Legacy Airtanker Solicitation AG-024B-S-12-9026

Response to November 29, 2012 Questions and Comments

1. Q: As a follow-on Question and Answer Number 38, what is the definition of LEGACY Airtanker and which aircraft meet this definition?

A: The definition per the solicitation’s specifications would be any aircraft that meets the requirements specified in the solicitation. Aircraft that meet the requirements of this solicitation would meet the intent of a Legacy Airtanker.

2. Q: Do you intend to adhere to full IATB criteria for any aircraft offered on the Legacy Contract?

A: Yes, however, temporary interim approvals will continue to be authorized and companies that fail to maintain temporary or full IATB approval will be subject the conditions specified in Section C-2(h)

3. Q: Option A allows us to provide different rates for each year of a government unilateral 5 year option contract and then provide a 5- year total price. Option B on Page B-20 states we may propose variable pricing for the multi-year pricing portion of the schedule. May we provide 5 copies for each line Item with variable prices for each year of the 5- year contract?

A: Yes this is acceptable. Please ensure that pricing provided clearly explains what option is being priced. You may also, propose the pricing on a separate sheet of paper in a similar format.

4. Q: Option C Starting on Page B-24, Two Questions: May we provide 3 copies for each line Item with variable pricing for each year of the 3-year contract with 2 option years? Under the first Table it asks for 5 Year Estimated Total. Should this read 3 Year Estimated Total while keeping Estimated Total Price – Five Years at the bottom?

A: Yes the method described above is acceptable for the 3 year variable pricing. Yes, the legend at the end of the first Table should read 3 Year Estimated Total.

5. Q: Section J Exhibit 2 CAP Table 1. Item 16, Retardant Quantity: The P2 has 6 separate chambers. Each chamber is either full or empty. Recording quantity for each chamber would require 6 channels. In light of Item Number 15 Tank Door Actuation, measuring quantity seems redundant and challenging. Is this contractually necessary?

A: On a “constant flow” tank we would need to know both drop volume and door open cycles per mission to determine how much was dropped when and where.

On a “multiple door” tank we would need to know the total volume for the start of the mission and when/where each door was opened. There are no individual bay volume/quantity sensors on a door tank system, so it is more reasonable to just do the math.

6. Q: The response to question 44 in Response to Questions to the Draft Solicitation is confusing. Is this RFP limited to ONLY legacy aircraft pursuant to that definition contained in the USSDA Forest Service “Large Airtanker Modernization Strategy” issued February10, 2012? The response to question 44 indicates that line items resulting in awarded contracts in response to the RFP may indeed be offered to “some next generation type aircraft”.

Please confirm that this RFP is only for legacy airtankers as defined by the “large Airtanker

Modernization Strategy’.

A: The “Large Airtanker Modernization Strategy” states that Legacy Airtankers are airtankers such as P-2V Neptunes, P-3 Orions, and Convair CV-580s. However, the strategy provides no formal definition of a Legacy Airtanker. This solicitation was developed around the specifications of the Legacy type airtankers as identified above. There is no specifically defined criterion that specifically defines a Legacy airtanker. Next generation type (again no formal definition) aircraft or any type of aircraft may be offered and may be awarded under this solicitation as long as they meet the specifications identified in the solicitation.

7. Q: If your response to question 6 above anticipates awarding “some next generation type aircraft”, please indicate the aircraft types the USFS would be willing to entertain in response to the RFP.

A: Any and all aircraft that meets the requirements of the solicitation.

8. Q: How many P-2V aircraft are currently under long-term contract with the USFS and as a result not subject to this solicitation?

A: None. All contracts for currently operational P-2V airtankers are set to expire prior to this year’s fire season. Operators of P-2V airtankers will have to be successful under this solicitation to continue operations under contract to the USFS.
