Frank Gomez welcomed all and introduced Government participants.
Frank Gomez noted to all the Meeting Protocols:
1. Remarks & explanations during the conference will not qualify the terms of the solicitation.
2. Solicitation terms and specifications will not change unless the solicitation is amended in writing.
Request for proposals
• Technical Criteria is significantly more important than price
• Reasonable Pricing is considered.
Jim Edge talked about:
• Short Term Perspective - 1 year
• Long Range Perspective - 2 years
• Not adding any more to the Rappel Program
• Budgets are up in the air
• We are looking for 32 helicopters plus one Night Vision and 1 Day, total of 34
• Now each base will have a realistic history of usage for estimated hours noted in Section B
• This solicitation is a 1 base year + 3 option years (No guarantee on option years)
Solicitation was issued on 3/8/2017 Posted on Fed Biz Ops same day
Pre-Proposal Conference was conducted on March 23, 2017.
Amendments if issued will be provided at least 7 days prior to receipt of proposals Proposals are due no later than April 25, 2017 MST unless amended.
After the closing date for proposals, evaluations of proposals will begin.
Proposals are anticipated to be awarded after October 1, 2017.
Definition of Proposal Clarification and Discussions;
o Clarifications: agree limited exchanges between the Government and offerors, to clarify certain aspects of proposals, to resolve minor clerical errors.
o Discussions are tailored to each offerors proposal and must be conducted by the Contracting Officer with each Offeror within the Competitive Range identifying strengths and weaknesses?

Note: The evaluation factors above are in descending order of importance. Price is considered and is reviewed for reasonableness and based on overall best value.
Lessons Learned
• Mandatory Documentation-If it fails it is not considered for further evaluations.
o Bid weight and Load Calculation must match on the document submittals.
o Weight and Balance (W&B)--each item on the Equipment List must be accounted for on W & B. Looking for the real weight of AC o Rappel Bracket: Must have specs of the bracket included and STC noted in the paperwork submitted.
o A/C must have been weighed within 12 months of initial proposal due date, in this case proposal due date is April 25, 2017--3:30 P.M.

o Want to see your robust SMS Program fully implemented showing how you handled previous incidents? Include documentation of previous incidents and be as thorough as possible. Include everything your safety program has to offer.
o A/C Technical Capability: Include all your specs and assure they are correct and accurate. Make sure you are providing for what the Solicitation is asking for.
Questions and Answers
• 1Q: Are Load Calculations to be included with buckets and long line?
• A: See B-1 Schedule of Items-Bucket Items Amendment 1
• 2Q: Rappel Bracket, if we don’t own one yet do we need to include those specs in the proposal (Bid weight).
• A: Yes. You will need make sure it is accounted for on your Form C.
• 3Q: Evaluation Criteria-Organizational Experience: Do we require a FS-
5700 on each pilot to be submitted? In the past we have just submitted a roster.
• A: Submit documentation on Exhibit 18 that is in the solicitation
• 4Q: Do you want the Offeror’s checklist submitted with our proposals?
• A: No, for your use, not mandatory (does not need to be included in proposal)
• 5Q: Will you accept Digital signatures on the SF-1449?
• A: No, written signatures are required by an authorized individual.
• 6Q: Are you looking at price reasonableness for each year or are you looking at 4 year total?
• A: We are looking at the 4 year total as per E-2 to determine overall best value (Instructions for the Preparation of Business and Technical Proposals).
• 7Q: On the Optional Use Rate if implemented, is there a minimum on hours?
• A: Yes, 2 hours is identified in the Solicitation C-32
• 8Q: Does the offered aircraft have to be the same tail number or serial number as proposed?
• A: We are looking for the same aircraft and serial number as initially proposed but tail numbers may change.
• 9Q: Can we submit multiple helicopters per line item?
• A: Yes, but clearly submit required data as per B-1 for each helicopter specifying the required information for each Aircraft.
• 10Q: What information must be submitted for Approved HOGE Performance on B-1 on bucket aircraft?
• A: See B-1 Schedule of Items-Bucket Items Amendment 1
• 11Q: If Aircraft bid weight is heavier than the actual equipped weight as per B-1, is that OK?
• A: Yes, bid weight can be heavier than the actual equipped weight, however be sure the weight difference is accounted for in your documentation. Note: Bid Weight, Load Calculation and Weight and Balance must all be the same.
• 12Q: For Approved HOGE Performance Allowable payload what is the requirement?
• A: See B-1 Schedule of Items-Amendment 1
• 13Q: Can we submit different Daily Availability Pricing rates for each option period?
• A: Yes, price evaluations will consider all four years as per Section E of the Solicitation.
• 14Q: Do we need to provide a total for the Specified Hourly Flight rate in the schedule of items?
• A: No it is not necessary. Agency will complete based on Make and Model Offered.
• 15Q: If we bid bucket, rappel or tank items, do we need to submit information for each configuration?
• A: Yes, you need to submit appropriate equipped AC information for bucket, rappel or tank for each line item bid as per the schedule of items.
• 16Q: For Item #33-NVG: Do you want the weight of the Snorkel included?
• A: Yes.
• 17Q: Two separate aircraft for Fox Field ?
• A: Yes, two different aircraft as per the schedule of items, see Item 33 and
Item 34.
• 18Q: Do we use the standard Min Spec chart with Fast Fin Strakes?
• A: Yes. Use the OEM/FAA approved Min Spec Charts for current aircraft configuration. (i.e., BLR Fast Fin Strakes)
• 19Q: Can we use enhanced performance charts?
• A: No, use the OEM/FAA approved Min Spec Charts for current aircraft configuration. (i.e., BLR Fast Fin Strakes) See B-3.
• 20Q: Does Item 33 (NVG aircraft) require an STC for Certified Full Time Left Seat Operations?
• A: No. Refer to B-12 reference Certificated for Full Time Left Seat Operations-see Amendment 1
• 21Q: Exhibit 22 Tech Bulletin Use WATT chart for HIGE/HOGE, Are we allowed to use the 10,000 lbs., for the Bell 205. Even if I don’t have the strake?
• A: No, see revised Exhibit 22, Amendment 1.
• 22Q: If mechanic is on a 12/12 schedule is allowed to work during their 12 days off why can’t the 14/14 schedule do the same?
• A: If the Company requests the 14/14 schedule then the Mechanic is required to work 14 days with 14 days off in accordance with C-16 (h) (2) no exceptions.
• 23Q: Is only 1 FM radio required?
• A: See C-7 requires 2 FM radios. Reference C-7 (a) (2) (ii)/C-7 (a) (3) (ii)
• 24Q: Are ATU’s required for all items?
• A: Yes. See B-12 Amendment 1
• 25Q: Is the Aircraft unavailable if AFF is inoperable?
• A: Typically no, See C-7 (4)(ii)(D).
• 26Q: If the Forest Service AFF system is unavailable what is the contractor’s responsibility?
• A: See C-7 (4)(ii)(D).
• 27Q: Is an Aeronautical GPS Handheld sufficient?
• A: No, See C-7 (A) (2) (vi).
• 28Q: Is Ultra High landing gear suitable for any scenario?
• A: No, we do not have a requirement for Ultra High landing gear on any line item.

• A: Payment is per the Additional Personnel Clause C-33 (See B-17)

• A: Used for purposes of Solicitation evaluations only. Intended to keep like make and model AC computed gross weights standard during the evaluation process.
• 32Q: Do we need a copy of the awarded contract on the aircraft?
• A: Yes, Electronic copy or Hard copy is acceptable. (Electronic device with minimum 7” screen is required.)
• 33Q: What if the Radar Altimeter altitude low light is not clearly in view of the PIC? Would audio work?
• A: No, Radar Altimeter requirements are referenced in C-7 (b) (5) (i). Only applies to Item 33 NVG aircraft only see C-7(a) (3) (viii).
• 34Q: Is the AFF Program Manager email valid that is in the solicitation?
• A: Yes the email is valid and has been confirmed.
• 35Q: Is Bell 412 mechanic experience acceptable for Bell 212 experience?
• A: Experience will be evaluated in accordance with C-12 (h) Mechanic
Qualifications.
• 36Q: Is it OK to complete Fire Shelter training in house via video.
• A: Yes, provide proof of completion to the Helicopter Manager and live drills must be completed at FS Host base.
• 37Q: C-41 (e) Do you pay for mileage to the hotel and back?
• A: No, we only pay for fuel truck mileage at this time in accordance with C-
38.
• 38Q: Does the vendor need to meet the requirements of NFPA 407?
A: Yes, the vendor needs to meet the requirements of NFPA 407 that pertain to Exhibit 8 of the contract.
• 39Q: Do you want hard copy or electronic copy of proposal?
• A: Hard Copy-- E-2 Business/Cost proposal shall be 1 hard copy and technical proposal shall be 1 hard copy. Not required but an additional copy may be submitted on a thumb drive.
• 40Q: If A/C are not currently on your operating certificate will an email from the FAA suffice for intent.
• A: No, See E-2 Part 2.
• 41Q: Can we submit Mandatory Documentation on thumb drive?
