QUESTIONS AND ANSWERS #1
1) Who designed the scope and schedule of supplies/services for this project - - an actual AV integration firm or an AV consultant?
An AV consultant firm along with a Government employee designed this system.
2) How long has it been since this person or organization did the design and equipment list?
The design was created during the summer of 2014.
3) At the end of the day, who owns responsibility for the final product to the customer - - the bidder who does the work, or the original designer of the project?
The contractor who performs the work is responsible for the final project. If an offeror finds a weakness in the system as designed they have the option to redesign the system to correct any deficiencies in the design provided by the Government. The offeror should identify the deficiency and state what their firm proposes for the fix.
4) Are there any line drawings for us to review?
They are attached to the FBO posting in PDF format and available for download from FBO.gov.
5) Finally, will the entity who did the design also be bidding on the project or is that a conflict of interest?
The firm who designed the project may bid on the project. It is not a conflict of interest. Offerors are free to propose “or equals” for the proposed equipment.
6) Who is responsible for the electrical?
The installing contractor is responsible for the electrical. Electrical changes need to be coordinated with the building manager.
7) Classrooms, Paragragh (f)(6), page 22 clarification:
The monitoring system consists of security type cameras placed in the best position to view as much of the room as possible. It also includes an audio monitoring system with headphone jacks only. The monitors may be placed on the wall to the right of the closet door. These items were omitted from the equipment list in Section B. Please add them and any other missing hardware at the bottom of that list.
8) Student Lobby (d) clarification:
The sound is to come from the TV/Monitor speakers. No other sound system is required.
9) Auditorium (b)(6) clarification:
The confidence monitor shall be placed on a low cart or table to not impede the sight of students sitting at the front table.
