The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered RFP AG-0116-S-11-0118 on or about July 18, 2011, for the Indian River Road Storage project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective offerors should visit this FedBizOpps website from time to time on or after July 18, 2011, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation.
NOTE REGARDING FEDBIZOPPS LISTINGS: The FedBizOpps website has three separate listings for the Forest Service in Alaska. These are (1) R-10 Alaska Region, Juneau, AK; (2) R- 10 Chugach National Forest, Anchorage, AK; and (3) R-10 Tongass National Forest, Ketchikan, AK. Prospective bidders are advised that these three listings are not purely geographic and that a requirement on either the Chugach (Anchorage) or Tongass (Ketchikan) National Forest may be posted under the Regional Office (Juneau) listing. Thus, prospective bidders seeking Forest Service opportunities in Alaska should visit both the appropriate Forest listing (Anchorage or Ketchikan) as well as the Regional listing (Juneau). The solicitation contemplated by this notice will appear under the Ketchikan listing.
PROJECT DESCRIPTION: The project involves road maintenance activities on approximately 20 miles of single lane forest roads on Chichagof Island. Work includes removing culverts and bridges, constructing waterbars, clearing and grubbing young vegetative growth from roadways, transporting modular bridges to Thorne Bay, Alaska, constructing a log trail bridge and seeding and fertilizing. The project includes an option to furnish and install treated and untreated wooden planking on modular bridges. The forest road system at Indian River is not connected to any outside road system, and there are no commercial services available along the road system.
The intent of this potential acquisition is to provide for the complete project as described. Unless otherwise provided, any Awardee shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with the specifications and provisions of the contract.
PROJECT LOCATION: The project is located on Chichagof Island in southeast Alaska. The Indian River forest road system is remote, located in Tenakee Inlet approximately 30 air miles west southwest of Juneau, Alaska. Tenakee Springs is the nearest community, but it lacks full commercial services and is not connected by road to the project area.
SOLICITATION DETAILS: The following preliminary details are provided for the benefit of prospective offerors, but are subject to change in the actual solicitation. Contract type: Firm-fixed-price. Period of performance: Approximately 1 year after Notice to Proceed.
OBTAINING A SOLICITATION. Prospective bidders are expected to obtain the solicitation from the FedBizOpps website.
PARTICIPATION. This project is a Total Hub-Zone Set-Aside. All responsible sources may submit an offer which shall be considered. Prospective bidders who wish to provide comments on the set-aside matter should provide these comments to the contracting officer on or before March 20, 2008. Indeed, all prospective bidders are invited to notify the contracting officer of their interest in the acquisition.
