2. DESCRIPTION/SPECIFICATION/WORK STATEMENT

Landscape Architect Tasks:

Phase 1:

1) Map existing scenic integrity (with assistance from Chugach NF personnel) and provide map to CNF staff.

2) Develop new Scenic Integrity Objectives (SIO) map in coordination with Chugach NF GIS personnel per Forest Service Manual 2300, Chapter 2380 Landscape Management, and all pertinent

Agricultural Handbooks references in the manual direction. Update 2016 SIO map to reflect desired scenery conditions (in consultation with Forest personnel).

3) Develop forest-wide forest plan standards (definition of “standard” found in Forest Service Handbook

1909.12 – Land Management Planning (amended 1/30/2015)) and standards for individual management areas which specifies maximum acreage allowed of non-conformance with mapped

SIO within specified area (Hydrologic Unit Code (HUC)-level 6 watershed) without needing to amend Forest Plan.

Phase 2:

4) Review Chugach NF revised Plan language for consistency with developed standards and guidelines for

SIO objectives across various management area directions and various activities (firewood gathering, renewable energy, wildlife habitat improvement projects, recreation development, etc.)

5) Provide draft specialist report and all supporting information (referenced literature) and GIS maps for

Draft Environmental Impact Statement (DEIS) to US Forest Service Contractor’s Officer

Representative (COR).

6) Build a cross walk table between Table 3-6 (page 3-36 in 2002 Chugach NF Plan Revision which shows the 21 management prescriptions and range of SIO’s) and the eight management prescriptions in the

proposed 2016 plan and analyze any differences to management of scenery with this compression of prescriptions areas. Table 3-6 is located at the following website link:

https://fs.usda.gov/Internet/FSE_DOCUMENTS/fsm8_028736.pdf

7) Identify acreage and spatial locations of existing scenic integrity changes from 2002 (No Action Alt) to

2016 (Action Alternatives)

8) Compare acreage and spatial locations of scenic integrity objectives from 2002 map to 2016 map

Phase 3:

9) Incorporate changes to draft specialist report and GIS maps based on Chugach NF review Phase 2 deliverables.

10) Prepare and submit final specialist report, copies of all referenced literature, GIS data layers, and all other draft and final documents completed under this contract to the US Forest Service COR, Chugach National Forest, in digital format via flash drive or DVD.

Assumptions:

This project will have a minimum of three alternatives, plus a “No Action” alternative. The Forest

Service may identify more alternatives based on public comment. Additional alternatives may require more funds and may require a modification to this contract.

Before analysis begins, coordination between specialist and Chugach NF project manager is needed to ensure analysis is to the level of detail desired.

Project timelines are approximate, and may change dependent on circumstances related to the

Interdisciplinary Team (IDT) deliverables, analysis, and other unforeseen events. Adjustments to the timeline will be agreed upon by the Parties. If task durations are modified (e.g., more time needed on a task), a modification to this contract may be required.

Prepare a draft and final scenery management specialist report following Forest Service policy for documentation for National Environmental Policy Act (NEPA) reports, including data collection and analysis to meet data adequacy standards and any Chugach NF specific analysis protocols. Specialist report shall follow specified report format provided by US Forest Service and shall include:

o Written description of existing and desired scenic integrity objectives and conditions.

o Written analysis of the effects of the alternatives on the scenery. Including coordination with various resource specialists, as needed, to obtain spatial, tabular and recorded data needed for analysis.

Specialist report shall be edited in response to Chugach NF counterpart’s review and comments on the draft reports.

Chugach National Forest will provide the following:

Spatial data for the existing condition and all alternatives.
