Continuation, Summary of Changes RFP AG-024B-S-12-9503, Amendment No. 01

1. Clarification was requested regarding how to price Item B-7 (Additional Equipment Offered). The Forest Service’s desire here is to only pay for additional equipment on days that it is used, not for the duration of the Mandatory Availability Period. The pricing here shall be a flat “daily rate” that would be paid in addition to the base daily availability rate when ordered by the Forest Service.

2. Clarification was requested on the definition of Base Cost (Found under C-41 Definitions, page C- 35). For this contract, Economic Price Adjustments will only apply to the cost of fuel (which will be calculated in accordance with D-6 Economic Price Adjustment Specified Flight Rate Contracts). The second sentence is hereby deleted out of this definition.

See attached replacement page C-35.

3. Clarification was requested on the definition of Flight Time (Found under C-41 Definitions, page C- 37). Flight time will be recorded in Hours and Tenths. Reference to “hundredths” is deleted from the definition and replaced with “tenths”.

See attached replacement page C-37.

4. Under item B-5 (Item 5-Grass Valley, page B-9): The airport code is incorrectly identified as O17.

The correct airport code is KGOO.

See attached replacement page B-9.

5. Under C-9 Contractor Furnished Avionics Systems: On the first paragraph of page. C-14, delete the language that reads: “A single audio/volume level control on each panel is acceptable.” Under Paragraph (C) Receiver Audio Selection and Operation, the following language is added: “The audio controllers for the pilot and forward observer shall have individual volume controls to independently adjust receiver audio levels for each installed receiver. The volume controls shall be integral to the audio controllers.”

See attached replacement page C-14.

6. Under C-9 Contractor Furnished Avionics Systems: Under subparagraph (v) Navigation Systems (GPS) (Pg. C-13), the following is deleted: “Must have the most current navigation database covering North America installed in the unit.” The following language is added: “The GPS shall have a current navigation database (VFR and in route not over one (1) year old and IFR approach units not over 28 days old) covering the continental United States and Alaska installed in the unit.”

See attached replacement page C-13.

7. Closing Date – The Closing Date and deadline for the receipt of proposals is extended to no later than 4:30 PM MDT, March 14, 2012.

A GPS data port connector shall be installed for the purposes of external data retrieval by a GIS laptop computer. The connector shall be a DB-9F type D sub-connector, shall be wired for RS-232C serial format for laptop computers (pin 2=transmit data, pin 3=receive data, if applicable, and pin 5=ground) and shall be mounted in a location convenient to the observer.

The GPS shall have a current navigation database (VFR and in route not over one (1) year old and IFR approach units not over 28 days old) covering the continental United States and Alaska installed in the unit.

(vi) Transponder/Altitude Encoders

One ATC transponder and altitude reporting system(s) meeting the requirements of Part 91.215 (a) and (b), 14 CFR Part 91.413 and be tested and inspected every 24-calendar months as specified by 14 CFR Part 43, appendix F.

(vii) Static Pressure, Altimeter, and Automatic Pressure Altitude Reporting Systems

The aircraft's static system(s) shall be maintained in accordance with the IFR requirements of 14 CFR Part 91, and inspected and tested every 24-calendar months as specified by 14 CFR Part 43, appendix E and 14 CFR 91.411.

(viii) Audio Control Systems

(A) A separate audio control system shall be installed for the pilot, forward observer, and two aft observers, which provide control, selection, and operation of multiple radio transceivers. Separate audio system controls shall be provided for the pilot, forward observer, and the aft observers, to select specific receiver audio outputs and transmitter microphone/PTT inputs of multiple radios. The first aft observer position is defined as the seat directly behind and on the same side of the of the forward observer’s

C-14 Amendment 01 seat. The first aft observer audio control panel shall be located to provide adequate lighting for visibility during normal operating periods and all switches, dials and components are visible and located in an area where access to all controls are easily manipulated. The second aft may share audio control with the first aft observer’s control panel provided that the first aft observer has convenient access to the panel. An intercom system shall also be provided for the pilot, forward observer, and both aft observers. Separate audio level controls shall be provided for the pilot, forward observer, and aft observers to independently adjust the intercom and receiver audio outputs to their respective headsets. Independent volume controls are required for each receiver.

(B) Transmitter Selection and Operation

Separate transmitter selection controls shall be provided to the microphone/PTT inputs of the pilot, forward observer, and both aft observers. The pilot, forward observer, and aft observers, shall be able to select a desired transmitter and commence communications utilizing their respective microphone and PTT switches. The pilot, forward observer and aft observers shall be able to transmit simultaneously on different transmitters at the same time. The second aft observer position shall share transmitter selection controls with the first aft observer unless an independent transmit selector switch is provided by a fourth audio control panel. Whenever a transmitter is selected, the companion receiver audio shall automatically be selected for the headset in use. Transmitter side tone shall also be provided for cross monitoring at the corresponding receiver audio selector switch on the other audio control panels. The receiver audio mute function during transmit should be disabled.

(C) Receiver Audio Selection and Operation

Separate receiver selector switches shall be provided for the pilot, forward observer, and aft observer headsets to permit selection of receiver audio from any one or combination of all receivers. The fourth intercom position (second aft observer) shall monitor the receiver audios as selected by the first aft observer’s position, unless a fourth audio selector panel is provided. The audio controllers for the pilot and forward observer shall have individual volume controls to independently adjust receiver audio levels for each installed receiver. The volume controls shall be integral to the audio controllers.

Performance specifications for receiver audio to all headset connectors are as follows:

Audio Output: With an input of 10 mW @ 600 ohms from any selected receiver, the audio output shall be capable of 100 mW across 600 ohms with less than 10% distortion.

Hum and Noise: 40db below specified audio output.

Cross talk: 40db below specified audio output.
