AG-0120-S-16-0031 Chugach National Forest, Forest Plan Revision – Scenery Management, Landscape Architect

Tuesday, 13 September 2016 Pre-proposal Meeting, 9:00 AM

Attendees: Holly Spoth-Torres, Huddle Alaska; Andy Coulson and Luanne Urfer, Sustainable Design Group; Karen Kromrey, Recreation Planner, Chugach NF; Bette Welch, Contracting Officer, Chugach NF.

9:00 AM – I opened the conference call line; waited 15 minutes, no one called in. I ended the conference call.

9:20 AM approximately – I learned that there were people waiting in the Spruce Room for this meeting. After sorting this out, Karen and I walked to the Spruce Room to hold the pre-proposal meeting.

Q & A:

Q: Holly, will there be any travel involved? Any site visits?

A: Karen, there will be no travel at this time. At this point, it would be mostly talking to the people on the ground and working with them.

Q: Holly, is there a range of expected costs?

A: Bette, this is not something that I can share at this time.

Q: Luanne, will the person be expected to be working in this office?

A: Karen, the contractor shall be working mostly virtual. When you need to work with the GIS people for the maps, it would make sense that you would come into the office to view the maps and work to make the corrections. The contractor could use the modern technologies like Skype or teleconferencing to work with the people on the ground if needed.

Q: Holly, in the evaluation, is price a factor?

A: Bette, on page 25, 52.212.2 Evaluation states:

52.212-2 -- Evaluation -- Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) technical capability of the item offered to meet the Government requirement;

(ii) price;

(iii) past performance (see FAR 15.304);

Technical and past performance, when combined, are equal, when compared to price.

The Government will use these factors to evaluate the proposals.

Q: Luanne, is there a type of Recreation that will be focused on?

A: Karen, the Chugach NF has a variety of recreation and that we are different than most. We are 95% roadless and that is larger than most of the Nations National Forests. We are more back country with hiking, skiing, snow machine in the winter. Front country is more limited but we do offer campgrounds, day use sites, day hikes, that type of recreation.

With no further questions, I closed the meeting and will post this as an amendment on the Federal Business Opportunities website.
