

A. Product Data: For each type of product.

B. Sustainable Design Submittals:

1. Product Data: For recycled content, indicating postconsumer and preconsumer recycled content and cost.

C. Shop Drawings: For operable panel partitions.

1. Include plans, elevations, sections, details, and attachments to other work.

2. Indicate stacking and operating clearances. Indicate location and installation requirements for hardware and track, blocking, and direction of travel. 3.

Include diagrams for power, signal, and control wiring.

D. Samples: For each exposed product and for each color and texture specified.

1.4 INFORMATIONAL SUBMITTALS

A. Product certificates.

B. Product test reports.

C. Sample warranty.

1.5 CLOSEOUT SUBMITTALS

A. Operation and maintenance data.

1.6 QUALITY ASSURANCE

A. Installer Qualifications: An entity that employs installers and supervisors who are trained and approved by manufacturer.

1.7 WARRANTY

A. Special Warranty: Manufacturer agrees to repair or replace components of operable panel partitions that fail in materials or workmanship within specified warranty period.

1. Warranty Period: Two years from date of Substantial Completion.

1.8 MEASUREMENT AND PAYMENT

A. There will be no separate measurement or payment for work in this section. Payment will be included at the contract unit price for items shown on the Schedule of Items.

PART 2 - PRODUCTS

2.1 PERFORMANCE REQUIREMENTS

A. Seismic Performance: Operable panel partitions shall withstand the effects of earthquake motions determined according to ASCE/SEI 7.

1. The term "withstand" means "the partition panels will remain in place without separation of any parts from the system when subjected to the seismic forces specified."

B. Acoustical Performance: Provide operable panel partitions tested by a qualified testing agency for the following acoustical properties according to test methods indicated:

2.3 SEALS

A. General: Provide seals that produce operable panel partitions complying with performance requirements and the following:

1. Seals made from materials and in profiles that minimize sound leakage.

2. Seals fitting tight at contact surfaces and sealing continuously between adjacent panels and between operable panel partition perimeter and adjacent surfaces, when operable panel partition is extended and closed.

B. Horizontal Bottom Seals: PVC-faced, mechanical, retractable, constant-force-contact seal exerting uniform constant pressure on floor when extended, ensuring horizontal and vertical sealing and resisting panel movement.

1. Mechanically Operated for Acoustical Panels: Extension and retraction of bottom seal by operating handle or built-in operating mechanism, with operating range not less than 1-1/2 inches between retracted seal and floor finish.

2.4 PANEL FINISH FACINGS

A. General: Provide finish facings for panels that comply with indicated fire-test-response characteristics and that are factory applied to operable panel partitions with appropriate backing, using mildew-resistant nonstaining adhesive as recommended by facing manufacturer's written instructions.

Limit track deflection to no more than 0.10 inch between bracket supports. Provide a continuous system of track sections and accessories to accommodate configuration and layout indicated for partition operation and storage.

B. Carriers: Trolley system as required for configuration type, size, and weight of partition and for easy operation; with ball-bearing wheels.

C. Track Intersections, Switches, and Accessories: As required for operation, storage, track configuration, and layout indicated for operable panel partitions, and compatible with partition assembly specified. Fabricate track intersections and switches from steel or aluminum.

PART 3 - EXECUTION

3.1 INSTALLATION

A. General: Comply with ASTM E 557 except as otherwise required by operable panel partition manufacturer's written installation instructions.

B. Install operable panel partitions and accessories after other finishing operations, including painting, have been completed in area of partition installation.

C. Broken, cracked, chipped, deformed, or unmatched panels are not acceptable.

D. Broken, cracked, deformed, or unmatched gasketing or gasketing with gaps at butted ends is not acceptable.

E. Light-Leakage Test: Illuminate one side of partition installation and observe vertical joints and top and bottom seals for voids. Adjust partitions for alignment and full closure of vertical joints and full closure along top and bottom seals.

3.2 ADJUSTING

A. Verify that safety devices are properly functioning.

B. The Contractor shall perform all work necessary and required to accomplish the task as detailed on the drawings and discussed in the installation notes. All work shall be done by a state licensed electrician.

4.4 COORDINATION

A. The drawings indicate several coordination issues.

B. The contractor shall also coordinate a final operation test with the Contracting Officer to show all installed equipment operates. During this test make final adjustment of maximum sound level, projector focus and WiFi coverage with in the conference room.

The Government shall also at this time program equipment for proper communication between installed devices for the test.

D. Use pulling means, including fish tape, cable, rope, and basket-weave wire/cable grips, that will not damage cables or raceway.

E. Install exposed cables parallel and perpendicular to surfaces of exposed structural members, and follow surface contours where possible.

F. Cables may be fished through finished walls.

G. Support: Do not allow cables to lay on removable ceiling tiles.

H. Cable shall not be run in contact with pipes, ducts, or other similar items.

3.4 CONNECTIONS

2. Terminate all conductors; no cable shall contain unterminated elements. Make terminations only at indicated outlets, devices, and terminals.

3. Cables may not be spliced.

a. Alarm/Strobe cable may be extended if cabling and circuit wiring method will allow. Splice shall be installed in a junction box. Inform Contracting Officer of any issues beforehand.

4. Do not install bruised, kinked, scored, deformed, or abraded cable. Do not splice cable between termination, tap, or junction points. Remove and discard cable if damaged during installation and replace it with new cable.

5. Cold-Weather Installation: Bring cable to room temperature before dereeling. Do not use heat lamps for heating. E. Separation from EMI Sources:

1. Comply with BICSI TDMM and TIA-569-B recommendations for separating unshielded copper voice and data communications cable from potential EMI sources including electrical power lines and equipment.

2. Separation between open communications cables or cables in nonmetallic raceways and unshielded power conductors and electrical equipment shall be as follows:

a. Electrical Equipment or Circuit Rating Less Than 2 kVA: A minimum of 5 inches (127 mm).

b. Electrical Equipment or Circuit Rating between 2 and 5 kVA: A minimum of 12 inches (305 mm).

B. Keep raceways at least 6 inches (150 mm) away from parallel runs of flues and steam or hot-water pipes. Install horizontal raceway runs above water and steam piping. C.

Complete raceway installation before starting conductor installation.

D. Support conduits within 12 inches (300 mm) of changes in direction.

E. Conceal conduit and EMT within finished walls, ceilings, and floors unless otherwise indicated. Install conduits parallel or perpendicular to building lines.

I. Horizontally separate boxes mounted on opposite sides of walls so they are not in the same vertical channel.

J. Locate boxes so that cover or plate will not span different building finishes.

K. Support boxes of three gangs or more from more than one side by spanning two framing members or mounting on brackets specifically designed for the purpose.

L. Fasten junction and pull boxes to or support from building structure. Do not support boxes by conduits.
