B-1 SCHEDULE OF ITEMS

(a) Item Description This requirement is set-aside for small business.

Designated Base: The Contractor’s base of operations. Administrative bases will be assigned at time of award. The Contractor may propose one or more additional alternate maintenance base(s) to be used during the performance of this contract.

Aircraft Requirement: One Aircraft with Interagency Airtanker Board (IAB) Approved Tank for each Contract Line Item meeting the requirements of this contract.

Requirement: Planned coverage is 6-Days ON & 1-Day OFF

Personnel Requirements: Pilot-in-Command (PIC), Second-in-Command (SIC), Flight Engineer as applicable, Mechanic.

Minimum Aircraft Requirements

Exact payload will be computed from documented weight and balance data and Takeoff and Landing performance charts for the Assigned Work Location (AWL).

Takeoff and Landing: (1) The aircraft accelerate-stop distance shall not be greater than the length of the runway plus the length of the stopway (if present). For ex-military or restricted category airplanes, a stopway is a safety asset, but cannot be used in the accelerate-stop calculation. (14 CFR 1.1)

(2) Aircraft shall be capable of accelerating on all engines to the manufacturer’s or FAA approved Decision Speed (V1), experience a failed engine, and either continue to accelerate to take-off with a failed engine within the remaining runway, or come to a complete stop in the accelerate-stop distance. If Decision Speed is not available, Rotation Speed (Vr) shall be used in determining accelerate-stop requirements.

(3) Aircraft shall be capable of accelerating on all engines in a no wind condition through Decision Speed to Take-off Safety Speed lifting off within 80% of the effective takeoff length at sea level @ ISA plus 30 degree Fahrenheit. Take-off Safety Speed (V2) is defined as the speed at which IAB one engine inoperative climb performance can be achieved, or if this speed is not available, 115% of power-off stall speed for the takeoff configuration.

B-2

Tank: Offered aircraft Tank system shall be approved by the Interagency Airtanker Board (IAB) a minimum of 45 days prior to the MAP.

Target Aircraft Characteristics:

Payload: Target payload of 2,400 deliverable gallons (gallons capable of carrying minus residual gallons in the tank after dispensing the retardant) of fluid. Payload conversion is made at an average of

9.0 pounds per gallon of fluid. Exact payload for each individual aircraft will be computed from documented weight and balance data.

Cruise Speed: Target cruise speed of 200 kts at 8,000 feel MSL, with maximum payload, with power as required to maintain best speed without exceeding manufacturer or FAA operating limitations.

(b) The Following Schedule of Items shall be priced on a Firm Fixed Price basis for airtanker services meeting the requirements of this contract. The U.S. Forest Service intends to award up to eight (8) line items for Fixed Wing Airtanker Services. Line items will begin service in calendar year 2013. Proposed aircraft flight rates are dry rates with fuel provided by the Government through Government fuel cards however, the contractor shall provide a secondary means of paying for fuel during instances when the Government issued fuel card is not accepted. The Contractor will be reimbursed for fuel when required to procure fuel through other than the Government provided air card.

Offerors may submit offers for any or all of the line items included in the Schedule of Items for which they wish to be considered. All prices for this solicitation are to be priced out by the offeror(s) for each year of the schedule. Offeror’s may submit the same aircraft for multiple CLINs and qualify their offer to a specific number of aircraft. Government reserves the right to award all, none, or any combination of the items in the Schedule of Items.

The MAP will commence “on or about” the designated date contained in the contract Schedule of Items plus or minus 5 days. Exclusive Use Fixed-Wing Airtanker Services National Office

SECTION C

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

GENERAL REQUIREMENTS

C-1

C-1 SCOPE OF CONTRACT

(a) The intent of this solicitation and any resultant contract is to secure a Firm-Fixed Price contract for Contractor operated and maintained Fixed-Wing Airtanker(s) services meeting the specifications of this contract. The primary use of large airtankers under this contract will be for initial attack (IA) of wildland fires. These large airtankers are expected to carry moderate loads of retardant (2000 to 3000 gallons) to fires in the beginning stages following initiation. These immediate response actions occur in the first burning periods and are intended to support personnel either on scene or enroute to the incident in containing the fire when it is least costly to do so. For initial attack, airtankers spread over several locations allow for multiple response actions and therefore, more effective.

(b) Airtankers will be assigned an Administrative Base annually for contract management oversight only and will be dispatched nationwide as directed by the Government. During the Mandatory Availability Period (MAP), the airtanker shall be available for service a minimum of 6 days per week during the MAP and shall be at the exclusive use and control of the government 24 hours per day, 7 days per week during periods of ordered service.

(c) All services provided under this contract shall be performed in a safe and efficient manner.

Contractors shall use all reasonable means to support safety awareness and adherence to established FAA standards and procedures as well as adherence to the USFS Aviation Management 5700 Manual by all personnel engaged in airtanker operations. The USFS Aviation Management 5700 Manual can be obtained at the following internet address under publications:

http://www.fs.fed.us/fire/aviation/av_library/index.html

(d) The establishment of a good working relationship between the Contractor and Government is essential to the success of this contract. The Contractor’s employees' cooperation, professionalism, and positive attitude are required to establish the necessary relationship that must exist to successfully complete this contract.

(e) The Government has interagency and cooperative agreements with other Federal and State agencies and aircraft awarded under this contract may be dispatched to support those agencies.

C-2 CERTIFICATIONS AND APPROVALS

(a) Aircraft shall conform to an approved type design, and be maintained and operated in accordance with Type Certificate (TC) requirements and applicable Supplemental Type Certificates (STCs). The aircraft shall be maintained in accordance with an FAA approved inspection program and must include an FAA approved Supplemental Structural Inspection Document (SSID), Structural Inspection Document (SID), or Instruction for Continued Airworthiness (ICA) for the airframe structure, as applicable with an ICA and Airworthiness Limitations Section (ALS) approved by the manufacturer (or equivalent) and the FAA for the airtanker role.

(b) Contractors shall be certificated to meet 14 Code of Federal Regulations (CFR), Part 137 (Agricultural Aircraft Operations). Any aircraft operated shall be listed by make, model, series, and registration number on the Operators Certificates.

(e) Any modification or alteration to the aircraft that may alter the San Dimas Technology Development Center (SDTDC) retardant coverage test results shall be approved by the Interagency Airtanker Board (IAB) prior to use under this contract.

(f) Any modification or alteration to the aircraft, which affects the aircraft performance, flight characteristics, or operational limitations, must be approved by the IAB prior to use under this contract.

(g) Aircraft not configured for use as airtankers at the time of offer may be offered provided aircraft and tank system has obtained an approval (or interim approval) from the IAB 45 days prior to the beginning of the Mandatory Availability Period (MAP) for the item offered. Airtankers shall be identified by make, model, and “N” number.

(h) Contractors that are awarded Contract Line Items (CLINs) for aircraft and tanks that are not currently approved by the IAB, must obtain either interim or final approval prior as specified in C-2

(g) above. However, aircraft that currently have or receive interim approval from the IAB and, fail to hold either interim or final IAB approval will not be renewed if awarded a contract under Option A and hereby agree to a no cost termination for the convenience of the Government at the conclusion of the season under Pricing Options B and C.

(i) Contractors that receive an award and fail to meet the requirements of this contract including those that fail to receive IAB approval or interim tank approval shall be terminated for default in accordance with FAR 52.249-8 Default (Fixed-Price Supply & Service).

C-3 GOVERNMENT FURNISHED PROPERTY

(a) The following list of Government Furnished Property (GFP) will be provided under the contract:

(1) Operational Load Monitoring System – (To be completed at time of award if applicable.)
