SCHEDULE OF SUPPLIES OR SERVICES
B.1 SCOPE OF CONTRACT
(a) The national Advanced Fire & Resource Institute (NAFRI), Tucson, AZ, requires the upgrade of their existing audio visual presentation system. This system is based on analog technology.
NAFRI requires the system be upgraded into a digital system to expand its capabilities and provide for future expansion. A design has already been completed. This project is for the purchase and installation of the equipment.
(b) The intent of this solicitation is to award a Fixed Price contract for the purchase and install of the new audio/visual equipment and associated hardware in accordance with the schedule and statement of work.
(c) The contractor shall be responsible for a high level of professionalism and workmanship and shall furnish all of the supplies, tools, equipment, materials, and manpower necessary to complete the purchase and installation of this audio visual upgrade.
B.2 INTRODUCTION:
(1) The National Advanced Fire & Resource Institute (NAFRI), opened in September of 2004, is a multi-agency wildland fire training center for fire leadership and aviation. The institute is managed by the U.S. Forest Service and is part of the National Fire Training Centers. January through May is our major training season and the facility is very busy then. There is a 150 seat auditorium, four reconfigurable classrooms, and three conference rooms, as well as providing a Faculty Workroom and a Student Workroom. The Student Lobby contains a plasma welcome (signage) screen which also displays auditorium activities with sound and satellite TV. The Sonoran Auditorium activities and sound can also be sent to the Faculty Room, and as overflow to all classrooms. We can control all audio visual signals from our Control Room located at the rear of the auditorium. Control panels are also available with limited control at the auditorium lectern as well as in the four classrooms.
(2) The existing analog system and cabling does not provide us with the ability to expand and update our AV systems and services. There are no more connections for expandability. A digital upgrade will provide for current technology user expectations, better system reliability and compatibility, increased learning efficiency, easier student/instructor and participant interaction, more efficient power usage, and improved adaptability to newer equipment, computers and peripherals. Analog technology (and connections) is becoming obsolete and the computer industry is dropping support for VGA. Also, some of our equipment, such as our auditorium and the classroom projectors are approaching the end of their expected life cycle. This Scope of Work is the first step to updating our system and to prepare for the future.

B.4 INSTALLATION:
Installation shall include all wiring, cabling, and control connections necessary for a complete usable audio/video presentation system. All wiring will meet national fire protection codes.
B.5 DEBRIS:
Contractor shall remove all construction rubble from the work site to a Contracted Authorized onsite Construction Dumpster or remove from NAFRI premises on a daily basis. Contractor is responsible for the security of tools and equipment being used at the project site.
B.6 SUBMITTALS:
Contractor will submit complete list of materials with cost by line item required to complete the project. Contractor shall provide specifications of products that are provided on an “or equal” basis to the maximum extent practicable. The Government will determine if the “or equal” product meets the recommended product specifications.
B.7 FACILITY ACCESS:
NAFRI staff will be on hand to give building access to Contractor. Contractor will use the entrance directed by the NAFRI staff.

B.8 SITE DAMAGE:
Contractor shall be responsible for all damage incurred during this project and shall return damaged areas to original condition at no additional cost to the government.
B.9 CONTRACTOR WORK HOURS:
Recommended working hours for the contractor will be Monday-Friday 0800-1630.
B.10 WARRANTY:
A minimum of a one-year warranty for all equipment, materials, software and installation work is required.
B.11 SAFETY:
The contractor shall comply with all local safety regulations and procedures.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

C.4 ASSURANCE REGARDING FELONY CONVICTION OR TAX DELINQUENT STATUS FOR
CORPORATE APPLICANTS (AGAR 452.209-71) (ALTERNATE 1) (FEB 2012)
(a) This award is subject to the provisions contained in the Consolidated Appropriations Act, 2012 (P.L. No. 112-74), Division E, Sections 433 and 434 regarding corporate felony convictions and corporate federal tax delinquencies. Accordingly, by accepting this award the contractor acknowledges that it –
(1) does not have a tax delinquency, meaning that it is not subject to any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, and
(2) has not been convicted (or had an officer or agent acting on its behalf convicted) of a felony criminal violation under any Federal law within 24 months preceding the award, unless a suspending and debarring official of the United States Department of Agriculture has considered suspension or debarment of the awardee, or such officer or agent, based on these convictions and/or tax delinquencies and determined that suspension or debarment is not necessary to protect the interests of the Government.
(b) If the awardee fails to comply with these provisions, the Forest Service may terminate this contract for default and may recover any funds the awardee has received in violation of sections 433 or 434.
C.5 INSPECTION AND ACCEPTANCE (AGAR 452.246-70) (FEB 1988)
The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract.
SECTION D

D.1 STATEMENT OF WORK (SOW) FOR THE PURCHASE AND INSTALL OF THE NAFRI
AUDIO VISUAL SYSTEM UPGRADE
(a) General Description:
(1) Pull existing cabling and outdated connections from existing conduit to/from the Control Room, and auditorium, as well as to/from classrooms (4), Student Lobby, and Faculty Room as needed.
(2) Remove existing analog, outdated, electronic components from cabinet(s) in Control Room and as necessary in classrooms, Student Lobby and Faculty Room.
(3) Replace existing analog cabling with Cat 5 line through existing conduit and tracks from Control Room to auditorium, classrooms, Student Lobby, and Faculty Room, Storage Room sufficient to accommodate audio and visual present and future updates and additions.
(4) Reference Control Room control panel as well as auditorium and classroom control panels for established connection options (control panel choices). Some additional changes will be required. Customer connection options are to remain the same with additional lines for future digital upgrades and growth. Future upgrades can include but are not limited to: additional VTC (Video Tele Conference) CODEC, another camera in the Auditorium and in classrooms, and a new replacement (signage) monitor in the Student Lobby.
(5) No analog switchers or other components will be added or allowed to remain to limit the system in any way. All outputs will be digital. Digital components should have expansion slots or expandability options for future additions to the system.
(6) Crestron programming is to be done to facilitate and accommodate the updated system and provide ease of use and a simple but attractive graphical user interface. To save time, the present interface can continue to be used if desired. Crestron system programming will become property of the US Forest Service/NAFRI.
(7) An updated copy of the new Crestron programming for NAFRI is to remain in the Control Room as backup or for future changes. This will be kept in a folder with the contractor’s name on it. A USB drive can be provided by NAFRI. This needs to be updated if further programming is done.
(8) Improving the quality of the existing sound systems for the auditorium and classrooms is to be included in the digital upgrade. The existing background hum in the auditorium and classroom sound systems should be eliminated. The four (4) Hum Eliminators are to be eliminated in the classrooms. If the existing speakers in the auditorium and classrooms can be used with the new digital system then they can remain.
(b) Auditorium:
((1) Remove all existing audio video cabling to the lecterns, taking care not to disturb the existing NAFRI network cabling located in the floor box. Utilizing the existing conduit; run new CAT6 cables for the control system and Digital Video matrix switch to the lecterns.
Left lectern sources are to include two (2) laptops with sound following, a Blu-ray player, and a NAFRI provided digital document camera. Source at the right lectern will be a single laptop input with sound following.
(2) The camera in the middle of the house left wall is to be relocated to the wall above the existing LG display, stage right. Relocation of this camera will allow more of the audience to be viewed on the VTC as well as allow the instructor to look at the stage right LG monitor and ‘make eye contact’ with the far side audience. No new cameras will be added at this time.
(3) Existing audio includes four (4) lavaliere microphones and two (2) handheld wireless microphones that can all be used at the same time. There are also seventy-eight (78) push-to-talk table mics. All of the existing microphones will be reused. Levels on the push-to-talk table mics are currently too low and will need to be adjusted so the user does not need to get so close to the microphones to be heard, while still avoiding feedback. The existing Listen® Assisted Listening system must remain integrated into the auditorium sound. There are two existing table mics that need to be repaired or replaced. It is not known if the problem is with the microphones or the cabling at this time.
(4) Existing ceiling speakers will be reutilized for speech. Existing Klipsch Cinema speakers will be reutilized for program audio playback.
(5) Add a 60” commercial monitor near the camera at the rear of the auditorium. Exact positioning must be confirmed with NAFRI AV staff prior to installation. This monitor will be switched separately as it will at times need to show the content being displayed on the projection screen, and at other times allow NAFRI VTC instructors to see the class in the remote location and not have to turn around to view a monitor behind them to make eye contact. This will also provide easier pre-class (or meeting) setup and communications with the remote group.
(6) Add a 47” confidence monitor on a confidence monitor cart just in front of the first row of desks. This monitor will need to be switched separately as it will duplicate the projection screen at times, and at other times show a PowerPoint presenter-mode screen. To utilize the PowerPoint presenter-mode screen in this manner, the user’s laptop will require dual video outputs and will utilize both laptop inputs at the podium.
The instructor will be able to use the confidence monitor and view the rear monitor simultaneously to facilitate communication and student interaction.
(7) Replace the existing Auditorium projector with an HD (High Definition), 16:10 ceiling mounted projector with a minimum of 8500 lumens. The projector will remain in the Control Room of the Auditorium with a throw distance of about 70’, and re-utilize existing cable pathways. Mounting structure may be re-utilized if possible. Projected image will be sized to a new 16:10 screen in the auditorium. Controls and lamp hours should be indicated on the control panel in the Control Room. A more limited set of controls are included on the lectern touch panel and those must also be contained in any new programming.
(8) The existing wall mounted projection screen in the Auditorium is to be replaced with an industry standard HD/wide screen proportioned format to align with the resolution on the HD, 16:10 projector. It should fit within the existing motorized draperies (20 feet wide).
(9) A new seven inch touch panel at the stage right lectern will give the user access to all functions on the current touch panel and add functionality for a dual display option to view two video sources side by side.
(10) There is a Listen® Hearing Impaired Devices system integrated with the auditorium sound. This is to remain operational.
(11) Auditorium microphones are four (4) lavaliere mics and two (2) handheld which can all be used at the same time, as well as seventy eight (78) table mics.
(12) All of the existing Shure table mics in the Sonoran Auditorium need to be adjusted to increase pickup sensitivity.
(13) Two existing non-functioning table mics need to be repaired or replaced.
(14) A 60” monitor with mount for instructor/student visual connection to increase ease of student/instructor communications, student participation, and learning efficiency during VTC sessions is to be installed on the back wall of the auditorium. This will allow NAFRI VTC instructors to see the class in the remote location and not have to turn around behind them to view a monitor to make eye contact. This will also provide easier pre-class (or meeting) setup and communications with the remote group. The instructor should be able to use the confidence monitor and view the rear monitor simultaneously to facilitate communication and student interaction.
(15) A camera is to be installed on the projection screen wall at the front of the Auditorium, with a direct frontal view of the audience, to be used during VTC sessions to improve and enhance eye contact, communication, and student interaction. Full control for this camera should be on the Vaddio camera controller in the Control Room with limited control at the Auditorium lectern. The image should also be routed to the existing NCAST video recording system.
(16) A camera is to be installed above the side wall-mounted monitor, or attached directly to the monitor, in the front of the Auditorium to be used during VTC sessions to improve communications and eye contact. Full control for this camera should be on the Vaddio camera controller in the Control Room with limited control at the Auditorium lectern. The image should also be routed to the existing NCAST video recording system.
(17) Note: The Control Room Vaddio camera controller currently has four monitors (three for the existing Auditorium cameras and the other for the system integrated VTC).
Two more will need to be added to accommodate the two additional cameras. A reconfiguring of the existing three cameras, instead of new camera installs, can be considered and recommendations made. If power is needed to a new camera install from existing lines then this needs to be coordinated with the NAFRI AV department so the building manager can be informed.
(18) Video signals and audio mix from the Auditorium activities (microphones, cameras, laptops, DVD player, Document Camera, VTC, sound) are routinely sent, in various combinations, to the Student Lobby and Faculty Room monitors. These signals also need to be sent as overflow to the classrooms.
(19) Replace existing Auditorium ceiling projector with one industry standard HD (High Definition) ceiling mounted projector, adequate for the size and lighting of our Auditorium, in the Control Room for the Auditorium. Add a new mount and long throw lens if needed to replace the existing ones. The Control Room is located at the back of the Sonoran Auditorium. Controls and lamp hours should be indicated on the control panel in the Control Room. Projector control is also provided at the main Auditorium lectern control panel – on, off, video mute. A working remote control, wired if necessary like our existing one, will be provided for adjustments.
(20) The existing wall mounted projection screen in the Auditorium is to be replaced with an industry standard HD/wide screen proportioned format to align with the resolution on the HD projector.
It should fit within the existing motorized draperies (20 feet wide) or draperies replaced with proper industry standard paint scheme to accommodate and optimize the HD screen surround.
(21) The existing secondary stage right lectern in the Auditorium and the rear Auditorium VGA connection override each other. This was to accommodate the limited number of connections we had available. These should be changed to separate resource choices on the Control Panels.
(22) An NCAST P720-R Presentation (Data) Recorder, which simultaneously records a camera (the instructor) and the content from a laptop (that can include a PowerPoint presentation, video clips, or straight video), is already a part of the system. Audio visual signals from the Auditorium will need to be routed to this equipment corresponding to the existing NCAST templates and resolutions.
(23) There are two (Laptop 1 and Laptop 2) laptop-to-projector connections at the main lectern in the Auditorium. The Confidence Monitor at the front of the Auditorium must remain. It presently shows only Laptop 2 from the main lectern. We need to also see Laptop 1. The existing small confidence monitor needs to be replaced with one designed for this purpose with a lower profile. Some instructors like to use the PowerPoint Presentation View and the monitor must work with this view.
(24) Programming considerations: We previously had dual and quad screen functions in the Auditorium. We would like to have the dual image option again. We would like to put both Laptop 1 and Laptop 2 images on the Auditorium main lectern up on the screen at the same time.
(c) Control Room:
(1) Utilizing the existing camera control console, replace the preview monitors with four new 7” 16x9 LCD displays. The four displays will display the existing 3 Vaddio cameras and the existing codec’s primary output.
(2) Video switching will be replaced by a single digital matrix switch capable of 32x32 but initially populated to accommodate the existing requirements. Expansion at a later date may require addition of appropriate input cards, output cards, transmitters or receivers, but the total capacity of the switch shall be 32x32.
(3) Video sources are to include; the lectern sources described previously, dual outputs from the Government furnished Tandberg 6000 MXP codec, feeds from the classroom that allow laptop, Blu-ray and document camera, preview of an NCAST P720-R Presentation Recorder, Output from a multi-window video processor, a PC input in the control room, existing Satellite Dish, Blu-ray player in the booth, and 3 existing Vaddio cameras.
(4) An NCAST P720-R Presentation (Data) Recorder, which simultaneously records a camera (the instructor) and the content from a laptop (that can include a PowerPoint presentation, video clips, or straight video), is already a part of the system and must remain functional with two video feeds to record both presenter and presentation. Audio visual signals from the Auditorium will need to be routed to this equipment corresponding to the existing NCAST templates and resolutions.
(5) Due to the limitations of the existing Tandberg 6000 MXP inputs, a single 4x1 composite video switch will be used to switch the cameras to the VTC codec’s analog camera input.
(6) Replace the existing digital sound processor with a new digital sound processor with built in echo-cancellation technology. The processor will have 8 echo cancellation inputs, 24 mic/line inputs, 16 outputs and a telephone line interface for teleconferencing.
Replace the existing 10 Shure SCM-800s with Shure SCM-810s to provide auto-mixing capabilities.
(7) The new matrix switch shall be capable of handling surround sound inputs from all auditorium sources and a surround sound processor will provide surround sound capabilities to the auditorium. It must also be capable of providing a two channel down mix to send to the classrooms when used for overflow, and to the student lobby and faculty lounge.
(8) Preview monitor in the Control Room will be replaced with a 1080p monitor with built in speakers and a headphone jack for audio monitoring of the selected source. The existing JBL Nearfield monitor will be reutilized to always provide a duplicate the mix and level that is playing in the auditorium.
(9) Two new 10 inch touch panels in the control room will give the user access to all functions on the current touch panel and add functionality for a dual display options to view two video sources side by side.
(d) Student Lobby:
The display in the Student Lobby will be replaced with a 47” commercial display with integrated speakers. All video sources will be available to be sent to the student lobby, including all auditorium sources, a signage PC in the control room, Direct TV and the dual display option. The audio mix sent to the Student Lobby must be capable of including program audio along with all speech sources in the auditorium.
(e) Faculty Lounge:
Reutilize the existing LG display mounted in the faculty lounge. It must be able to display what is currently being shown in the auditorium, as well as play an audio mix that includes the speech and program audio from the auditorium. Additionally, there is a local Satellite receiver that must be able to be utilized in the faculty lounge, separate from the receiver in the control room.
(f) Classrooms:
(1) There are four (4) classrooms: Rincons, Catalinas, Santa Ritas, and the Chiricahuas.
These classrooms can be combined with retractable walls. All four are in a row and their audio video functionality must be able to be combined in all possible combinations (1-3, 2-2, 2-1-1, 1-1-1-1, 1-2-1). All room combining functionality will be controlled by the touchpanel in the Auditorium control room.
(2) Four (4) new HD, 16:10 ceiling mounted projectors with a minimum of 6500 lumens shall be installed in the classrooms.
